The Board of County Commissioners of Indian River County, Florida, met in regular
monthly session at the Court House at Vero Beach, Florida, on October 6, 1925 at 10:00
A.Li. v4th the following members of the Board present: John H. Atkin, Chairman;
George A. Braddock; J. We LaBruce; D. Forbes and 0. 0. Helseth. Also present was
Miles Warren, Clerk.
The minutes of the previous meeting of the Board were read and approved.
A committee from Roseland appeared before the Board in the interest of the Road
west of Roseland. Mr G A Braddock made a motion, which was seconded and carried,
to go over all roads in the County on Tuesday, Oct 13th, 1925, leaving Vero Beach
at 8:00 A.M.
The County Engineer was instructed by the Board to obtain blue print showing
right-of-way of Roseland road West.
John McKeowan and F Fred Acker appeared before the Board and requested that the
road from Clemons Avenue and Walker Avenue and the South Gifford road be nude passable,
stating that if the Board would open up this road Bir MoKeowan would open a subdivision
of 40 acres into one acre tracts. The Board agreed to inspect this, together with
other roads on the 13th.
Mr. Gollnick appeared before the Board in the interest of a Bridge over Lateral 4.
The County engineer reported it would cost approximately $650.00 to construct this
bridge.
Hon. B. W. Ketchum, County Judge appeared before the Board requesting adequate
jail facilities for the County. Also requesting that the Board recommend some person
to the Governor for appointment as Justice of the Peace for District 5.
Hr T S Roddenberry and others appeared before the Board asking for new bridge
on quay road, also that culverts be put in over ditch on entrance to private property.
Action on this matter deferred until after inspection of roads by the Commissioners.
Commissioner J V1 LaBruce moved, seconded by Comtr. Donald Forbes that County nurse
of St. Lucie County be employed by Indian River County, salary to be shared equally
by each County.
Constable bond of J.F.Armstrong District No. 4 in the sum of $500.00 with B.J.
Kersey and E.J.Kersey as sureties was approved.
Notary Public bond of Alice V. Winegar with 0,L Cobb and E.P.HcCorkle, as sureties
in the sum of $500.00 was approved.
Notary Public bond of H.G.Redstone in the sum of $500 00 with Royal Indemnity Co.
as corporation as surety was approved.
Notary Public bond of Chas P. Diamond in the sum of $500 00 with American Surety
Company of New York, a corporation 3MIL as surety was approved.
Notary Public bond of Mrs E. I. Whittington in the sum of $500 00 with American
Surety Company of New York, a corporation was approved.
On motion duly made, seconded and carried by unanimous vote the following reso-
lutions were adopted:
this Board of County Commissioners has issued $490,000. bonds of Special
Road 8: Bridge District No. 4 in Indian River County, Florida, and it necessary that
this Board select bond Trustees for said bond issue, Therefore be it
RESOLVED, that William Atkin, Freeman L. Knight and F. W. Rodenberg each of whom
are resident free holders of Special Road and Bridge District No. 4 of Indian River
County, Florida, be and they are hereby appointed Trustees of $490,000 bonds of Special
Road and Bridge District No. 4 of Indian River County, Florida, with duties as provided
by the laws of the State of Florida.
RESOLVED FURTHER, that each of said bond Trustees shall give bond as provided by law
in the penal sum of $25,000.
