Tuesday, February find., 1937, with the following members of the Board present: R. E. budge, Charman, and F. C, Vickers, F. P. Poole, S. B. Glover and Zdwin A. Helseth. VHEFff&AS, on the 7th, day of July A, D, 1936, this Board passed a resolution that 11; would include in its current budget an item sufficient to persalt the County to participate un- der certain conditions is an old Age Assistance Plan to be administered by the stats Board of Social Welfare, VHEBW, pursuant to the above mentioned resolution an Item was included In the current budget for the care of the indigent of the County and a sufficient amount of this Item is now available for use in participating in the Old Age Assistance Plan being admlInIstered by the :Mate Board oy Social welfare, EMBUS, the soca of 0630.00 dol3wrs was made available, on October, 1.934, as this County*s share in participatdng for the period of three months from October 1., 19369 to Decem. ber 31, 1936s, in the Old Age Assistance Plan being adssinistered by the State Board of Social Welfare for the Indigent aged, upon the following terms and condItionap to wit: (a) That the money We spent by that Board during the quarter beginning October I, and ending December 311 1936, only If and when the money Is matched by an equal amount Federal (ands; b) The money be spent only in this County and. in no other County of the State; (o) The money be spent only for direct relief in old age assistance to Indigent aged persons seventy years of age or more and no part thereof shall be spent for the payment of administrative costs in giving old age asaistancse; (d) if any of the money should remain In the hands of the atate Board of Social welfare at the end of the quarter above referred to, the some should be refunded to this Board NUMEASs, the State Board of Social Welfare has in Its custody a balance of $259.41 dollars remaining from the above appropriation$ NOW, THEWCELH, BE IT USOLVED by the Board of County Qonmisalonera of Indian River Guuuty, Florida, .In session duly assembled, as fonous: 1. That the Board of County Cosmaissioners of Indian Biter County hereby notify the State Board of dtacial Welfare that the balance of 0359941. dollars in the euetody Of the State Board of Social Welfare, plus any accruals from uncashed eheoka, Is hereby reappropriated for use during the quarter beginning January 1 1937, and ending March 31 193?., R. That the State Board of Social. Welfare is hereby designated as the agent of this Board for the purpose of administering old age assistance in this County subject to the terms and conditions set forth In this resolution. 3. That the appropriation of County funds sande by this resolution is pursuant to Ohapter 117,477, laws of Florida, Acts of 19359 generally referred to as the 1935 Soolea We Act of Florf da. 1 1 1' The resolution was coy seconded by Comisgloner Relseth, and upon being put to a, vote the Same Was unanimously adopted* to -wit: RX80LTTTOL Conmissioner Poole introduced the following resolution and Moved its adoption„ IBES, Indian River County, Florida, did under date of February 19, 1936; utter into sr contract with fin. Renslok, as contractor for the construction of a 6-®tory, fire proof, county court house for Indian River County, Florida, which project in entitled Docket 4020-R of the Public Works Administration; and Said project I s now 99.4 per cent completed and all that ruins to be done under and by virtue of said contract is the installation of partitions in rest rooms in said building# and the said contractor having reported to this Board that said partitions have been duly ordered and have been delayed In transportation by reason at flood oondlfi Ions in the area through which said partitions must be forwarded, and that such delay is not the fault CC the contractor; and WHIEMAB, the said contract provides a penalty agaaizat the contractor, Wm. Hensick, ,of $15000 per day beginning February fit, 19537, for failure to complete said project prior to said date, and the said contractor having requested Indian RIvea County, Florida, to waive said penalty by reason of the fasts hereinbefore► set out, and the said BaarA having found that one day's time Is all that shrill be required to complete said project upon the arrival of said partitions; therefore, Be It Resolved that the Board of County Commissioners ct Indian River County, Florida, does hereby waive said penalty of $25.00 per day beginning February 2, 19379 as against said contractor, Wn0 