The Board of County Commissioners cr Indian River - Gounty, Florida met in special
meeting of said Board at the Indian River County Court Bouse in Vero Beech, Florida at the
hour.of 10.00 o'clock A. M. November 14, 1935. Meeting was called to order by J. T. P. Hamilton
Chairman, and upon roll -call al.1 members of the County Commission, namely, Commissioners Helseth,
Mudge, Poole, Vickers, and Hamilton, answered present. Miles barren, Clark of the Circuit Court
and Clerk of the Board of County Commissioners, Sheriff William b. Frick, and County Attorney
Chas. A. Mitchell were also present.
It was announced by the Chairman that the meeting was held pursuant to the following
notice thereof, which said notice had been duly served upon and delivered to each member of the
Board of County Commissioners on the 12th day of November, 1935, which notice so served and
delivered-e--de-1-i was in words and figures as followsa

To the Members of the Board of County Commissioners of Indian River County, Florida:
Notice is hereby given that a special meeting of the Board of County Commissioners
of Indian River County, Florida will, be held in the Court room at the Indian River County Court
House In the . City of Vero Beach, Florida at the hour of 10.00 o'clock A. g, on the 14th day of
November, 1935 for the purpose of considering the expediency of constructing a County Court
House and providing fm an election upon the issuanee of $45,590.00 of bonds for financing the
same; and of adapting resolution determing such expediency; and for they purpose o' making due
and legal provisions for the holding of such election, and for the issuance o:r such bonds; and
for the construction of such Court House including the advertising fw, bids for the construction
thereof; and for such other business as may properly come before said meeting.

After discussion of than expediency of constructing a Court House and providing far
an election upon the issuance of 445#50040 of bonds for financing the same, the following
resolution entitled *A.RESOLUTION
THE EXPEDIENCY OF CONSTRUCTING A COURT HOUSE AND
PROVIDING FOR AN ELECTION UPON THE ISSUANCE OF $453,500, OF BONDS FOR FINANCING THE SAME" was
proposed by Commissioner R. E. Mudge and read in full:

Section 1. That it is deemed necessary and expedient to construct a court house
In and for the County of Indian,River,
Section 8. That general obligation bands of the County of Indian River in the
aggregate principal amount of $458,500 is required to be issued for the purpose of financing the
construction of said court house#
Section 3. That there shall be issued the aggregate principal amount of 645,500
general obligation bonds of the County of Indian River for the purpose of financing the con-
struction of said court house. Such bonds shall be dated September 1, 1935, shall be of the
denomination of 01,000 except bond No* 1 which shall be of the denomination of 0500, shall beer
interest at the rate of four per oentum (4%) per annum payable on March 1 and September 1 in
each year, first interest payable March 1, 19369 shall be payable at the office of the County
Treasurer in aero Beach, Florida, or, at the option of the holder, at a bank or trust company
in New York, No Y., shall be redeemable at the option of the County in inverse numerical order
at per plus accrued interest on any interest payment date after publication onoe each week far"
four consecutive weeks in a financial newspaper published in New York, N.'Y., of notice Of in-
teution to redeem the bonds specified in said notice, first publication of such notice to be not.

Section 4. That a special election shall be and the same hereby is ordered to
be held on the 15th day of December, 1935, in the County of Indian River at the several places
where the last general election was held in said County for the purpose of determining the mind
of the voters of the County of Indian River regarding the issuance of said bonds for the con-
struction of said court house.
Section 5. The following notice of election shall be printed in the Vero Beach
lFress-Journal newspaper at Least onee in each week for four weeks prior to the date of the

If you are not in favor of the County issuing the bonds, place ami *X" mark in

and furnish a sufficient number of such ballots to the inspectors and clerks of election at each
and all polling places within said County on or before the date and prior to the time herein
fixed for the opening of the polls for the election.
. Rection 8. The Supervisor of Registration of the County of Indian River is
authorized and directed to open the registration books for the registration of electors as
provided by law, and to give due notice of the opening of such registration books. The Super-
visor of Registration is also authorized to make up and certify a list of the names of all
qualified electors who are determined to be freeholders residing in the County, amd who are
qualified to vote in the election herein ordered. The Supervisor of Registration I# further
authorized and directed to furnish a certified copy of such list of qualified electors who are
freeholders residing in the County and entitled to partiaipete in said election to the Hoard of
Commissioners of Indian River County for filing in their records and a certified copy of such
list to the Inspectors and Clark of election at each voting place in the County where the
election is to be held, on or before the 14th day of December, 1935.
Section 9. Mt a copy of this resolution be published in the Vero Beach Press
Journal newspaper at least once in each week for four weeks prior to the date of the election
herein determined.
The above resolution was seconded by Commissioner Edwin A. helseth and upon roil
call was adopted with the following voting Ayea Commissioners Hamilton, Mudge, Vickers, Eel
Poole, amd the follow&ng voting NoLy: Bone. The chairman thereupon declared said resolution
carried and duly adopted.
Thereupon the Cls rk ct the Board of County Commissioners was instructed to
publish said resolution end the. notice of election therein contained separately in the Vero
Beach Press Journal newspaper at least once each week for four successive weeka and the first
insertion of said resolution and of said notice of election to be published in said newspaper
in its issue of November 15, 9.935.
The following resolution entitled "A Resolution Providing for Publication of
Public Notice to Contractors and, Invitation for Bids for Furnishing all materials and labor
for the Construction of a Two Story Fireproof County Court House for Indian River County,
Florida" was proposed by Commissioner Edwin A. Helseth and read in full:

The award of the contract is conditioned upon funds being made avaii.abe for the
construction and no bidder may withdraw his bid for a period of Sixty days after the date set
for the opening thereof.
Each Proposal must be accompanied by a Bid Bond or certified check payable to the
Board of County Commissioners of Indian River County, Florida,, is an amount equal to five 5%)
per cent of the bid, as guaranty tbmt the bidder will enter into written contract with the