RESOLVED FURTHER, that each of said Trustees shall receive as their compensation the
sum of $25.00 per year and shall also be reimbursed for sums expended for bookkeeping
and office expenses, including cost of premiums on their surety bonds.
The Chairman announced that the hour of 2:00 P.M. having arrived it was now in
order to open sealed bids for the purchase of $490,000.00 Bonds of Special Road and Bridge
District No. 4 of Indian River County, Florida.
Thereupon the following sealed bids for said bonds were opened and read, the name o
the bidder and the amount bid being given.
Fort Pierce Bank & Trust Co $480,690.00
Vero Bank & Trust Company 478,740.00
Stein Bros., Walter Woody &
Heiminger, and Thompson,Kent
& Grace for $300,000 bonds only 283,500.00
Each of the foregoing bods were carefully considered, after which on motion duly
made, seconded and carried by unanimous vote the following resolutions were adopted.
WHEREAS the bid of Fort Pierce Bank & Trust Company of Fort Pierce, Fla. for the
purchase of $490,000.00 bonds of Special Road and Bridge District No. 4 of Indian River
County, Florida, is the highest and best bid received by this Board for said bonds and
in the judgment of this Board it is to the best interest of the tax payers and citizens
that said bid should be accepted.
THEREFORE BE IT RESOLVED, that the said bid of said Forts Pierce Bank & Trust Co.,
be and the same is hereby accepted and said bonds are hereby awarded to said bidder upon
the terms set forth in said bid.
RESOLVED FURTHER, That the Chairman and Clerk of this Board are hereby authorized
and directed to execute said bonds and to deliver the same to said purchasers upon
receipt of the purchase price therefor.
RESOLVED FURTHER, that the proceeds of the sale of said Bonds shall be paid over to
the Trustees for said bonds.
The following is a true copy of the accepted bid for said Bonds:
"Vero Beach, Florida. October 6, 1925.
Board of County Commissioners,
Indian River County, Florida.
Gentlemen: -
For the Four Hundred ninety thousand dollars ($490,000.00) of Road and
Bridge Bonds of Special Road and Bridge District No. 4, Indian River County, Florida,
offered for sale this date, said bonds to bear interest at the rate of 6% per annum,
payable semi-annually, principal and semi-annual interest payable at the U.S.Eortgage. &
Trust Company, New York N.Y. bonds are to be of $1,000.00 denominations, and mature
serially July 1, 1926 to July 1, 1955, inclusive as set forth in your notice of sale,
we will pay you in current money upon delivery of the bonds to us a price of Four hundre
eighty thousand and six hundred ninety dollars 0480,690.00), and in addition thereto he
will pay accrued interest from date of said bonds to date of delivery.
We will take up and pay for these bonds when delivered to us at the Atlantic Nation
Bank of Jacksonville, Florida, said bonds to be accompanied by the approving opinion of
Hon. John C. Thomson, New York, together with a certified transcript of proceedings upon
which said opinion is based.
It is understood that these bonds are to be delivered to us within thirty days
from the date of this bid, or as early as possible thereafter at our option.
As required in your notice of sale we hand you herewith certified check for $5,000.
which is to be held by you as evidence of our good faith pending compliance with the
terms of this bid, orto be forfeited as liquidated damages in the event of our failure
to do so.

