HomeMy WebLinkAbout6/1/1937TUESDAY, Y, JUM . Is&. 1937, The Board of County Commissioners in and for Indian River County, Florida, met at the Court House in Vero Beach at 9: o'clock A. M. Tuesday June 1st., 1937, with the foll- owing members of the Board present: Chairman R. E. Mudge; E. P. Poole, Edwin A. Helseth, Frank C. Vickers and S. E. Glover. Also present were Wm. Frick, Sheriff, Chas A. Mitchell, Attorney for the Board and Douglas Baker, Clerk, The minutes of May 4th. and 11th. were read and approved. Mr D. C. Smith of Ft. Pierce, Fla., appeared before the Board with referrence to Pauly Jail account and was advised that said account would be paid upon receipt of a release of any and all claims due them by Indian River County. Mr repraenting the State Road Department appeared before the Board and requested that the Board acquire an additional 10.acres of land on State Road # 30 that would be suitable to the Road Department for sand pit. This request was granted by the following resolution to -wit; to -wit; R E S 0 L U T I 0 N. Commissioner E. P. Poole introduced the following resolution and moved its adoption, Resolved that this Board shall proceed to acquire for the State Road Department of Florida at least 10.acres of land, in addition to 25 acres heretofore acquired through the Drainage District, for use for said Road Department as it sees fit in connection with cons- truction work on State Road # 30 and which 10 acres or more of land to be so acquired shall be approved by State Road Depart*ent as to location and suitability. The motion for the adoption of the Resolution being duly seconded, it was declared adopted by the following vote: Ayes: Mudge, Vickers, Poole, Glover and Helseth. Nays: None. Diss Leila Bunkley, County Nurse, appeared before the Board and made a verbal of her activities for the month of M%r 1937. She reported the treatment of 46 Hookworm cases and 7 tonsil operations and requested the Board furnish a stove for W. H. McLane at Gifford, Fla. this request was granted. She requested the Board to authorize an amount not to exceed $25.00 for the purchase of equipment for the treatment of veneral diseases and stated that the Doctors had agreed to give one afternoon a week to make the tests. It was moved by Edwin A. Helseth seconded by S. E. Glover and carried that the Board authorize expenditures out of the General Revenue Fund not to exceed $25.00 for the purchase of the necessary equip. Mr R. R. Martin, Ft. Pierce, Fla. appeared before the Board and requested that a committee be appointed to meet witha committee from St. Lucie County so as to make prelim- inary plans to "Brush Out" the penninsular road known as road # 140 so as to be in a positi to ask the State Road Department for a survey. This request was granted and the Chairman appointed.E. P. Poole and Edwin A. Helseth to serve on the committee. It was ordered that the names of A. E. Poitevint be stricken from the Pauper's list during the time that he was employed as a Police Officer by the City. It was ordered that the name of Eva H. Vojtik be stricken from the Mothers' Pension It was ordered that the following names be placed on the Pauper's List to receive assistance in the amounts as stated untill the further orders of the Board. R.H.STEVENS, Winter Beach, Fla. to receive the sum of $ 6.00 per month. MRS JULIA FIELDS FOR JOHN COUNCIL, Sebastian, Fla. to receive the sum of $12.00 per Applications for Mothers' Pensions were received from Mrs Mamie Nelson, Vero Beach, ` Fla. and Mrs Vivian Margaret Sanborn, Fellsmere, Fla,, and after careful consideration the Board approved both applications and it was ordered that each applicant receive the sum of $10.00 per month untill the further orders of the Board. rpl­ 116 �1!!o The Board of Public Instruction requested financial assistance in the amount of $1, 846.00 in order that they might pay off those who are no longer employed with them. On motion made by Frank C. Vickers seconded by S. E. Glaver and carried action was deferred on .this request. On Motion made by E. P. Poole seconded by Frank -C. Vickers and carried,Frank C. Knight, Road Superintendent, was authorized to attend a four-day Short Course on Road Work and Street Repairs to be held at Camp Roosevelt, June 13-17 inclusive. It was ordered that all expenses be paid by the Board. It was moved by Edwin A. Helseth seconded by S. E. Glover and carried that the nec- essary steps should be taken in order to put the County Prisoners to work. It was moved by Frank C. Vickers seconded by S. E. Glover and carried and the Clerk instructed to draw a warrant on the "COURT HOUSE FUND" payable to W. H. Garns in,the sum of $148.04 representing final payments on Court House plans and specifications. A statement from Wm. H. Hensick & Son in the amount of $36.50 for Signs and Painting was not approved because P.W.A. Construction regulations read as follows: 13. SIGNS.-- The Contractor shall furnish signs bearing the legend: " Federal works project no. Public Works Administration" as required in specifications and shall erect the same at such locati as may be designated by the Government inspector. On motion made by E. P. Poole seconded by Edwin A. Helseth and carried the Clerk was instructed to draw a warrant on the General Revenue Fund payable to Harry Allen for the sum of $78.93 representing labor on signs for the Court House and Indian River County. It was ordered that the rental on County Speeder and;. -dr other equipment be placed at $25.00 per day,tim to begin when machinery is moved from its housing place untill it is returned. The County shall furnish fuel and operator for said machinery or equipment and the person soliciting the rental of the equipment will be held responsible for the rent. The Clea was instructed to advise Mr R. D. Carter and Mr A. S. Pfarr of this decision. THE INDIAN RIVER CITRUS BANK, VERO BEACH, FLA.., havinf filed proper application requests to be named and designated County Depository for the year 1937--1938, upon motion made, seconded and carried it was ordered such Bank be designated as the County Depository for the following funds: GENERAL REVENUE FUND. FINE AND FORFEITURE FUND. ROAD AND BRIDGE FUND. MOTHERS' PENSION FUND. SPECIAL