The several bills and accounts against the County, having been audited, were examined and found correct, were approved and warrants ordered issued in settlement of same. Such bills and accounts being on file in the office of the Clerk Circuit Court. The warrants so issued from the respective funds being listed in the supplemental minute book as provided by the rules of the State Auditor, reference to such record and the list so recorded being made a part of these minutes. At the regular meeting of the Board of County Commissioners of Indian River County, held in the office of the Clerk of the Circuit -Court, at Vero Beach, on the 3rd day of August, 1937, at 9:00 o'clock A. M., there were present the following County Commissioners: R. E. Mudge, Chairman; E. P4 Poole; Edwin A. Helseth; and S. E. Glover, Absent: Frank C. Vickers. Also present were Chas. A. Mitchell, Attorney, Wm. Frick, Sheriff and Douglas Baker Clerk. R E S O L U T I O N Commissioner°Poole introduced the -following resolution and moved its adoption, to -wit Whereas, the Junior Order of United American Mechanics and the Vero Beach Council. thereof has presented to -the -Board of County Commissioners of Indian River County, Florida a beautiful and appropriate -American flag and which Flag has- �been placed in the Courtroom of the -County Court House°of Indian River County, Florida; therefore, Be It Resolved by the Board of County Commissioners of Indian River County, Florida, on behalf of its members and citizens of said County, does hereby express to tho said Junior order of United American Mechanics and the members thereof its appreciation for this generou X134 and.'patr 6tic act; Be It Further Resolved that a copy of this resolution be placed upon the minutes of said Board of County Commissioners and that a copy be- f& arded by the Clerk of this Board to the Junior Order of United Amerioan Mechanics'." Commissioner Helseth seconded the motion for the adoption of the resolution and the same was adopted by unanimous vote. `RES0LUTI0N. �r� The following resolution was introduced by Commissioner Helseth, who moved its ad- option: AREAS, The State Board of Administration has submitted certain proposals of in- dividuals, firms and corporations offering*to sell to*said Board of .Administration certain bonds of Indian` River County, ' anal obligations' assumed by said County, under the provisions of House Bill leo. 30, acts of the 1933 Legislature; and WHEREAS, after carefully considering all of such proposals, and taking into con- sideration the amount of funds available for that purpose, and the approximate value of said bonds and obligations, it is deeifted advisable and expedient to purchase certain of said bonds and obligations to -wit: Three (3) St. Lucie County Road and.Dock 6s, dated June 1, 1910, due June 1, 1935s at a price of 85 flat with June 1934 subsequent coupons attached, as designated offering *B'".. THEREFORE, BE IT RESOLVZD, by the Board of County Commissioners, that the State Board of Administration be requested to purchase the securities listed above at the price quoted. :" The resolution was duly seconded by Commissioner Poole and upon being put to a vote the same was unanimously adopted. RESOLUTION, Commissioner E. P..Poole introduced the following resolution and moved its adoption: AREAS there is a balance in the Oustanding Indebtedness Fund of $6523.16 and a balance of $752.41 in the Fine and Forfeiture Fund, funds under the control of this Board, and AREAS, due to the heavy demand that has been made upon the Fine and Forfeiture Fund of this .County to meet current and extraordinary expenditures; T�REF.ORE, BE IT RESOLVED, that the sum of $1500.00 be transferred from the Oat - standing Indebtedness Fund to the Fine and Forfeiture Fund, upon the approval of the :tate V Comptroller, to assist in meeting the current and extraordinary expenses of the County. Owens be increased to $25.00, that the allowance of C. E. Hamilton be increased to $6.00, and the allowance of Sarah Padgettl be increased to $10.00iuntil the further order of the board. The minutes of June 15th and 23rd were read and approved. Mrs. Rose M. Toohey, supervisor of the W. P. A. Sewing Room reported that 18 mattres� covers had been made for the County to be used in -the County Jail. Leila M. Bunkley, County Nurse made a verab le report of her activities for the month of July. She reported in particular regarding the case and care of S. F. Owens stating that he is blind and in need of some one to look after and care for him and suggested that the Board increase his monthly allowance from $6.00 to $25.00 in order that the necessary arrang- ments might be made for him. On motion made by Edwin A. Helseth seconded by S. E. Glover and carried this increase was granted. Miss Bunkley also reported four Tuberculosis cases in the County -and that in all probabilities the Sanatorium in Orlando will be ready for occupancy in October. Mrs. Clarance Yates appeared before the Board and requested assistance from the County. This request was denied. It was ordered that Miss Leila M. Bunkley, County Nurse make a survey of all of the persons receiving assistance from the County and report back to the Board her findings as to whether or not said persons are entitled to receive the assistance. Mr. McGrath representing the Florida National Ekhibits Incorporated appe before the Board and requested the sum of $424.00 1_ be appropriated as this County's share of the Florida State Exhibit of the Great Lakes Exposition at Cleveland, Ohio. He pointed out the many advantages of this form of advertising. After careful consideration and discussion "o - it was moved'by Commissioner Poole, seconded by Commissioner Helseth and carried that: The budget of this Board for the fiscal year 1937 - 1938 be and it is amended in that 4IL $424.00 of the item of $1800.00 under "Incidentals"' provided in said Budget under the "General Revenue Fund" be and it is appropriated to The Florida National Exhibits, Inc., a non-profit organization devoted to State advertising and to be so used. If Mr. R. R. Martin, Fort Pierce, F:.orida appeared before the Board and requested that immediate action be taken in clearing a ten foot trail on the peninsular from Riomar to the South County line. On motion made by Edwin A. Helseth, seconded by E. P. Poole and carried Frank A. Knight, Road Superintendent, was instructed and guthorized to contract this job at the lowest possible cost and to proceed with the work at once. 