Hensiok, provided that such waiver sholl not in any Winner chane or very - other terms ani conditions at said contract or the performnoe bond securing the some, and farther provided that this waiver shall not became effective until it sha.0 be approved by the Public 'Works Administration, The motion for the adoption of the resolution being duly seconded, it was declared adopted by the following vote, to -wit: Ayes: Mudge, Helsaeth, Poole, Vickers and Glover, Days; Bone RRS Oz]ZT I_t3N Commissioner Helseth introduced the following resolution and moved its adoptions 'Whereas under and by virtue of the provisions of Section 969, of the Compiled General Daws of Florida, it is the duty of this Board of County Commissioners to select at Its first regular meeting in February a newspaper In which shan be publi-shad the notice of the Tait Collector of Indian River County of the mae at- real estate in said County for the nonpayment of taxes thereon;' therefore, Be It Resolved that the Board of County Conmission+ere of Indian River County, Dori ds, at this, its first regular meeting in February, 1937, does hereby designate and select the Vero Asch Press-,TourXMl, a newspaper of general circulation published in the City of Vero Beach, Indian River County, Slorl da, as the newspaper in which ahall be published the notice and advertisement of the Tax Collector of Ind a n River County, Florida of sale oC real estate in said County upon *icn taxes have not been paid as provided by XW; that this Bos,rd of County Commissioners does herewith determine Haat the said newspaper so selected has been continuously published in Indian River County, Floridafor as period of more than one year prior to its selection;: �� F, S Be It Further Resolved that the mid newspaper herewith selected and designated is also selected and designated for the publication of any bnd all other legal advertisements where a ditty rests upon this Board fcar the selection of a newspaper for the publication of such advertisements The motion for the adoption of the resolution beim duly seconded it was carried upon roll call by the following vote: Ayes s Mudgeo Helseth, P001e9 Vickers and Glover. Bays: None BES►OLRTIQ, B. •19\ The following resolution was introduoea by Caum:Logioner Belseth, who moved its adoption: RFAS, the State Board of AdmiAlstration has submitted certain proposals of individuals, farms and Corporations offering to Bell to said Board of Administratiou certain bonds of Indian River County, and obligations assumed by said County, under the Provisions of Hous Bill No. 30, acts of the 1933 Legislature; and Nffmms after carefully Considering ail of such proposals, and taking into aon- s dezation the amount of funds available for that purpose' and the apprwUate Value of said bonds and obligations, ' it is deemed advisable and expedient to purchase Certain of said bolds and Obligations to -wit: One (1) Babasso Bridge District 6% bond dated July lot, 1.926 due January is 1.952` at a price of 82 flat with July 1954 and subsequent coupons attached, as'designated offering "Ba 'OHM, BE IT MRSOLVIRDO by the Board of County COMM19810AMrSo that the State Board of Administration be requested to purchase the securities listed above at the price quoted. INC '+ §1034908 Which report was duly sworn to before Douglas Baker, Glark 01rou t Court on the 88th., day of January, 1931, The Notary Public bond of Zeman W# Young, Vero Beach .in the sxm of $500.00 with the American Surety Gompany, a corporation, as surety was approved, Commissioners Edwin Ae Holseth and 3,,P* Poole, were appointed as a committee to make a survey of the Iresent building used for Court House purposes for the purpose of making the necessary arrangements to return the batildigg to the owners when. the new Court House Is occupied# W, H, darns, Architect and Supervisor of the Coit House project reported to the Board that the project had bow oompleted, with the eXespaon of a minor item, fhe board expreened their appreciation to Mr. Gams for his efficent work 'as oo-operation during the construction of the new Court Houses Father Mul2aly appeared before the Board and requested the use or oertain county equipment together with the county employees far ove day to be used to level the ,grounds around 8t. Helen's Church.. This request was granted by the Burd: Mise Leila Bunkley# County Nurse, gave a report on her activities and reoommendod that Mrs, Lilly Bond and Mrs. Edna Zouderml2k, both at Sebastian, be