HomeMy WebLinkAbout9/30/1936a WEDNESDAYt SEPTEMBER 30th 1936 The Board of County Commissioners of Indian River County, Florida, met at the Court House in Vero Beach, at 10:00 o'clock A. M. Wednesday, September 30th 19369 with the following members of the Board present: J.J.P.Hamilton, Chairman; E. P. Poole and Edwin A. Helseth. Absent Frank C Vickers and R.E.Mudge. The Chairman announced the special meeting was called for the purpose of considering resolutions necessary to be adopted at the request of the State Board of Social Welfare relative to old age assistance to be given in this State. The following resolution was introduced and unanimously adopted: R E S O L U T I O N AREAS., A,State plan of old age assistane is about to be placed in operation in Florida under the administration of the State Board of Social Welfare, and AREAS, It is required of each Board of County Commissioners in the State as a condition precedent to the State plan becoming effective, that a resolution.be passed waiving the authority of the Board to enforce against the estates of deceased persons who have been supported at public expense claims to the extent of the public assistance given them through the State Board of Social Welfare, and WHEREAS, It is desirable that the State plan be placed in operation as expeditiously as possible so that the Federal Government will begin its contributions and thereby make available additional money in each County in the State for old age assistance, NOW's THEREFORE, BE IT RESOLVED By the Board of County Commissioners of Indian River County, Florida, in session duly assembled, that the Board does hereby waive its authority to enforce against the estates of deceased persons who have been supported at public expense by old age assistance administered through the State Board of Social Welfare claims to the extent of the public assistance furnished by the State Board to such persons. R E S 0 L U T I 0 N REAS, on the 7th day of July A. D. 1936, this Board passed a resolution that it would include in its current budget an item sufficient to permit the County to partici- pate under certain conditions in an Old Age Assistance Plan to be adminintered by the State Board of Social Welfare, and, WHEREAS, pursuant to the above mentioned resolution an item was included in the current budget for the care of the indigent of the County and a sufficient amount of this item is now available for use in participating in the Old Age Assistance Plan being administered by the State Board of Social Welfare, NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Indian River County, Florida, in session duly assembled, as follows: 1. That the sum of $ 630000 be and the same is hereby made immediately available as this county's share in participating for the period of three months from October lst, 1936 to December 31, 1936, in the Old Age Assistance Plan being administered by the State Board of Social Welfare for the indigent aged, upon the following terms and conditions, to -wit: (a) That the money will be spent by that Board during the quarter begining October first and ending December 31, 1936, only if and when the money is matched by an equal amount of Federal funds; (b) The money shall be spent only in this County and in no other County of the State; (c) The money shall be spent only for direct relief in old age assisstance to indigent aged persons seventy years of age or more and no part thereof'shall be spent for the pay- ment of administrative costs in giving old age assistance; •(d) If any of the money shall remain in the hands of the State Board of Social Welfare at the end of the quarter above referred to, the same shall be refunded to this Board. 2. That the proper officers be and they are hereby instructed to forthwith draw a County Warrant to the order of the State Board of Social Welfare in the amount above set out and that the Warrant be forthwith deliverdd to the Board. 3. That the State Board of Social Welfare is hereby designated as the agent of this Board for the purpose of administering old age assistance in this County subject to the terms and conditions set forth in this resolution. 4. That the appropriation of County funds made by this resolution is pursuant to Chapter 17,477, Laws of Florida, acts of 1933, generally referred to as the 1935 Social Welfare Act of Florida. There being no further 'business on motion made, seconded and carried the Board then adjourned until the regular meeting in October, 1936. N rMa . 1 1 1
