The Board of County Commissioners in and for indican River County, Floridlismet/at the
Court House in Vero .Beach, at 10:00 o'clock A. M. Tuesday, February 4th 1936, with the follow-
Ing members of the Board present: J. J. P. Hamilton, Chairman; R. E. Mudge; Frank C .Vi ckers;
Edwin 'A. Helseth and R. P. Poole. Also present were Wm. w. Frick, Sheriff, Chas. Mitchell,
Attorney and Miles Warren, Clerk.
Eli C. Walker appeared before the Board and requested the hoed Superintendent burn off
road right-of-way in Drainage District and agreed the Drainage District will donate 0160.00
for this worts, and the work to be done under the supervision of the Fire Control Committee.
It was ordered the Hood Superintendent be granted time to do this work, the County dis-
claiming any liability in connection therewith.
Miss Hester M. Graham, Acting Director Board of social welfare District #10 appeared
before the Board and outlined the plans of this Board.
It was moved, seconded and carried that the social Welfare Board be requested to make
investigations of all mases now cared for by the Board of County Commissioners and report
their findings.
Mrs. F. B. Kingsbury, Vero Beach, requested a bridgd be constructed across Lateral "A"
Canal at the corner of Lateral "A" and the North Relief canal. The Road Superintendent vas
requested to investigate this proposal and ascertain the actual need for a. bridge and probable
cost of such construction.
Mrs. J. K. Conniff, winter Beach, appeared and requested she be given additional aid from
the County. After some discussion it was ordered her &.11ovance from the pauper fund be in-
creased to $10.00 per month temporarily.
Miss Manilla 'Wells, Home Demonstration Agent appeared before the Board abd made a verbal
report of her activities and requested an wLpression from the Board as to what charges to make
for the use of the canning equipment owned by the County. After some discussion it was
ordered that a toll of one-fifth of all vegetables canned be collected to defray the expense
of the canning equipment, and further that all canning be done under the supervision of the
Home Demonstration Agent.
W. H. darns, architect, appeared before the Board will samples of brick for use in the
construction of the Court House.
Mr. Crawford appeared before the Board regarding the house located at the East end of the
Vero Bridge now occupied by Mr. Shrewsbury. The Clerk vas Instructed to write Melvin Hayes,
it representative of the State Rood Department and have him meet with the Board on FeVrIunry
17th to discuss this situation.
In accordance with published notice of receiving proposals to furnish gasoline to the
County for the year 1936 the following proposals were received:

American Oil Company
Sinclair oil Company

and after thoroughly discussing all of the proposals and taking each one under consideration,
it me ordered that the `Standard oil Company be awarded the contract to furnish gasoline and
oils: for the year 1936 to the County hosed Department.
A letter having been received from W. V. Knott, '.state Treasurer and ex -off icio County
'rrea.ssurer requesting an expression of the Board as to how to handle suers bonds as has been
purchased under the Kanner ,yet and now held by that office. The Clerk was instructed to write
the state Treasurer and advise him that on account of 'the peculiar situation of this County
having purchased St. lueie County obligations to retire the debt between the Counties it is
deemed advisable to hold the bonds in tact uncancelled.

It was ordered that Sake Scofield ( col) c/o Jess. H.T.Seaver, Vero Beach, be placed on the
pauper list to receive the sum of X8.00 per month.
It was ordered the allowance made to mrs. X. B. Woodruff, Fellsmere, be increased to
SV, 00 per month.
A certified copy of resolution duly adopted by the County Democratic Executive Committee,
setting out the party assessment levied against the various candidates who participate in the

and ordered that the aesesaments so levied against the respective offices be collected by the
Clerk of the Circuit Court within the time prescribed by law, and placed in the General Re
Fund of the County. V
It vms ordered that the sun of $100.00 be appropriated out of the General revenue Funo fo
the Chamber of Commerce for General Advertising during the year 1936.
The 'Sheriff and County Judge advised the Board the State authorities no longer will con
insane people to the State Hospital for care, and requested authority for the Sheriff to del-
iver R. Pahorsky to that institution
for
treatment.
It ms ordered that authority be given
the Sheriff and he be paid the usual
fee
allowed for
such services. '
The minutes of December 3rd, 7th and 17th 1935 and January 7th 1936 were read and app
as read.

COnmIssioner Mudge introduced the following resolution and mored its adaption, to. -
Whereas, Chapter 194€31, Laws of Florida as adopted by the Florida Legislature in the
year 1935 directs the Tax Collector in all Counties in the State of Florida to receive and ac-
sept when offered, all bonds, delinquent interest coupons or other delinquent obligations of
such Counties or Districts therein in payment of all lions or evidence of delinquent taxes due
to such Counties or Districts and which were levied for the paament of interest or for sinking
fund on said bends or other obligations offered and in payment of all current taxes levied for
the payment of interest or -for sinking fund on said bonds or other obligations provided that
the bonds or other obligations of one District shall be accepted only in payment of taxes lev-
led for the interest and sinking fund of that District and that the obligations of one District
shall not be accepted in payment of a tax levied for another District; and
Whereas, Florida Fast Coast Railway has 9ffered to settle its taxes levied on its
property in Indian River County, Florida for the years 1934 and 1935 and -which said taxes are
payable to the Tax Collector of Indian River County, Florida and has offered bonds or delin-
quent interest coupons of Atlantic -Gulf Special Road and Bridge District in settlement of tax
levies made by said District for interest and sinking fund purposes and has offered bonds or
delinquent interest coupons of Felismere Gross State Road District in payment of tax,levies
made by said District for interest and sinking fund purposes and has offered to pay other taxea
levied against it for said years at the time of so paying the taxes specifically mentioned;
WHMEASi said Atlantic -Gulf Special Road and Bridge District and Felismere Cross
State Road District levied a tax upon property located in Indian River County, Florida and
levied the tax in said County which is sought to bep aid by the Florida East Coast Railway and
the tax so levied is upon property in Indian River County• Florida and upon the property which
is a part of said districts in said County= therefore,
BE IT RESOLVED that the Tax Collector of Indian River County, Florida is herewith
requested and directed, pursuant to said act, to accept said obligations in settlement of said
Interest and sinking fund levies pursuant to said offer, and agrees to hold the Tax Gollector
harmless against any refusal to accept said Bonds and Interest coupons by the State Treasurer.
Gomissioner Vickers seconded the motion for the adaption of the Resolution and upon
roll call it was unanimously adopted.
The several bills and accounts against the Countyhaving been audited, were examined, and
round corrept+ etre approved and warrants oi.ered issued in settlement of same. Such bills
arid accounts being on file in the office of the Clerk Circuit Court. The warrants so issued
from the respective funds being listed in the supplemental minute book as required by the
rules and practice of the State auditing Department reference to said record and the list so
recorded being made a pert of these minutes.
The County Depository filed its monthly statement showing receipts and disbursements of
the various funds, which was found to be correct.