A petition signed by more than 25 qualified voters of the County asking that
. W. Young become a candidate for Represetative in the Legislature for Indian River
County, and asking that such candidate's name be placed upon the official ballot for
the Special election to be held October 13th, 1925, was presented and considered, and
on motion duly made, seconded and carried it was ordered that the name of such can-
didate be placed on the official ballot of said Special election.
A petition signed by more than 25 qualified voters of the County asking that
T. Peterson become a candidate for Representative in the Legislature for Indian River
County, and asking that such candidate's name be placedupon the official ballot for
the Special election to be held October 13th, 1925, was presented and considered, and

be spread on the minutes of this Board at this meeting of this Board, reference thereto
being had, that in a special election called by the Board of County Commissioners of
Brevard County, Florida, under the provisions of the law creating Fellsmere Cross State
Road District approved June 9th 1925, to be held on the 22ndciday of August A D 1925, wit in
the boundaries of the Fellsmere Cross State Road District by said law and within the
boundaries of Brevard. County, Florida, and duly held within said district and said Count,
of Brev rd on the 22nd day of August A D 1925, for Commissioners of Fellsmere Cross
State Road District, G.W.Patchen received 8 votes, and it further appearing from laid
copy of said minutes of said Board of County Commissioners of Brevard County, Florida,
that.in said Special election held in said County of Brevard on said date as aforesaid
the vote therein cast in favor of issuing bonds in the sum ofb$200,000.00 for the purpose
of constructing a paved road across St. Johns Marsh, near south boundary of Brevard
County, Florida, in Fellsmere Cross State Road District as provided in the law creating
said district, was 8 votes, and that no vote therein was cast against issuing said bonds
for said purpose; and it further appearing that said copy of said minutes of the Board
of Commissioners of Brevard County, duly certified to be true of said minutes by the Cle k
of said Board, and it appearing from said copy of said minutes of the Board of Coxnxnissio ere
of Brevard County, Florida, and from the minutes of this Board of County Commissioners o

and that votes for no other persons as said Commissioners were cast in said election.
It is hereby declared that the said James Herndon, and the said E. .Vickers and the
said J.H.Sutherland are duly elected as Commissioners for said Fellsmere Cross State
Road District, and it appearing that the total vote within the boundaries of the said
Fellsmere Cross State Road District in both said County of Brevard and said County of
Indian River cast in said election in favor of issuing bonds in the sum of 0200,000.00
for the purpose of constructing a paved road across St Johns Marsh, hear South boundary
of Brevard County, in Fellsmere Cross State Road District as provided in said law creat-
ing said District was 181 votes, and that the total number of votes cast in said entire
district against issuing said bonds for said purpose ®as 13 votes. It is hereby dec-
lared by the Board of County. Commissioners of Indian River County, Florida, that a maj-
ority of votes cast in said Special election in Fellsmere Cross State Road District are
in favor of the bond issue, viz: that bonds in the sum of $200,000.00 be issued for the
purpose of constructing a paved road across St Johns ]11.rsh, near South boundary of/Bre-
vard County,•Florida, in Fellsmere Cross State Road District as provided th the law
creating said district.
The question being put upon the adoption of the foregoing Resolution the vote was
as follows: Nays: None. Yeas: Commissioners Braddock, LaBruce, Forbes, Helseth and
Atkin. The resolution was therefore adopted.
Advertisement having been made that sealed bids for road repairing would be received
at this meeting and the time to receive such bids having arrived the following bid was
opened, read, filed and considered: A. 0. Greynolds of `gest Palm Beach sand asphalt
surface treatment at 13% per square yard, using 1/4 gallon asphalt per square yard.
Sand asphalt surface tr=eatment,1/2 gallon per square yard at 15% per square yard. To use
Texaco Macadam asphalt. The same having been carefully considered. was Ordered accepted
by the Board, provided the contract is signed within five days.
Fire Arm
The/Bond of Annabel Van Cleve in the sum of 0100.00 with D.M4Dominici and I.L.
Lloyd as sureties was approved and license issued to carrya Cole Special 38 calibre
gun No.323745.
Ordered that Errs Madge Patton of Roseland be given $25.00 per month as relief to be
paid out of the General Revenue Fund.
Ordered that the Sheriff be instructed to enforce Chapter 8832 acts of 1921 rela-
tive to cattle running at large in Fellsmere Drainage District, the Board agreeing to
reimburse the Sheriff for all expenses incurred over and above coat and fees collected.
Ordered advertisement be run asking for bids for motorcycle for use of speed
officer on the highway.
Ordered that Highway officer be paid salary of $125.00 per month out of the Fine
& Forfeiture Fund.
Ordered that Highway officer be clothed in Standard Police uniform, with cap and
leggons and Deputy Sheriff's badge.
Ordered that Dr.R ii Huntley and Dr 0 C Mathis be notified County is in need of
the offices now occupied by them and requesting they vacate as soon as convenient and
practicable.

The several bills against the County were audited, examined and found correct, were
approved and warrants issued in settlement of same. The amounts so drawn from the res-

The several County Depositories filed their monthly statements showing balances
on hand for the various funds of the County. The amounts on hand in the respective funds
