The Board of County Commissioners in and for Indian River County met at -the Court-
house in Vero Beach, at 9:30 dtolook A. M., Tuesday, Sepitelber 7th.9 19379 in regular meet -
Ing with the following members of the Board present, R. E. Mudge, Chairman;.E. P! Poole,
E# Glever, Edwin A. Helseth and Frank 0*,Vickers. Also present were Charles A. Mitchell,
Attorney for the Board, Wm. Frick, Sheriff, and Douglas Baker, Clerk.

The minutes of August 3rd,,/were read and approved.
It was announced by.the Chairman that:the time.had arrived, namely 9:30 o'clock
A.M., for the opening of sealed bids in the office of the Clerk of the Circuit Court of
Indian River County' mp'to 9:30 AM, September .7th., 1937, on the purchase of road oil in
carload lots, and less then: carload lots, as invited by public notice published in the Vero
Beach Press -Journal, a newspaper of general circulation, published at Fero Beach, Indian
Raver County, Florida, and sworn proof of the said.publication of said pu'plic notice being,
herewith filed and reading as follows, to -wit:

Thereupon the following bids were then publicly opened and sash -read aloud, -,to -wit:
Behler Oil Company, furnishing, heating, hauling and applying road oil $.125 per
gallon, 8 to 13 viscosity. Also a price of $,115 furnished and applied out back asphalt.
Texas Company, for semi solid asphalt in tank cars, carload lots, a price of $O.0788
per gallon. In 55 gallons nonreturnable metal drums, carload lots, a price of $0.1150 per gal-
lon. In less than carload lots a price of $0.1170 per gallon. These prices are F.O.B. the
Texas Cnmpany terminal, Jacksonville, Florida, with freight allowed to Vero Beadh, Florida.
Action was deferred as to acceptance of the above bids until a later meeting.
It was ordered Sa.ly Savage, Fellsmere; Geo. Pretty, Gifford; J. H. McClain,Gifford;
and Jewel MacEachin, VeroBeach, be removed from the Paupers list.
It was ordered Mrs. Jack Johnson, Gifford be placed on the Pauper List to receive
the sum of $10.00 per month, until the further orders of the Board.
It was ordered Lee 'McCall, Vero Beach and Gea Welling, Sebastian, receive the sum
of $10.00 each for one month only.
It -was ordered H. J. Jones, Gifford, receive the sum of $6.0O per month, until the
further ordersf..of the Board.
It was ordered Mrs. daisy Barker, Wabasso and Mrs. Neely Moods, Wabasso., be removed
from the Paupers List.
Application for Mothers Pension was received from Mrs. Daisy Barker, Wabasso, and
was approved by the Board for the sum of $12.00 a month, until the furtheri orders of the Board.
Application for Mothers Pension w as received from Mrs. Nealie Woods, Wabasso, and
was approved by the Board for the sum of $8.00 a month, until the further orders of the Board.
It was moved by E. P. Poole, seconded by Edwin A. Helseth and carried that the work
of M. H. McEachron, Agricultural Enumerator for this County, has been examined and is approved.
Charles A. Mitchell, County Attorney, was instructed to prepare notice of invitation
of bids for repair and construction of Fenders of Winter Beach Bridge.
B. L. Holman Appeared before the Board and presented the following written rQquest;
September 7th, 1937.
Board of County Commissioners,
Indian River County, Florida.
Gentlemen:
I would greatly appreciate having your road foreman, Mr. Knight, with the County
equipment, and while he is building the road from Road 30 to Mr. Cassons, repair two or three
sand spots between'Mr. Casson's house and my property line-- which is Lot "L" Township 32 S,
Range 36 E. as shown on printed unofficial plat of Fellsmere Estates; All of property described
in above letter, except the sand spots between Mr. Casson's house and my property line, is
owned by me in fee simple and no one is claiming title thereto adverse to me. I would also
appreciate having the crew throw up a grade from my property line EAST-SOUTHEAST 1400 feet to
the edge of a mound known as the Indian Mound.
This property, and also the line for grade has already been surveyed by your engineer
Mr. James, and the stakes all set.
I will pay the county on the completion of this grade thru my property for the cost
of same at whatever rate is fixed by the Board and Mr. Knight. I will also accept responsibil-
ity for any accident that might happen while building the road thru my property at my expense.

