The Clerk was instructed to write the Planning and Zoning Commission of this City and
request their presence at a meeting of this board to.be held Friday, April 15, 1938 at 1:30
P. M. for the purpose of obtaining advice, suggestions and counsel of the said commission with
further regard to selecting the right of way for the peninsula road from the south City limits
to the south County line.
There being no further business on motion made, seconded and carried the Board ad
ed to meet on Friday, April 15, 1938 at 1:30 P. M.

The Board of County Commissioners -of Indian River County met at the Courthouse in
Vero.Beach at 1:30 P. M., Friday April 15, 1938 in adjourned meeting, with the following members
of the board present, E. P. Poole, Chairman, S. E. Glover, Frank C. Vickers.and Edwin A. Helsett
Absent: C. S. Michael. Also present, Wm. Frick, Sheriff, Chas. A. Mitchell, Attorney, and Leile
Gray, Deputy Clerk.
The Chairman announced that this meeting was for the purpose of discussing a highway
on the ocean front from Beaebland Boulevard to the south lirie..of Indian River County. Discus-
sions were made by.R. R. Martin, W. T. Humiston, H. W. Guthrie, W. R. Duncan, W. H. Damerow and
S. E. Glover.
Motion was made by John Corsa, seconded by F. R. Jewett,that a Preliminary Survey be
made at once, which motion carried unanimously.
Motion was made by Commissioner,. S. E. Glover, seconded by Commissioner Vickers, that
the Preliminary Survey be authorized, not to exceed an expenditure of $150.00 which -amount will
be appropriated by the County Commissioners for that purpose. Such survey to be carried out
under the direction of the Chairman of the Board of County Commissioners, and.that a represent-
ative of the City Planning and Zoning Commission together with the City Engineer and the Secre-
tary of the Vero Beach Chamber of Commerce be requested to.cooperate with the Chairman of this
board in an advisory capacity, which motion was duly carried.
Bond of E. G. Thatcher as Notary Public in the amount of $500.00 with American Surety
Company, as surety was approved.
The application of Margaret Foster to be placed in State Tuberculosis Sanitarium in
Orlando, Florida was filed. Commissioner Frank C. Vickers made motion which was seconded by
Commissioner Glover that this matter be deferred until the next regular meeting to be held in
May.

Commissioner Glover introduced.the following resolution and moved its adoption:

WtXREAS, Chapter 18601, Acts of the Florida Legislature of 1937, providee for the
holding of an election by this Board of -qualified electors residing within the boundary of
INDIAN RIVER FARMS FIRE CONTROL DISTRICT, in Indian River County, Florida, as described in said
act, for the purpose of permitting a majority of such qualified electors to ratify or reject the
said*Act, and
WHEREAS, pursuant to the provisions of said Act notice of such election has been.,pub-
fished in the Vero Beach Press -Journal in Nero Beach, Florida, and which notice has been ordered
to be
so published
for two weeks before the
day when
such election,is
to be held, namely, May 3,
1938,
as provided
and required by said Act,
and

WMREAS, it is provided by said Act that this Board do prepare and fix the ballots of
said election; therefore,

Special Election
Pursuant to Chapter 18601, Acts of Florida Legislature
for 1937, held May 3, 1938, for ratifying or rejecting
the establishment of INDIAN RIVER FARMS FIRE DISTRICT
in Indian River County, Florida.
Mark an i`_in .the square at the left of the proposal you
favor.
Shall a special taxing district to be known and designated as INDIAN RIFER FARMS
FIRE CONTROL DISTRICT, in Indian River County, Florida, theyterritorial boundaries
of which shall be all of the territory in Indian River County, Florida, now known
and designated as Indian River Farms Drainage District, except that portion of said
drainage district located within the city limits of the City of Vero Beach, as pro-
vided by Chapter 18601, Acts of the Florida Legislature for 1937 be established and
ratified:

BE IT FURTHER RESOLVED that the polling places for the holding of said election be and
they are designated as the polling places within said district as shall be established and used
for the holding of the primary election in Indian River County on May 39 1938, and that the elee•
tion officials heretofore designated and appointed for the purpose of conducting said primary
election of May 3, 1938, be and they are herewith designated as election officials for the hold-
ing and conducting of the special election herewith provided.
BE IT FURTHER RESOLVED that the Clerk of this Board is instructed to cause to`be
printed ballots for the holding of the election herewith provided, and to make such other ar-
rangements as may be necessary for the conducting of such election.
Adopted unanimously.
Upon Motion of Commissioner Frank C. Vickers, seconded by Commissioner Edwin A.
the bill for Deputy Registration Officers was approved, and the Clerk instructed to issue War
rants therefor, which motion carried.
The Bond for Clyde Boyd as Deputy Sheriff in the sum -.of $1,000.00 with Grace S. Wise
hand Anna B. Morris as Sureties was approved.
There being no further business on motion made, seconded and carried the board then
adjourned - until 9:30 o'clock A. M., Wednesday, -May 4, 1938.