placed on the Wafterte Pension Fund list. Mine Baakley also reported in particular on the case of He H, Stevens, Winter Beach, the case of Mrs. Brow, Vero Bch ud various other oases: Mr, Bftabnaa of Sebastian and Mr. 11ingenamith of Vero Beach appeared before the Board and requested that certain roads be iarprmwed a;nVor put in order. The Board promised that is wort would be done, as soon as possible. Cammissivnam Be P. Poole was appointed to supervise the moving of equipment from the present court house quarters to the now court house. Doug3ms Baker, C3&rk was instructed to arranger with insurance agencies for a survey in connection with procuring Workman's Compensation lnsupanoei Charles A. Witahe,320 Board Attorney was appointed to arrange for suitable di sposit ion of canning equipment awned by the county, -� Mr, F, G. Fletcher, Contractor appeared before the Baerd and submitted an estimate at an approximate cost of $11189.00 to replace the Finder system of the W$jz er Beach draw bridge# and stated that in his opinion this wort ould be done as soon as possible. No action was taken by the Board. Wr. We H. ;Boyd, Representati.vaof the Speeder Xaoblxl�ry Company appeared before the Board to find out if they might be interested in disposing of their Universal Took Crane in view at the fact that said Crane was not being used, Mr. Boyd was instructed to find out Just Wb&t dispontion might be nade of the Crane and what price would be offered. r 96 Mr. Groover Jones appeared before the'Bmrd with reference to drainage in con- nection with property owned by him in Winter Beach, The Burd suggested that, Xrp Sones take his problem up with the Resident =&way Engineer. Frank A. Wight, Road sWerintendent wale inst=oted to contact Mr. Harry Wo 0 - rows with reference to the proper drains far _the -down spouts on the. new Court House*. It was ordered that .Molly .Pittman,. Yero .Heaah,. -be placed on the pauper list to receive the sum of 07#50 each t" .until farther orders of the Board: It was ordered that Mrs. Edna loudermllk, Sebastian be placed on the Mother's s Penston List to receive 'the am of .810*00 each month, until the further ord+arrs of the Board. It was ordered that Ars. Lily Zands be placed on the Mother* s pension List to reaelve- the a= of 08#00 each month until the farther orders of the BoOrd. It was ordered that J. L, Chambers, Winter Beach* be stricken from this paupers' list as he is now receiving the sum of $2T.10 each month from the Burd of Social Welfare: on motion made' seconded and carries There being no further business the Board then/adjourned to meet at 9:00 o'olock Monday ,&. M. February 15th. 1939 for the purpose of zeoeiving bids on courthouse furniture and fixtures. Also present Clerk Circuit Court Douglas Baker, Sheriff William Frick and Attorney Charles A. Mitchell# Pursuant to notice advertised as Pros ded by law, Bids on Courthouse furniture and fixtures were submltted by the following; Vl. American Seating.Company, 150 3rd. Ave. N., Nashville Tenn., Represenative E-. P. Jones. �. Davis Office Supply Company, Orlando, Florida. /3. Marshall and Bruce Company, Nashville, Tenn. Palm Beach Typewriter Company, West Palm Beach,,Fla. A. Walker, Evans & Cogswell Co., Charleston, S. C. V6. H. & W. B. Drew Company, Jacksonville, Florida. L'7. Geo. D. Barnard Stationery Company! St. Louis, Mo. 8. W. L. Mumm Printing Company, Vero Beach, Fla. Represenative Mr Davis. Represenative Mr D. Bishop. Represenative Mr Arvidson. Represenative Mr G.H. Upchu Represenative Mr L. B. Bevis. Represenative Mr W. L. Mumm. The above bids were read aloud by Attorney, Chas. A. Mitchell as to each unit and also as a whole. The Board then went into executive session at which time 11r E. P. Jones of the American Seating Company and Mr Geo. H. Upchurch of Talker, Evans & Cogswell.Co. were called in sepaha- tely with referrence to their bids on the Pews for the Court Room. The Board requested each of these men to obtain samples of the Pews for further consideration. In open session the Represenatives of the various Companies were told that no action would be taken by the -Board untill such time as the bids could be tabulated and given due and careful consideration. Mr Alex Ryburn appeared before the Board and requested that he be permitted to rent the County Universal Crane, with County Operator. The request was granted for a rental consideration of $25.00 per day`and c®mpensation to begin when said Crane is started to be moved. 1
