BE IT FURTHER RESOLVED, that WV and all transactions consummated or negotiations
instituted and or commitments Made by the State Board of Administration on behalf of Indian
River County under and by virtue of the authority hereby extended pursuant to the terms
of H.B.#30, are hereby ratified and confirmed.
BE IT FURTHER RESOLVED, that a certified copy of this resolution be immediately
furnished the State Board of Administration.
There being no further business on motion made, seconded and
adjourned until Wednesday, November 4th 1936.

WEDNESDAY, NOVEMBER 4th 1.936.
The Board of County Commissioners in and for Indian River County, Florida, met at the
Court House in Vero Beach, at 10:00 o'clock A. M. Wednesday, November 4th 1936, with the
following members of the Board present: J.J.P.Ha.milton, ChgainwLn; Frank C. Vickers; R. E.
Mudge; E. P. Poole and Edwin A. Helseth. Also present were., Charles A. Mitchell, Attorney
for the Board; Miles Warren, Clerk and Wm. Frick, Sheriff.
Mrs. Mary Cecil, local Welfare worker of the Federal Government appeared before the
Board and regported that the following persons are eligible and have been approved for old
age pensions.

Shirley Tappin
Ned Williams
Wm. Bartlett
It ms ordered Mrs. Mary Gore, Fellsmere, be placed on the pauper list to receive the
sum of $6.00 per month as she is taking care of 2 grand children and sending them to school.
It was ordered that J. L. Chambers, Winter Beach, be placed on the pauper list to
receive the sum of $5.00 per month as a supplement to his Old Age Pension allowance, which
supplement is made on account of his physical condition.
Gilbert E. Ba.rkoskie, Fellsmere, appeared before the Bogard and requested authority to
construct a fence across a, public road in two places in the Felism.ere Drainage District.
He was advised that any satisfactory arrangements made with the Drainage District will be
acceptable to this Board.
Miss Leila. M. Bunkley, County Nurse, appeared before the Board and made €a verbal report
of her activities as County Norse for the month of October, and reported on two cases in
particular --Mrs Geo. Williams and Mrs Edna, Loudermilk.
The Clerk was instructed and directed to draw warrants on the General Revenue Fund for
$3.00 each for each Inspector and Clerk, as well as each Deputy Sheriff at the several
voting precincts to cover cost of holding and conducting the General Election held TuesdaYt
November 3rd 1936.
The Notary Public bond of Diss Bernice Meyer, Vero Beach, in the sum of $500.00 with
the American surely Company, ga corporation, as surety was approved.
W. H. Ga,rns, employed by this Bogard as their. Representative on thq job of constructing
the new Court House appeared and explained the necessity of an extension drain to connect
with the storm sewer of the City, €a distance of a little over 100 feet.. After some dis-
cussion it was moved, seconded and unanimously carried that this work be done and the drainage
be placed in proper condition at this time.

RE30LUTION.
M� The following resolution was introduced by Commissioner. Poole, who moved its adoption:
IN,/AlHE1MAS9 the State Board of Administration has submitted certain proposals of individuals
firms and corporations to sell to said Board of Administration certain bonds of Indian River
County, and obligations assumed by said County, under the provisions of House Bill No. 309
Acts of the 1933 Legislature; and
WHEREAS, after carefully considering all of such proposals, and taking into consideration
the amount of funds available for that purpose, and the approximate value of said bonds and
obligations, it is deemed advisable and expedient to purchase certain of said bonds and
obligations, to -wit:
One (1) Special R&B Dist #4 Bond dated July 1, 1925 due July 1, 1933
at a price of 88j - no coupons attached- as designated offering "A"
One (1) St, -Lucie County Road & Dock 5f bond, dated June 1, 1910 due
June 1, 1940 at a price of 84* flat, as designated offering "F".
THEREFORE, BE IT RESOLVED, by the Board of County Commissioners that the State Board of
Administration be requested to purchase all of the securities listed above at the price
quoted.
The resolution was duly - seconded by Commi ss io ner Vickers, and upon being put to a vote
the same was unanimously adopted.
It was ordered that the Board of County Commissioners be paid the usual witness fee in
the case of State of Florida -vs- Johnny Smith, charged with murder, as each member of the
Board was duly summoned by the Circuit Judge to appear on the matter of challenge to the
array of jurors drawn.
It was ordered that the following named persons be placed on the pauper list to receive
the amount indicated:
Manuel Bain ( Col) Sebastian, $8.00 per month
Sarah Padgett, Vero Beach .... $8.00 per month
In compliance with resolution heretofore adopted by this Board, Chas Kersey, County Road
Superintendent, filed a general inventory or list of all tools, supplies, equipment, motors
and etc owned by the County and used by the Road department.
The minutes of the Board of August 4th, and 7th 1936, and September lst and 30th, and
October 6th, 14th and 15th 19369 were read and approved as read.
Commissioners Poole introduced the following resolution and moved its adoption, to -wit:
1herees, The County of Indian River by the Board of County Comissioners of Indian Biver
County, Florida did under date of February 17, 1936 enter into a contract with Im. Hensick of
Nero Beach, Florida, whereby the said Via. Hensiok was and is to furnish all materials and
all labor for the construction of a two story fireproof County Court House for Indian River
County, Florida at and for the total suet of $65,150.00 as provided in said contract; that the
construction of said County Court House was under and by virtue of assistance rendered througb
the Federal Emergency Administration of ?public 'Forks, being Project and docket Nov 4050 R of
said Public Works Administration and the said contract for the construction of said County
court Hoge being approved by Zones E. Cotton, toting State Director PWA Flori de under data
of March 27, 1936; and
Whereas, said contract for the construction of said County Court House provides that ti

