the state Auditor, reference to such record and the list so recorded beim made a part of these
minutes.

.At the regular meeting of the Board of County Commissioners of Indian River County, held
in the office of the Clerk of the Circuit Court, at Vero Beach, on the 4th day of august,
1936, there were present the following County Commissioners: J. J. P. Hamilton, Chairman;
R. E. midge; Frank C. Vickers; E. P. Poole and Edwin A. Helseth. also present were Chas. A.
Mitchell, Attorney, Wm. Frick, ,sheriff and Miles 11arren, Clerk.
Mrs. '9ophin Rosbottom, Charman of the County Planing Board appeared and outlined the
necessary stept to be taken to secure approval of Federal Projects. `She also urged the
necessity of preparing projects for road repairs and re -conditioning of the paved roads of the
County.
Gus Kaus appeared before the Board and requested that the road leading to his place, just
South of Vero Beach be placed in good condition. The Board agreed to see what can be done
to correct the situation as exilsts.
It was ordered..Mrs. Sallie Robinson be stricken from the pauper list, the Board having
i been advised she. has 'married.
it was ordered Ells, '.�cofield, ( col.) Vero Beach, be placed on the pauper list to receive
the sam of $4.00 per month, until the further orders of the Board.
It vas ordered that Mrs. Edna Loudermilk, Vero Beach, be stricken from the Mothers'

The foregoing estimates
as made

a newspaper published in the
County
in
the issues
of said newspaper
of the 17 and 24th day of
July, 1936, was then taken up, considered, and finally adopted. The Board then proceeded with
the matter of fixing the rate of taxation for County and 'Special District purposes for the
year 19369 and after careful consideration of the estimates of receipts and the estimates of
expenditures it vas the determination of the Board that the rate of taxation necessary to meet
such expenses would be for each of the following mentioned purposes the amounts estimated,
declared and levied, viz:
in order to meet the estimated current expenses of the County of Indian River of the sum

of $28,193.159 it is determined and hereby declared that a tax rate of Bine (9) mills upon the
dollar be levied and is hereby imposed upon all of the property lying and being in the County
of Indian River on
the first day of
January, 19369
for the GEBERAL REVENUE FUND, to meet the
current expenses of
the County and
to provide for
the expenditure as estimated in the budget
hereinbefore set forth.
To meet the expenses estimated to be necessary to be paid out of the FINE & FORFEITURE FU

the sum of $119171.05, it is determined and hereby declared that a tax rate of Three (3) mills
upon the dollar be levied, assessed, and is hereby imposed upon all the property lying and
being in the County of Indian River on the first day of January, 19360 for the Fine & Forfeitu
Fund, to meet the current expenses as estimated in the budget.
To corer the amount of the estimated expenses for keeping the County Roads in good shape

and for the construction and repairing of bridges and other necessary expenses to keep the rows
of the County in good condition and provide other roads when necessary of 0219204.95 it is
determined and hereby declared that a tax rate of Seven (7) mills upon the dollar be levied,
assessed and is hereby imposed upon all of the property lying and being in the County of Indi
River on the first day of January, 1936, to meet the Curren expenses of the County as estima
in the budget for the ROiAD & BRIDGE FUND.
To meet the interest payments and provide a sinking fund for the ultimate redemption of
County Bonds, and the pro -rats, debt due St. Incie County, Florida, on bonds and Time warrants,
and Negotiable notes, in pursuance of the requirements of the law the sum of V199824.60, it is

determined and hereby declared that a tax rate of six (6). mills upon the dollar be levied,

assessed and is hereby imposed upon all the property lying and being in the County of Indian
River on the first day of January, 19369 for the IMMST & SINKING FUND.
To meet the outstanding indebtedness and interest thereon according to the estimates or

budget the sum of §20,391.75 it -is determined and hereby declared that a tax rate of Five (5)
mills upon the dollar be levied, assessed, and is hereby imposed upon all the property in the
County of Indian River on the first day of January, 1936, to meet the current expenses as
estimated in the budget.11 1
-:To meet the current `expenses incidental and necessary to the operation of `the Public
Schools of the County, and to pay the salaries of teachers, busx drivers and repair school
houses and buses as estimated by the County Board of Public Instruction, the sum of X1019189.
it is determined and hereby declared that a tax rate of Ten (10) mills upon the dollar be
levied, assessed, and is hereby imposed upon all the property in the County of Indian River on
the first day of January, 1936.