'Mr. 0. D. Carrico, District Manager of the eater Locks Company of Detroit, Michigan appeared before the Board regarding water proof tong oil- paints and cauking for the Court Hous He was advised however that the leaks had apparently been stopped but .that this Board would keep his products in mind for future needs. Mr. Walter S. Buckingham appeared before the Board and suggested that $500.00 be appropriated and earmarked outof the 1937 - 38 budget for the purpose of advertising Indian River County and also as a publicity*account to be used when as and if necessary. It was moved by Commissioner Poole, seconded by Commissioner Heiseth and carried that: The budget of this Board for the,fiscal year 1937-1938 be and it is amended in that $500.00 of the item ofe$1800.00 under "Incidentals" provided in said Budget under the "Genera] Revenue Fund" be4and it isappropriated to publicity and/or advertising Indian River County. Mr. A. Foster, Sebastian, Florida.appeared before the Board and requested that his son .;B. Foster be admitted to the Tuberculosis Sanatorium in Orlando, Florida. -On motion made by`Edwin-A.'Helseth, seconded by S. E. Glover and carried the request was granted. Mr. J. E. Montgomery appeared before the Board and requested that the road on the north Gifford Road be filled in and that abridge on said road be repaired in order that he might have access to his property. This request was granted and Frank A. Knight, Road Super- indentent was instructed to proceed with this work. It was moved by,Commissioner Poole, seconded by Commissioner Helseth and carried that: The. budget of this Board for the fiscal- year 1937-1938 be and it is amended in that $1296.00 of the item of $2500.00 under "Contingencies" provided in said Budget under the "General Revenue Fund" be and is appropriated for a County Nurse in Indian River County. It was moved by Commissioner Helseth, seconded by Commissioner Glover and carried that: ,..The budget of this Board for the fiscal year 1937-1938 be and it is amended in that $250.00 of the item of $2500.00 under "Contingencies* provided in said Budget under the J "General Revenue Fund" be and is appropriated to the Women Sewing Department of the W. P. A. (see minutes July 6th.) Mr. George A. James appeared before the Board and requested that he be appointed County Engineer. He explained that the County would have a better chance of getting W. F. A. projects approved along with other advantages by having an Engineer. On motion made by S. E. Glover, seconded by Edwin A. Helseth and carried George A. Jameswas appointed County Engine without salary, compensation or expenses. It was ordered that a warrant be drawn on the General Revenue Fund for the sum of $7.80 and made to the order of E. F..Poole to reimburse him for funds advanced for the purpo of sending two boys.to Orlando, with reference_to C. C. C. Camp and for bus fare from Fero Beach to Clearwater for: Ruby Johns ($3.70) . Frank A.- Knight, Road Superintendent was instructed to repair two bridges near the west end of Welker Ave. The following bids and/or estimates were submitted for furnishing and installing a service- sink in Janitors Room as follows to -wit: Herbert J. Paulsen (flat rim sink without back) $ 49.10 Herbert U. -,:Paulsen (22"x18" roll rim sink with back) 68.10 J. G. Ambrose (22"x18" Crane Company sink plate ##21360) 89.50 It was moved by S. E. Glover, seconded by Edwin A. Helseth and carried that the bid of Herbert J. Paulsen for the sum of $49.10 be accepted. On motion made by S,. E. Glover, seconded by Edwin A. Helseth and carried the pro- posal by Conrad Lumber Mills, Inca to furnish and deliver to the County Barn a good grade of Heart Lumber at the price of $32.50 per''thousand was accepted. The Board then proceeded to, fix and set- the rateof- millage -for WA,BASSO BRIDGE RIOT, in accordance with the laws of Florida, as amended -by the Actsofthe 1929 Legislature and it was determined that a tax rate of Ten (10) mills on the dollar- be levied-and..is hereby fixed and assessed for the year 1937, upon all of the property in- the .County. of Indian River lying and being within the boundaries of said Wabasso Bridge District for the purpose of mai; taining said Bridge.construction,and the purchase of bonds and.interes-t,.coupons against said District now outstanding, and unpaid, the total sum estimated in the budget being $2,254.21. RESOLVED-, that the Tax Assessor in and for the County of Indian River, State of Florida, be and he is hereby directed to levy and assess all of the -foregoing tares as fixed and levied by this Board upon the property as levied and that he extend the taxes on the value tion of such property according to said millage as fixed and determined by this Board on all the property subject to taxation in the said County of Indian River, as to all taxes levied and intended -to be entered on the assessment roll under the head of County taxes and upon all property lying and being within the Districts as described within the County of Indian River, as of the first day of January, -1937. RESOLVED, further that the Clerk of the Circuit Court and Clerk of this Board, be he is hereby directed to furnish to W, R. Duncan Tax Assessor of Indian River County, a full and complete copy of this resolution. RESOLVED, further that the Clerk and Auditor of the County be notified of the to be apportioned to the different accounts out of the total taxes 3evied for all purposes. The motion for the edoption of said resolution providing for the levy of taxes was seconded by Commissioner Poole and was adopted by the following vote.