saidfoontrnotor shall com*etethe said worm within two hundred axd forty consecutive calen-
dar days after the commencement date set by said County of Indian River, Florida as provided
in said contract; end,
Whereas, such time for the completion of }said work as provided by said contract expires
on the 2nd day of December, 1936, and said contractor, In. Hensick, having in writing ad-
vised the Board of County Commissioners of Indian River County, Florida that additional time

In necessary for the completions of said Court House as provided in sold contract by reason of
weather conditions and delays occasioned by receiving materials and securing labor and hes by
such writing requested of the said Board of County Comalselowre of Indiaam River County,
Florida an extension of time for the completion of weld building in accordance with said
COntr&Ot to February 1, 1931; and,
Whereas, the Board of County Co mmissloners of Indian River County have investigated the
facts set out in said request for such extension and being of than opinion that the granting
Of such extension is proper and reasonable and just; therefore,
Be It Resolved that the Board of County ComissionerS of Indian River County, Floride,
on behalf of the County of Indian River, do hereby agree with the said lb! Hensiok, con-
tractor in the contract berelabaefore described, that the time within *ioh the sae id contractor
shall complete the teak provided under and by virtue of said contract be and, it 1s herewith
extended to the 1st day of Februarys, 193T and that no penalties or liquidated damages for
time used for the completion of said project in excess of the originaal specified period shall
be demnded by said County of Indianan River of the odd atm, Henslok, contractor, except for
such period as may be required for the completion of said project in accordance with said
contract on and after February 1, 1937 and provided that the covenants and oonditons of sated
contract shall ruin in fall force and effect as therein set out excepting only for the
extension of completion time of said project as herewith specifically provided; aamd further
provided that the extension grafted by virtue of this resolution shall not be effective until
the granting of such extension shed be approved by the Public Works Administration of the
Federal Govermaeut having charge GW supervision of the carrying out of said contract and tbe,
construction of said project.
Bext Further Resolved that the officials of the Board of County Comissiomrs of
Indian River County, Florida and of the County of Indian River be herewith authorised to
execute in the name of said Board of County Commissioners and of said County any and an
Instruments and do any and all acts, Including the affixing of the official seal of said
Board, and of said County, in order to carry out the provisions of this raesolution.
The motion for the adoption of the resolution being seconded by Coamissioner Viclars
and the wane being put to roll call, the resolution was adopted by the fallowing vaster
Ayes: COMMISsIoners EmIlton, Mudge, Vlokera, Helseth and Poole,
Rays a Rohe.
The several bills and accounts against the County having been audited, were examined,
and found correct, were approved and warrants ordered issued in settlement of same. much
bills and accounts beirg on file in the office of the Clerk Circuit Court. The warrants
so issued from the respective funds being listed completely in the supplemental minute
book, reference to said record and the list so recorded being made a part of these minutes
as fully and completely as if the same were set out herein in detail.
The County depository filed its monthly report of receipts and disbursements of the
various funds, which having been audited was found to be correct.