According to the millage so determined, fixed assessed, the total millage to be entered
in the column provided for County taxes in the assessment roll for the year 1936, is Forty (40;
mills upon the dollar, to cover a total estimated expenditure of 9201,974.50.
The Board then proceeded to fix the millage for Special Road & Bridge District No. 11,
under section 1856 of Chapter 129 Revised Genera ;statutes, laws of Florida, and it was

determined that a tax rate of Ten (10) mills on the dollar be levied and is hereby fixed
and assessed for the year 1936, on all of the property in the Qounty of Indian River, lying
and being within the boundaries of the said District for the purpose of maintaining the high-
ways constructed therein, which boundaries are as follows, to -wit: Beginning at the North-west
corner of Indian River County, run thence East on County line to the rsnge line dividing
Ranges 37 and 38, thence South on Range line between Ranges 37 and 38 to the North-west corner
of Section 19 Tp 31 S.R.38 E. , ihenee south on section line between Range line dividing
Ranges 38 and 39 to the -South-east corner of Tp. 32 S.R.38 East, thence gest on Township
line to the West boundary of Indian River County, thence North on west boundary of said County
to. U point of beginning.
The Board then proceeded to fix the millage for Special Road & Bridge District No. 4,
under the laws of Florida, and it was determined that a tax rote of Fifteen (15) mills on;
the dollar be levied and is hereby fixed and assessed for the year 1936, on all of the property
in the County of Indian River, lying and being within the boundaries of the said District,Sg
Ten (10) mills of which shall be used for maintaining the improved roods in said District
and Five (5) mills shall be used for the purpose of paying interest and retiring bonds and is
hereby set aside as follows: Two (2) Mills shall be used for paying interest coupons due to
J. H. Fulmer, in the sum of $1800.00 and Three (:3) mills of which shall be used to pay past
due bonds Kos. 28--29--43--44--45 and 46 now past due and unpaid. The Boundaries of said
special District are as follows, to -wit: Commencing at the North-west corner of section 6.

CONTROL DISTRICT, and a certified copy of the resolution filed with this Board, as required.
by law, and as estimated by the said Board of Commissioners, it is determined and hereby
declared that a tax rate of Three (3) mills upon the dollar be levied, and is hereby fixed
and assessed for the year 1936, on all of the property in the County of Indian giver, lying
and being within the boundaries of said indican rover Mosquito Control District, the bound-
aries of said District being described as the entire County as a whole.

shall be used solely for interest payments, v&en due, and to create a sinking fund for the

shall be used for repairs, maintenance, betterment and general work and construction on said
Inlet, as provided by chapter 7976 Acts of 1919.

pursuance of the requirements of law, it is determined and hereby declared that a tax rate of

'The Board then proceeded to fix the millage for the �juay Bridge District, in accordance
W.ith the laws of Florida, as amended by the Acts of the 1927 Legislature, and it was deter-
mined that a tax rate of Your (4) mills upon the dollar be levied and is hereby fixed and
assessed for the year 19369 on all of the property in the County of Indian River, lying and ✓'�_

ting the bridge in said District and the reasonable and usual repairs and maintenance of

in accordance with the laws of Florida, as amended by the acts of the 1929 Legislature, and
it was determined that a tax rete of Ten (10) mills on the dollar be levied and is hereby
fixed and assessed for the year 1936, upon all of the property in the County of Indian Inver
lying and being within the boundaries of said wabasso Bridge District for the purpose of
maintaining said Bridge construction, in the purchase of bonds and interest coupons against
said District now outstanding and unpaid, the total sum estimated in the budget being

Agent, appeared before the Board and urged that provision be shade for home Demonstration
work in this County for the next fiscal year. After some discussion it was ordered that the
,sum of 01200.00 be appropriated for this work to be paid from the General Revenue Bund of
the County.
B. G. Aamrick, City Clerk of Sebastian appeared before the Board regarding WPA Road
project on road west of Wabasso and running North to Louisiana. Ave.,q Sebastian and thence
directly North to Roseland.
A letter was received and read from the Federal District Nurse requesting that the sum
of §9.00 per week be appropriated to supplement the salary of the County Federal Burse, and
after consideration it was moved, seconded and carried that the sum of *36.00 per month be
appripriated out of the General Revenue Fund, for this work. such .Federal Nurse being, li ss

WIMREAS, the Board of Administration has submitted certain proposals of firms, individual
and corporations offering to sell to said board of administration certain bonds of the County
of Indian River and obligations assumed by said County, under the provisions of house Bill
No. 30, acts of the 1933 Legislsature, and
wHEIWAS, after carefully considering all of such proposals, and taking into consideration
the amount of funds available for that purpose and the approximate value of said bonds, it is
deemed advisable and expedient to purchase certain of said bonds, and obligations, to -wit:
Two (2) Wabasso Bridge District bonds dated Jul 1, 1926 due Jan
1, 1952 at a price of 74 flat, as designated offerfang "A".
Three (3) St Lucie County Highway 611 bonds doted :deb 11, 19209 2
due Feb 1, 1949 and 1 due Feb 11 1950 at a price of 75, less 3

THEREFOHS, BE IT RESOLVED, by the Board of Uounty Commissioners that thestate Board of

The several bills and accounts against the County, having been audited, were examined
and found correct, were approved, and warrants ordered issued in settlement of some. such
bills and accounts being on file in the office of the Clerk Circuit Court. The warrants so
issued, from the respective funds, being listed in the supplemental minute book as requited
by the rules of thestate auditor, reference to said record being made a part hereof.
The County Depository filed its monthly report of receipts and disbursements of the
various funds, which having been checked and audited was found to be correct.
There being no further business on motion made, seconded and carried the Board then
adjourned until Friday, August 7th 1936 at 2:30 o'.clock P. M.
