Mrs. David hose, Sebastian, appeared before the Board and requested that the apportion - meat of funds for County Home Demonstration be made and retained. in the budget for the next f i scal year. No action vas taken on this request. It vas ordered that the following persons be stricken from the pauper list, who are now receiving aid from the County: Mrs. F. A. uoadenberry, v4inter Beach Mrs. J. u. Conniff, hinter Beach., It was further ordered that C. W. h amilton, reinter Beech, now receiving aid as a pauper be reduced from X6.00 per month to V4.00 per month beginning with August payment. Upon motion made, seconded and carried it was ordered that A. JJ. I-loitevident, pauper, be advanced the sum of §30.00 as his allowance for the months of august --September and October in order that he receive medical aid and assistance. A request was received from the City Council of Vero Beach asking that the County lease the -East and wrest end of the Vero Bridge for beat$tifieation purposes. it was ordered that such lease be executed by the Clerk and Chairman when prepared by the City Attorney. The Barnett Notional Bank, Cocoa, Florida, having filed proper application requests to be named and designated as County Depository for the year 1936--19379 upon motion made, seconded and carried it was ordered such Bank be designated as the County Depository for the following funds: General Revenue Fund Fine & Forfeiture Fund Road & Bridge Fund Mothers' Pension Fund Special R&B Dist #19 Maint Special R&B Dist f49 Maint Vero Bridge Dist, Maint Y,uay Bridge Di strict, Maint vrabasso Bridge Dist., Faint Outstanding indebtedness Fund Interest & Sinking Fund and the Depository bond set at the sum of 4p10,000.00 to consist only of United States Govern- ment bonds and Home owners' Loan Corporation bonds. The several bills and accounts against the County, having been audited, were examined and found correct, were approved, and warrants ordered issued in settlement of same. Such bills and accounts being on file in the office of the Clerk Circuit Court. The warrants so issued from the respective funds being listed in the supplemental minute book as required by the rules of the State .Auditor, reference to such record being made a part of these minutes. The County Depository filed its monthly statement showing receipts sand disbursements of the various funds, which having been checked and properly audited were found to be correct. L. Yudge; S. P. Poole and Sdwin A. Helseth. Also present were Chas..A. Mitchell, Attorney, William Frick, Sheriff and Miles warren, Clerk. W. H. Garns, Architect, presented an offer of the contractor for constructionof the Court House, to install drainage in the basement of said building for V140.00. it was ordered that this work and addition to such building be made. Miss Hester Graham, Social Welfare Director, of the Federal Social Seeutiry Board appeared efore this Board respecting Federal and State old age pensions to persons over the age of 70 etas, after some dispussion, the following resolution was proposed,and unanimously adopted: WWJMS9 the State Board of Social Welfare bas presented to the Social Security Board of than United States, created under the Social Security Act of the Congress, approved August 141, 1935s being 42 U, S. C, A, 3019 a State plan for old age assistance, which plan has been approved by the Social Security Board, and WHOMAZI in order to place the State ..plan In operation, and in order for the 'de- pendent aged citizens of this County to receive the benefits of the State plan, iftich includes the matching of funds in an equal amount by the Federal Oovermmnt, it is desirable and necessary for this Board to make an appropriation of funds to the State Bayard of Social Welfare for old age assistance for the quarter year beginning October 1, 19369 and ending December 31, 1936, &OA, TOMPOSO be it resolved by the Board of County Goomissioners of Indian PAver County In session duly assembled, as follows: First; That the Board will Include in its budget for the fiscal year beginning October 1, 1936 and ending September 30, 1937, an item sufficient to pay for the cost of old age assistance for the nine months period beginning October 1, 1936 and ending sone 34, 1937; Amount, in Budget #5160„40. The Board agreed to have this work done just as soon as possible. it eras ordered that A.. L. p=ort, Vero Beach, be placed on the pauper list to receive the sum of 06.00 per month until the further orders of tins Board. J. T. Glover appeareca before the Board and requested pay for attending M. A. Carrier at the hospital and who waas a charge on