R&B DIST. {#1, MAIN. SPECIAL R&B DIST. ##4,MAIN. VERO BRIDGE DIST.,MAIN. QUAY BRIDGE DISTRICT, MAIN. WABASSO BRIDGE DIST., MAIN. OUTSTANDING INDEBTEDNESS FUND. INTEREST & SINKING FUND. INDIAN RIVER COUNTY COURT HOUSE BONDS SINKING FUND. AND the Depository bond set at the sum of $15,000.00 to consist ONLY of United States Government bonds or securities. The Clerk was authorized to continue if deemed advisable, funds with the Barnett National Bank, Cocoa, Fla., untill such funds or balances were exaus 4,111 RE*90LUTI'0N. a The following resolution was introduced by Commissioner Viokers, who moved its adoption: M3, 5, the State 'Board of Administration has submitted certain proposals of individuals, firms and corporations offering to sell to said Board of administration certain bonds of Indian River County, and obligations assumed by said County, under the provisions of House Bila No. 30, sets of the 1933 Legislature, and VEMUMS, after_ oarefully considering all of such proposals, and taking into consideration the amount of funds available for that purpose, and the approximate value of said bonds and obligations, it is deemed advisable ana expedient to purchase certain of said bonds and obligations to -wit: �k 1 1 I,. i Three (3) Indian River County SpecialR & B District #4, 6% Bonds, Dated July 1 1925$ due July, 19420 at a price of 90 with July, 1934 subsequent coupons attached, as desig- nated offering "B", One (1) Indian River County Special R & B District #4, 6% Bonds, dated July 1, 1925, due July, 1955,„at a price of 90 with July, 1934 subsequent coupons attached, as desig- nated esig-nated offering "B”, Three (3) St. Lucie County 6%o Public Highway Bonds, dated February 1, 1920, due February 1, 19409 at a price of 83 flat with August 1, 1933 and subsequent coupons attached, as designated offering "D". CERTIFIED COPY OF RESOLUTION OF BOARD OF COUNTY COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, ADOPTED AT REGULAR MELT T- ING OF SAID BOARD HELD JUNE Z, 1937 At THE O OURT HOUSEIN VERO B"CH, FLORIDA. Whereas, Indian river County, Florida has contructed a County Court House under and by virtue of grant and loan by Public Works Administration and which Court House has been recently completed; and, Whereas, the financing of said Court House as to the loan obtained for such purpose was pursuant to resolution adopted by said Board of County Commissioners at a meeting thereof held January 16, 1936, and which resolution as to requirements thereof provides for the payment in the year 1936 of interest on said Court House obligations 'in. the total amount of $1540.00 and principal of $500.00, or a total of $2040„00, and which resolution provides that in the tax year 1936 the said Board of County Commissioners, for the purpose of paying said sum of $2040.00 and for providing a sinking fund, shall raise the total sum of $4140.00 and that said requirement to provide for the taxable year 1936 the sum of $4140.00 is the sole and only requirement of said Board of County Commissioners for said year with regard to said Court House bonds; riga That subsequent to October 1, 1936 and to this date there has been expended from said fund on account of pro rata debt, St. Lucie County, the total sum of $4050..00 leaving to be expended from said fund for said purpose a balance of 0950.00; That there has been expended to account of Tax Assessor and Tax Collector from said fund from October 1, 1936 to this date, the sum of $67.17, leaving the sum yet to be expended for said purpose as per said budget of 9332.83; That there has been expended for interest on said Court House bonds from October 1, 1936 to this date, the sum of $770.00, which, deducted from the sum of $41#0,00 required to be provided for interest and sinking fund of said Court House bonds for the year 1936, leaves an unexpended balance of $3370,00; That the sum required under and by virtue of said budget and by virtue of the resolution authorizing the issuance of said Court House bonds yet to be expended or to be held in said fund as an interest and sinking fund is the total of said $950.00, plus -said $332.839 plus said $3370.00, or the total sum of $4652.83; That $5000.00 of racing monies accruing to said County in the year 1937 under an by virtue of said 1936 budget were placed in said interest and sinking fund; That the said cash balance of said interest and sinking fund at this date is -the sum. of $8414.69 and subtracting the said sum of $4652.83 required to be yet expended from said fund or to be retained therein for interest and sinking purposes, leaves a balance not required in said fund of $3761.860 and which is in fact represented by excess racing funds placed in said interest and sinking fund unnecessarily and without any requirement therefor; and Whereas, a heavy demand.has been made upon the general fund of Indian River to meet current and extraordinary expenditures and that said general fund is depleted; therefo3 Be It Resolved that said unexpended balance in said interest and sinking fund in the amount of §3761.,86, and which is represented by racing funds deposited in said interest and sinking fund unnecessarily and through no requirement of law or of contract and which said sum is in excess of all sums requited to be expended by Indian River County from said interest and sinking fund or to be retained in said fund for interest and sinking purposes, be, and the same is, hereby transferred from said interest and sinking fund to the said general fund, upon and after the approval of such transfer by the Comptroller of the State of Florida, to assist in meeting the current and extraordinary expenses of said County and which transfer represents the transfer of racing funds accruing to 4ad County from the State Racing Commission and not funds represented by the levy of ad valorem taxes. i The foregoing resolution having been introduced by Commissioner Vickers and its adoption seconded by Commissioner Helseth, it was declared adopted by the following vote; Ayes: Helseth, Vickers, Poole, Mover and Mudge. Nays*. None. The several bills and accounts against the County, having been audited, were examined and found correct were approved, and warrants ordered issued in settlement of same.