On motion made by S. E. Glover, seconded by Edwin A. Helseth and carried the Board
accepted the proposal as stated above by Mr. B. L. Holman.

Mr. J. J.. Perritt, Vero Beach, appeared before the Board and stated that there is
2 miles of.County roads and bridges around his property with no drainage.outlet,and requested
the County dig a ditch approximately 30 yards, in order to complete.the drainage and to drain
the surplus water.
On motion made by S. E. Glover, seconded by Edwin A. Helseth and carried, Frank A.
Knight, Road. Superinteiident-was instructed to proceed with this work.
W. S. Buckingham and Mr. Charles Harris appeared before the Board with regards to
constructing a road south of the crose State road to Jones Hammock. They stated that the own-
ers have no objections to having the road built across various section lines. It was stated
that Mr. Charles Harris and Dr. Sawyer would pay for the construction of said road provided
the County furnished the equipment. Said Road would be approximately 1 miles from center of
Section 6 to the south line of section 7. Township 32 South, Range 38 East. The Board then
advised Mr. Buckingham that it would be necessary for him to obtain the.right of ways from
the owners of this property befc5re any action would be taken by the Board.
Mr. Troy E. Moody, Tax Collector, appeared before the Board and requested permiss-
ion to purchase a new cash book which would cost the County the sum of $111.75. This request
was granted by the Board. Mr. Moody also stated that he would levy on personal property on
Friday September 10th., in order to collect the personal property tax, and requested the use
of a County truck and operator in the event that he should need such. This request was also
granted by the Board.
It was moved by E. P. Poole, seconded by Frank C. Vickers and carried that special
road projects be refered to Chamber of Commerce.

ed that a warrant be drawn on the Courthouse fund for the sum of $500.00 payable to Wm. Hensicl
and Son as final payment on Court house construction.
On motion made by Frank C. Vickers, seconded by S. E. Glover and carried it was

ordered that the bacw to the basement be sealed up, and the back entrance to the basement be
filled in and that the green paint should be removed from the top of all windows in the Court
House.
It was ordered that a warrant be drawn on the Courthouse fund for the sum of $1600,
payable to the Palm Beach Typewriter Company for new equipment for the Courthouse.
It was ordered that a warrant be drawn on the Interest & Sinking Fund for the sum
of $2001.87 payable to Federal Reserve Bahk of Atlanta, representing payment of principal and
accrued interest on Courthouse bonds #44 and #45, due September 7L, 1955.
It was ordered that a warrant be issued on the Interest & Sinking Fund, to the Indi
River Citrus Bank for the sum of $140.00 representing the payment of 7 Courthouse coupons (#4)
due September 1, 1937.
Miss Leila M. Bunkley, County Nurse, filed her report for the month of August as
follows, to -wit:
Number of cases under care during the month: 63 white and 17 colored.
Total number of visits to these cases were: 122 white and 25 colored.
These cases are listed under Health Supervision, Maternity, and Morbidity.
27 visits were made in behalf of these cases.
4 clinics were held for Veneral Diseases, at which time 10 white and 123 colored cases were
tested for syphliss.
Number of cases referred for medical examination were: 12 white and 4 colored.
Number.of cases hospitilized were: 2 white and 3 colored.
Conferences held. in behalf of the work and cases were: 29 conferences with Physicians, and 4
Social Workers. One conference with District Supervisor of Nurses, 24 conferences with Inter-
ested individuals, and 24 conferences with other nurses.

Five classes were conducted in Home Hygiene, with an.attendanc.e of 40. This class is composed
of colored women and the class meets once every week at the Gifford _School.
Four crippled cases have. been. to. see Dr. Weiland, at the ..Coral.Gables Clinic.. Two cases who.
have been under his care . for some time in Jackson- Memovial-Hospital_.have . returned home.
Three TB cases are listed andreadyfor the State Sanatorium--when--it-.is-ready .for patients.
It was necessary to isolate a child who was very ill.with an infectious disease .for five weeks
There were days when there was little hope of her recovery. Butdue to cooperation of�'Mother,
the Doctor and the Nurse. the child was able tar eturn home September lst.
13 investigations were made of cases receiving relief and recommendations in regard to their
change of status were made to the Board.

