Tax redemptions $ 19816.60 Cash balance. . r 950.00 j $ 2,766.60 The Tax Assessor having presented his books showing the assessed valuation of propert for examination by the Board in compliance with the requirements of Section 934 of the c iled laws of Florida, and the Board of County Commissioners having given notice of fifteen days by publication in the Vero Beach -Press -Journal, a newspaper published in Vero Beach, ink the County of Indian River, that the Board would meet on this day as a Board of Equalizers for the purpose of hearing complaints and receiving testimony as to the value of any propert; real, personal or mixed, as fixed by the County Tax Assessor of taxes for assessment for the taxes for the year 1937,/the owners and agents of property, who appeared for that purpose, were allowed to make full and complete statements as to the valuation of rthe property owned or represented by them and -the Tax Assessor and the members of the Board having fully dis- duesed the statements and -)facts as presented decided that no changes will be made in the assessments as fixed and prepared by the Tax Assessor of taxes for the year 1937. The board then proceeded to attend to and dispose of such matters as regularly come before the Board of County Commissioners. On motion made by Edwin A. Helseth seconded by S. E. Glover and carried it was o that the sum of $1037.40 be included in the budget for 1937-1938 for the purpose of assis for Tuberculosis patients. W. R. Duncan, Tax Assessor requested permission from the Board to purchase a 32 inch carriage typewriter for the Tax Assessors' office. This request was granted. The County Depository filed its monthly statement showing receipts and disbursments e of the various funds, which having been checked and properly audited were found to be correc semi - Troy E. The Board of County Commissioners of Indian River County met in the office of the Clerk of The Circuit Court, in the County of Indian River, on this the 6th. day of July, at 9:30 O'clock A, M. 1937 ,and the following County Commissioners were present: R. E. Mudge, Chairman; -E. P. Poole, Edwin A. Helseth; Frank C. Vickers and S. E. Glover. Also present were Chas. A. Witchell, Attorney for the Board, dim. Frick, Sheriff, and Douglas Baker, Clerk, The Minutes of May 25th. and June 1st. were read and approved. 1 1 F_� 1 1 Miss Leila M. Bunkley, County Nurse, made a verbal report of:.her activities for the mpnth of June. She reported on several cases in particular, suggested that Mrs Maide McLane be put back on the Mothers' Pension list, reported that.49 bllod tests had been made_ and requested the Board to appropriate an addituonal $15.00 to purchase equipment for making the bllod testis. On motion made by Frank C. Vickers seconded by. E. P. Poole and carried tba Board appropriated $15.00 from the General Reiaenue Fund to purchase said equipment. Walter E. Lawhorn, Winter Beach, Fla., appeared before the Board and requested the Board to install a large culvert in order to provide better drainage on land owned by Mr Lawhorn said land being.located west of Wabasso, Fla. near Gus. Stinson's place. It was moved by S. E. Glover and seconded by Frank C. Vickers and carried that said culvert be ins- talled and the Road Superintendent, Frank C. Knight, was instructed accordingly. Deputy Sheriff Bond in the amount of $1000.00 for John C. Parker, with R. B. Cox and Frank Thomas as sureties was approved. It was announced by the Chairman that the time had arrived, namely 10:00 o'clock for the opening of sealed bids in the office of the Clerk of the Circuit Court, of Indian River County, up to 10:00 A. M. July 6th., 1937, furnishing and installing complete of Venetian Blinds in the Court House in Vero Beach, as invited by public notice published in the Vero Beach Press -Journal, a newspaper of general circulation published at Vero Bem h Indian River County, Florida, and sworn -proof of publication of said public notice being herewith filed and reading as follows, to -wit: Affidavit of Publication COUNTY OF INDIAN RIVER STATE OF FLORIDA Personally before me, the undersigned, an officer authorized under the laws of said State to administer oaths, came J. Knight, Road Superintendent was instructed to have decking placed on bri for L. L. Nelson. Said bridge is located just w4st`of Smith's tourist camp. On motion made by Frank C. Vickers seconded by Edwin A. Helseth and carried the County Attorney was instructed to take the necessary proceedure to rescind the presnet action of the Board whereby the provision of the so called "Kanner Act" applied to the Vero Bridge District. Request from Judge Walters, Justice of the Peace, to furnish supplies for his offic roved. and filed was read to the Board but wa&t -caPP1-r.. A coroner's report was also read/ width reference to the late Hb.1-den Alen# Mrs Ruth B. Owens, district supervisior.of the Womens department of the W. P. A. and Mrs Rose Toohey appeared before the Board and Mrs Owens requested the Board to make provision in the budget for the year 1937-1938 for an, approximate amount of $250.00 over and above the regular amounts already being expended for this department. It wasmgved by Edwin A. Helseth seconded by S. E. Glover and carried and Mrs Owens was advised that this amount would be appropriated from the General Revenue Fund. because Liquor applications for Holly Jackson and S. W. Walls were not approved/the exact location of each business was not stated in either application. Poole and carried The Press - Journal published at Vero Beach, Indian River County, Florida was designated as the paper in which the laws of the Regular Session, Florida Legislature, 1937, are to be published. A letter was received and read to the Board from Mr Walter S. Buckingham reques the Board to have the bridge in Royal Park across t1le main canal repaired. This request granted and the Road Superintendent was instructed to proceed with the necessary repairs . It was ordered that a warrant be drawn on the Spec. Read and Bridge Dist. # 4 fund in the sum of $ 300.00 and payable to C. P. Diamond for the retirement of l0 Spec. Road and Bridge Dist. #,4 coupons bearing nos.24, Bonds No. 255/259 and 278/282. It was ordered that a warrant be drawn on the Vero Bridge District fund for the sum of $300.00 payable to Carl Fay for the retirement of 10 Vero Bridge District Coupons bearing nos. 30, Bonds No. 24/33. It was ordered that a warrant to be drawn on the Spec. R & B Dist. # 4 fund in the.!,. sum of $112.50 for the retirement of 5 Spec. R & B Dist. coupons bearing nos.24,Bonds 98/1 Said warrant payable to the Indian River Citrus Bank. 1 it 1 1 1 It was -ordered that $2000.00 race track.funds be placed in the General Revenue Fund. It was ordered that $2000.00 be transferred from the Vero Bridge District to the Road and Bridge Fund as a partial repayment of loan due said fund and set up in the 1936- 1937 budget for said purpose. A letter was received from.the Board of County Commissioners of Highlands County and read to the Board with referrence to a•metting-called to be held in Orlando, Fla. on July 8th., 1937 with regards to the problem arising mom refusal of the railroads to pay one half the taxes levied against them.•.It was moved by Edwin A. Helseth seconded by Frank C. Vickers and carried and Chas. A. Mitchell, County Attorney, was instructed to attend said meeting to-represent•this Board. A. request from I..G..Anderson was read to the Board with -,.regard to adopting a res- olution permitting -School Bus stations to be erected in Indian River County. The request was ordered filed ,and no .action taken. The Clerk was instructed.to obtain prices on tires from the different tire Companies who manufactured tires with the idea of.obtaining.the.maximum discount allowed on County business. e . It was ordered that.a motor be.purchased for the V -S "Pick-up" owned by the County. It was ordered that warrants be drawn on the respective funds payable to the Tax Collector and Tax Assessor for commissions due them for taxes collected and assessed. A Statement was rendered.by.the Board.o£ Social Welfare from April 1st. through June 30, 1937 and a refund -of 26 cents was .ordered placed in the General Revenue Fund. The -Board then resolved itself ,into a Board of Equalizers of Taxes for the purpose of hearing complaints and receiving.testimony as to the value of any property, real, personal or mixed, as fixed by the County Tax Assessor Of.Taxes for assessment for the taxes of the year 19379 the owners and agents of property, who appeared for that purpose, were allowed to make full and complete statements as to the valuation of the property owned or represen ed by them .and the Tag Assessor ,and .the .mei4bers .of the Board having fully discussed the stat ements and facts -as presented decided not to change the valuations as fixed by the County Assessor of taxes for the year 1907,1 and thereupon"said assessment roll was approved. The several bills and accounts against the County, having been audited, were examined and found correct, were approved and warrants ordered issued in settlement of same. Such bills and accounts being on file in the office of the Clerk Circuit Court. The warrants so issued from the respective funds being listed in the supplemental minute book as provided by the rules of the State Auditor, reference to such record and the list so recorded being made a part of these minutes. At the regular meeting of the Board of County Commissioners of Indian River County, held in the office of the Clerk of the Circuit -Court, at Vero Beach, on the 3rd day of August, 1937, at 9:00 o'clock A.