the County. He admitted he was serving a sentence for driving an auto while intoxicated at the time. The Board disclaimed any liability. Miss Yaanillaa wells, Home Demonstration Agent made her report to the Board and requested that an item be placed in the Budget to carry on the Home Demonstration work for another year in this County. The applications of Miss Alice 0 xelseth and Miss Leila M. Bunkley for appointment as County Nurse was received and read. Ro action was taken on this matter. W. F. Cox appeared before the Board respecting road in the negro quarters west of Wabaasso, such road being 1/2 mile wast of Lateral "A". it was ordered when owners execute deed or easement for right-of-way the road will be opened up. The following resolution was adopted: RE S 0 L U T IO Xt Commissioner Mudge introduced the following,resolution and moved its adoption, to -wit: 'WHEREAS, there are a considerable number of roads and highways situated in Indian River County, Florida., and generally used by the public as public roads and which said roads and highways, including the bridges which are a part thereof, have been designated by acts of the State Legislature axs ° State roads; and WHEREAS, Indian River County is a small County and its sources of revenue are limited and its said roads are generally used by tourists and by residents of this State in traveling from the leo rth to the South end of the state and return and said road system has in itz more bridges covering canals and streams of water than any other County in Florida; and WHEREAS, it should not be the entire responsibility of ,Indian River County to maintain said roods which are for the most part used by the traveling public resident elsewhere than in Indian River County and the sources of revenue of said County are so limited that it is impossible for the Board of County Commissioners of said County to properly maintain said roads and bridges; and WZ EAS, the State Road Department of the State of Florida has available in and about Indian.River County, Florida, all necessary equipment and personal for the purpose of main- . •� taining said roads and bridges in said County and such equipment and , personnel could be used for said purpose at small expense to the Btate .Road Department whereby said roads and bridges may be maintained at a much less cost than would necessarily be expended by the Baiaard of County Commissioners of said County for said purpose in view of their lack of equipment and personnel; therefore, BE IT RESOLVED by the Board of County Commissioners of In than River County, Florida, that the saa.d Board does herewith respectfully request and urge the state Road Department of the State of Florida to take over and maintain all roads and bridges in Indian River County, which have been heretofore designated as state roads by acts of the Legislature of the St ate of Florida. The motion for the aadoption of the resolution being duly seconded, it was declared :adopted upon roll call by unanimous vote. The Board then resolved itself into a Board of Equalizers of taxes for the purpose of hearing complaints and receiving testimony as to the value of any property, real, personal or mixed, as fixed by the County Tax Assessor of tames for assessment for the taAes of the year Fr. - 52 19369 the owners and agents of property, who appeurect for that purpose, were allowea to maKe full and complete statements as to the valuation of the property oavned or represented 'by them the `1.'ax Assessor and the McMbers of the Board having fully discussed the statements and facts as presented decided not to change the valuations as r fixed by the County Assessor of taxes for the year 1936. AUGUST 4th 1936. � .At the regular meeting of the Board of County Commissioners of Indian River County, held in the office of the Clerk of the Circuit Court, at Vero Beach, on the 4th day of august, 1936, there were present the following County Commissioners: J. J. P. Hamilton, Chairman; R. E. midge; Frank C. Vickers; E. P. Poole and Edwin A. Helseth. also present were Chas. A. Mitchell, Attorney, Wm. Frick, ,sheriff and Miles 11arren, Clerk. Mrs. '9ophin Rosbottom, Charman of the County Planing Board appeared and outlined the necessary stept to be taken to secure approval of Federal Projects. `She also urged the necessity of preparing projects for road repairs and re -conditioning of the paved roads of the County. Gus Kaus appeared before the Board and requested that the road leading to his place, just South of Vero Beach be placed in good condition. The Board agreed to see what can be done to correct the situation as exilsts.