The following resolution was introduced by Commissioner Helseth, who moved its
WHEREAS, The State Board of Administration has submitted certain proposals of indi-.
viduals, firms, and corporations offering to sell_to, said._.Board of.. Administration certain -bonds
Of Indian River County, and obligations assumed by said County, under the provisions of House
Bill No. 30, acts of the 1933 Legislature; and
WHEREAS, after carefully considering all.of such proposals.:and taking into consider-
ation the amount of funds available for that purpose, and the approximate value of said bonds,
and obligations, it is deemed advisable and expedient to purchase certain of said bonds and
obligations to -wit:
One (1) St. Ducie County (Indian River) Road.& Bridge No. 1, dated January 1, 1918,
due July 1931, at a price of 99 flat, no past due coupons attabhed, as designated offering GAO.
One(1) Nabasso Bridge District, dated July 1,. 192§, due.January 1,. 1952, at a price
of 89 flat, with July 1, 1934 and subsequent coupons attached, as designated offering "B".
One (1) St. Lucie County Road and Dock, dated June 11, 1910, due -June -1. 1935, ata,
price of 8* flat, with June 19 1934 and subsequent coupons attached, as designated offering
WC".
THEREFORE, BE IT RESOLVED, by the Board of County Commissioners, that the State
Board of Administration be requested to purchase the decurities listed above at the price quo
ed. .
-The resolutionwas duly seconded by Coffimissioner Poole °and upon being put to a vote
the same was unanimously adopted.
Application for issuance of Duplicate Tax Sale -Certificate.
Application was made to the Board of County Commissioners for the issuance of'duplc
to tax sales certificates in lieu of certificates alleged by affidavit to be the property of
the affiant therein and to have been lost and destroyed and which certificates were numbered
2649 267 and 268 of the sale of June 1, 1925 for taxes due the State of Florida and what was
then St. Lucie and is now Indian River County, Florida for the year 1924, and upon property
situated in what is now Indian River County, Florida, described as follows:
Tracts 10, 119 121, 13 and 14 in Section 29, Township 33 South, Range 39 -East.
Upon motion duly made, seconded and carried the Board of County Commissioners order-
ed that upon the filing of affidavits aforesaid by the holder and owner of said lost or de-
stroyed tax sales certificates, and which affidavit shall contain a written statement that
the said holder and owner shall protect the Clerk of the Circuit. -Court of Indian River County
and his successors in office from any liability or expense by reason of the issuance of.du-
plioate tax certificates, the Clerk of the Circuit'Court of Indian River County, Florida is
authorized to issue such duplicate tax certificates to James C. Byrne, holder and owner there-
of, upon receipt of -the statutory fee therefor.

The several - bills, and accounts against the County., -having. -b,3 -en -audited, were
and found correct were approved, and warrantsorderedissued in--settlement_o.f some, Such bills
and accounts being on file in the office of the Clerk of the .Circuit_Court.- The..warrants issue
from the respectige funds being listed in-the.supplemental-.minute book as required by the
fules and practice of the State Auditing Department, reference to said record and the list so
recorded being made a part of these minutes.
The County Depository filedcits monthly statement, showing receipts and disbursments
of the various funds which having been audited were found to be correct.
There being no further business the Board on motion made, seconded and carried,
adjourned to meet on ;-Mondayv October 4th., 1937 at 9:30 o'clock A.M.

Monday October 4, 1937.
The Board of County Commissioners met at the hour of 9330 o'eloek A..M., Monday
October 4, 1937, for the purpose of receiving the tau assessment roll of Indian River County
for the year 1937. There being no quorum present the meeting was thereupon adjourned for
lack of quorum to Tuesday morning October 5th., at the hour of 9:30 o'clock A. M.

with the following members of the Board present, R. Be Mudge, Chairman; Be P. -Poole, S, Be

Attorney for the Board, Wmi Frick, Sheriff, and Douglas Baker, Clerk.

It was announced by the Chairman that the time had arrived, namely 9:30 o'cloc4

Indian River County, up to 9:30 A. M. Tuesday, October 5th., 1937, for the sinking and driv-
Ing of approximately 144 piling at Minter Peach bridge, and repaid and construction of fenders
of said bridge, as invited by public notice published in the Vero Beach Press -Journal, a new-
spaper of general circulation, published at Vero Beach, Indian River County, Florida., and
sworn proof of the said publication of said public notice being herewith filed and reading as
follows, to -wit:
