The Board of'County Commissioners in and for Indian River County, Florida, met at Court.House in Vero Beach at 9:00 o'clock A.M. Tuesday,May 4th. 19399, with the following'mem- bers of the Board present: R.E.Mudge,Chairmari; Edwin A.Helseth, E.P.Poole and Frank C. Vickers Also present were William Frick,Sheriff, Chas. A. Mitchell, Attorney for the Board, and Dougla Baker,Clerk. Absent; S.E.Glover. The minutes of`April 6th. and 22nd, were read -and approved'as read. Miss Leila M. Bunkley,County_Nurse, appeared,before�the Board and made a verbal re- port of her activities for the month of April 1937. She reported in particular on the ease of Mrs. J.B.MoNeal, Winter'Beach, Fla, and submitted an application for a Mother's Pension for Mrs. McNeal. Mr. Gus. Stinson and others from Wabasso, Fla, appeared before the Board with the complaint that a road had been elosed,which in'their opinion was a County road,and Mr. Chase of Chase and Company also appeared before the Board and stated -in his opinion it was not a County road. Said road being located southwest of Wabasso and in connection with the Chase pro! I -perty. It was brought out that "No Trespassing" signs had been placed across the road about two weeks prior to the meeting for the first time. Mr. J.Casper submitted a bid of $112.00 for scrap iron owned by the County and the Orlando Metal Company -bid $102.50 for said iron. On motion made by'Edwin°A. Helseth seconded bj E. P. Poole and carried the bid of $112.00 from Mr. J.Casper was accepted and the Clerk in- structed to deposit this money in the Road and Bridge Fund. Chas. A*Mi:tchell, Attorney for the Board, reported that the County Commissioners did not have the authority to lessen the requirements made by State Laws on Public Roads and had control over secondary roads only. It was ordered that a Warrant be drawn on the General Revenue Fund in the amount of $62.50 payable- to Mrs Gray as the final half month rent on the old .Court House. It was ordered that W. x. Dunean,Tax Assessor, be authorized to have desks worked over in the Tax Assessor's office for the sum of $25.00® On Motion made by Z.P.Poole,seconded by Frank Co Vickers and carried the Bid of L.N. Dellerman Plumbing Company for the sum of $91.00 and the Bid of J.H#Baker for the sum of $118.1 for labor and material on the old Court House was accepted and the said Contractors were ins- tructed to proceed with the work. .It was moved by Edwin A. Helseth seconded by E.P.Poole and carried that the Board purchase 1 #84 H;D. Maintenance (210 Gal.)Eettle,with thermometer,, mounted on legs for the sum of $205.00 f.o.b. factory Cincinnati., Ohio. It was moved by Edwin A. Helseth seconded by E.P.Poole and carried that the Board purchase 1 Motor ?riven Oil Spray for the sum of $230.00 f.o.b.'Cineinnati, Ohio. It was moved by Frank C. Vickers seconded by Edwin A.Helseth and carried -that the Board set aside #3000.00 to purchase furniture and fixtures for the Court Hous4 to place one half of the remainder in the General Revenue Fund and the remaining balance in the Road and Bridge Fund from the anticipated additional race track funds. �l0 1/0 On motion made by Edwin A. Helseth seconded by Frank 0. Tuckers and carried the Bo -11 approved the action of Commissioner B.,P.Poole in renting quarters for the sewing depart- ment of the P.W.A#;from-Mr* Thos. Ward at a rental of $1540 per month effective April 15th. 1937. "s Surety Bond of "Justice of the'Peace" for Hon. Geo• W. Walters in the sum of $500.0d�i with Jos. Be Kollar, A. Ferguson and M,T.Baird as sureties was approved by the Board. On motion made by Edwin A, Helseth seconded by E,P.Poole and carried it was ordered that the Board advertise for bids on Drag Line Machine according to specificatiofts as outline8g in notice and that bids. -will be received up to 10:00 o'clock A.M. Tuesday May 25th. 1937. Mr.'Arthur Hillbrath representing the Dixie Culvert & Metal Co, appeared before the Board with reference to Armco Culverts Asbestos Bonded and Bituminous Coated, and it was or- dered that said culverts be purchased for the sum of- $220.00. � Mro Lloyd L.Nelson appeared before the Board and requested that a bridge be cogstru•i cted over a lateral west of nth*s tourist camp which would be necessary in order that he have access to•his property which consisted of -about 40 acres and that he -intended to build a ! home on said"property in the near future. Frank A,Knight, Road Superintendant, stated it woul& cost approximately $150#00 to build a suitable bridge and after consideration the Board order ed the bridge built. j Applications for Mothers' pension were submitted by Elizabeth McNeal, Winter Beach, Fla. and Ethel Chappell Peddie, Fero Beach, Fla. and after careful consideration the Board approved both applications and it was -ordered that Mrs. McNeal receive the sum of $15.00 per month and Mrs. Peddie to receive the sum of $10.00 per month until the further orders of the Board. - . RESOLUTION, The following resolution was introduced by Commissioner Vickers, who moved its ad- option: WMEAS, The State Board of Administration has submitted certain proposals.of indi- viduals, firms and corporations offering to sell to said Board of Administration certain bond of Indian River County, and obligations assumed by said County, under the provisions of House Bill No. 30, actw of the 1933 Legislature; and AREA:, after carefully considering all of such proposals, and taking into consid- eration the amount of funds available for that purpose, and the approximate value of said bon and obligations, it is deemed advisable and expedient to purchase certain of said bonds and obligations to -wit: Two (2 Indian River Count Special R & B #4 6% Bonds, dated July 1, 1925, due July 1, 1942, at a price of 90 flat with 5uly 1, 1934 and subsequent coupons attached, as design- of ated offering "B". One (1) St, Lucie County Quay Bridge District 6% bonds, dated December 1, 1922, due December 1, 19369 at a price of 95 flat, with no past due coupons attached, as designated off -I #ring "C", One (1) Indian River County Wabasso Bridge District 6% Bonds, dated July 1,1926,67ded due,,1939; at.,a price of 90 flat with July 1, 1934 and subsequent.coupons attached, as design- ated offering "D". Two (2) St. Lucie Co. H*way 6% Bonds, dated February 1, 1920,due February 1, 19399 at a price of 83 flat with August 1, 1933 and subsequent coupons attached, as designated off- ering "I". THEREFORE BE IT RESOLVED, by the Board of County Commissioners, that the State Board!I , of Administration be requested to purchase the securities listed above at the price quoted, The resolution was duly seconded by Commissioner Poole and upon being put to a vote the same was unanimously adopted. The several Bills and Accounts against the County, having beenkudited.were examined '+4 and found correct were approved, and warrants ordered issued in settlement of same. Such bills,d, and accounts being on file in the office of the Clerk Circuit Court. The Warrants issued from r, the respective funds being listed,in the supplemental minute book as required by the rules emdi practiae of the State Auditing Department,reference to said record and the list so recorded being made a part of these minutes, l The County Depository filed its monthly statement,showing receipts and disbursments 11 of the various funds which having been audited was found to be correct. Tuesday, May 11th. 1937, with the following members of the Board present: R.E.Mudge, Chairman; NsP. Poole, S,E.Glover, Edwin A.Helseth, and Frank C. Vickers. Also present were W1, Frick,Sheriff,�? Fames T. Vocdlle, Attorney for the Board and Miss Leila Gray, Deputy Clerk. It was announced by the Chairman that the time had arrived, namely; 10:00 o'clock A.M., for the opening of sealed bids in the Office of Clerk of Circuit Court of Indian River County, up to 10:00 otclook A.
