The Board of County Commissioners in and for Indian Hirer County, Florida, met at the
Court House in Vero Beach, at 10:00 o I clock A. X. wednesday June 3rd 1936, with the f ollowing
members of the Board present: J.J.P.Hamilton, Chairman; Frank C. Vickers, R. E. Mudge; N. r.
Poole and Edwin A. Helseth. Also present were An. Frick, Sheriff; Chas. A. Kitchell, Attor-
ney and Miles warren, Clerk.
Mrs. J. U. Tillie appeared before the Board and requested that her 3 children be placed
on the pauper list. No action was taken.
It was ordered that the following persons be placed on the pauper list to receive the
amount indicated until the further orders of this Board: i
vi. H. Bartlett, Vero Beach ....... V8.0O per month
Alonzo McAllister, Sebastian, ....V6.00 per month
The application for license to deal in intoxicating liquors of John 'Sadlon and John Snrik,
was again considered and letters of recommendation having been reed by the Clerk from citizens
of Brooksville, Florida, it was ordered that such application be approved.
It was ordered that the Inspectors and Clerk of election held Tuesday, June 2nd 1936 be
paid the sum of X3.00 per day for each dray served, and that Deputies appointed by theSheriff
at the polls be paid the rate of V3.00 per day and the Clerk instructed to issue the warrants
in settlement of such claim against the County.
The Clerk and County Attorney brought to the attention of the Board the fact that the
lease for the present Court House quarters has expired as of April 30th, last and after con-
sideration it was ordered that the County Attorney prepare an agreement with the owner, Are.
Ids, Grey to rent the present quarters from her for & period of time until the completion of
the new Court House, such rent to be paid monthly on the basis of the present rent of 4125.00
per month.
X E S O L U T 1 O X.
The following resolution was introduced by Commissioner Vickers, who moved its adoptions
WHEREAS, the Board of Administration has submitted certain proposals of firms, individu=
ale and corporations offering to sell to said Board of Administration certain bonds of the
County of Indian River and obligations assumed by said County, under the provisions of House
Bill No. 30, Acts of the 1933 Legislature, and
wREREAS, after carefully considering all of such proposals, and taking into consideration
the amount of funds available for that purpose and the approximate value of said bonds, it is
deemed advisable and expedient to purchase certain of said bonds, and obligations, to -wit:
One (1) Special R&B Dist #4 bond dated July 1, 1925 due July 1,
1936 at 71 flat, as designated offering "Aa •
Two (2) St Lucie County Highway bonds due 1949 and 1950 at 72 flat,
(less one missing coupon) as designated offering "C".
THEWORE, BE IT RESOLVED, that the Board of Administration be requested to purchase the
foregoing bonds and obligations assumed by this County in accordance with the teras of the
offerings as submitted.
.The foregoing resolution was duly seconded by Commissioner Poole, and upon being put to
€a vote the same was unanimously adopted.
The Board then proceeded to name and select the inspectors and Clerks of the several
precincts to hold and conduct the second primary election to be held Tuesday, June 23rd 1936
which are as follows:

The several bills and accounts against the County, having been audited, were examined and
found correct, were approved and warrants ordered issued in settlement of same. such bills
and accounts being on file in the office of the Clerk Circuit Court. The warrants so issued
from the respective funds being listed completely in the County finance record as provided by
law, reference to said record and the list so recorded being made a part of these minutes.
1. Miss Belson representing the state welfare Board appeared before the Board of County
Commissioners and outlined the plan for providing Old Age Pensions to persons over the"age of
70 years, and after thoroughly discussing the same, the following resolution was offered and
unanimously* adopted:

Florida under the administration of the State Board of Social Welfare, and

condition preoendent to the Mate plan becoming effective, that a resolution be passed fiv,
the authority of the Board to enforce against the estates of deceased persons who have been
supported at public expense claims to the extent of the public assistance given them through
the State Board of Social Welfare, and

HOW, THE REFCH, , BE IT RESOLVED By the Board of County 000013830ners of Indian
River Gounty, Florid®, in session duly assembled, that the Burd does hereby waive its
authority to enforce against the estates of deceased persons who have been supported at
expense by old age assistance administered through the State Board of Social Welfare claims
to the extent of the public assistance furnished by the State Beard to such persons.
WHEREAB, the State Board of Social Welfare bas presented to the Social Security
Beard of the United Stttes,' created under the Social Security Act of the Congress, approved
August 149 1935, being 4E U. S. C. A, 301, a State plan for old age assistance, which plan
has been approved by the Social Security Board, and,
WMUM"s in order to place the State plan in operation, and in order for the
dependent aged citizens of this County to receive the benefits of the State plan, Sieh in -
eludes the matching of funds in an equal amount by the Federal Government, it In desirable.
and necessary for tble Board to make an appropriation of funds to the State Board of Social
Welfare for old age assistance for the gmrter year beginning July 1, 19369 and ending
September 30, 1936.
NOW$ `BEFORE, be it resolved by the Board of County Gonmissioners of Mien
,River County in session duly assembled, as follows:

1. That the sum of 405.00 dollars Is hereby appropriated and made egailab3& to the
State Board of Social welfare, created under Chapter 1704779 laws of Florift, lets of 19359
for use in old age assistance upon the following terms and conditions=
(a) The money hereby appropriated to the State Board of Social Welfare will be spent
by that B=,rd during the quarter beginning Tuly I, 1936 and ending September 30, 1936, only
if',and m,en the money is matched by an equal amount of Federal funds;
(b) The money hereby appropriated shall be spent only in this County and in no other
County of the State;
(c) The money hereby appropriated shell be spent only for direct re2lef in old age
assistance and no part thereof shall be spent for the payment of administrative costs In
giving old age assistance;
(d) if any of the money hereby appropriated shall remain 3n the hands of the State
Board of Social Welfare at the end of the quarter obwe referred to, the sale shall be ro-
funded to this Hoard.
S. The proper officers be and they are hereby authorized to draw and deliver to the
State Board of Socia. Welfare a County Warrant for the amount of funds appropriated by this
resolution.
3. The State Board of Social Welfare is hereby designated as the. agent of this Board
of County Commissioners for the purpose of administering old age relief or assistance subject,
however, to tbD terms and conditions set forth in this resolution,~
4. The appropriation of County funds by this resolution is Bede pursuant to Chapter

The several bills and accounts against the County, having been audited, were ermined
and found correct, were approved, and warrants ordered issued in settlement of same. Such
bills and accounts being on file in the office of the Clerk Circuit Court. The warrants so
issued from the respective funds being listed completely in the supplemental minute book,
as provided by the rules of the State auditor, reference to said supplemental minute book
being made a part of these minutes.
The County depository filed its monthly statement showing receipts and disbursements
of the various funds, which having been checked and. properly audited, was found to be
correct.
There being no further business on motion made, seconded end carried the Board then
adjourned until the regular meeting to be held in July, which .shall be the first Monday in
July, as provided by law.
