TUESDAY, NOVM1BER 1st., 1938.
The Board of County Commissioners of Indian River County met at the Court house in
Vero Beach, at 10:00 o'clock A. M., Tuesday, November 1st., 1938 in regular meeting with the
following members of -'the Board present; E. P. Poole, Chairman; S. E. Glover; C. S. Michael and
Albert 0. Helseth. Absent was Frank C. 'Pickers. Also present were Charles A. Mitchell, Attor:
for the Board, Wm. W. Frick, Sheriff and Douglas Baker, Clerk.
- The Board then proceeded to approve.the commissions due the assessor of `axes, W. R.
Duncan, from the various and several special taxing districts within the County, for commissions

due for assessing the taxes and preparing the tax roll for the year 1938, and the following
bills having been audited on motion made by S. E. Glover, seconded by C. S. Michael and carried
were approved by the Board.

The .'idi=tes. _of __-August 2nd., September 2nd., 6th. ,and 30th. , also October 3rd. , 4th. ,
and -12th. were toad aild approved.
Ron. W. R. Duncan, Tax !Assessor, in preparing his statement for commissions due him
on the 1938 tax rolls, discovered that he had been overpaid the sum of $211.929 therefore he
delivered to Douglas Baker, Clerk, his check for $211.92 and it was ordered that $195.30 be
placed in the Interest and Sinking Fund, that $8.31 be placed in the Vero Bridge District Fund
and that $8..31 be placedin the Quay Bridge District Fund, as these were the Funds and amounts,
from which the overpayments were made.
Mr. Ed Kersey appeared before the Board.and requested that a used Indiana Dump Truck,
Motor No. 30386, be offered for sale to the City of Vero Beach for the sum of $10.00 to be used
for WPA work, On motion made by C. S. Michael, seconded by S. E. Glover and unanimously carried
the request was granted.
Mr. C. C. Massey, Wabasso, Florida appeared before the Board and requested approximat
ly 400 feet of road be repaired near his place at Wabasso. On motion made by S. E. Glover,
rseconded by C. S. Michael and unanimously carried this request was granted, and Mr. Frank A.
Xhight, Road Superintendent was instructed to proceed with the work of repairing the road.
Mr. and Mrs. S. B. Jones, Wabasso, Florida appeared before the Board, presented ap-
plication for Samuel Edward Jones, their son, and requested that he be admitted to the Florida
State Tuberculosis Sanitorium, Orlando, Florida. On Motion made by C. 8: Michael, seconded by
S. E. Glover and carried the application was approved and the request granted with the proviso
that Mr. S. B. Jones pay the County's portion of the Hospitalization cost for the first month
and also one half ofthe remainder of the County's cost until such time as the County can assume
the total responsibility.
Mr. Crawford Bickward, Orlando, Florida representing the Central Florida Exposition
in Orlando, appeated before the Board and requested an exhibit from this County stating that the
Exposition would furnish the space and make a cash grant of $300.00 and he further stated that
in addition thereto it would be necessary for the County to appropriate the sum of $200.00 plus
the expense of setting up and maintaining the exhibit. Mr. E. G. Thatcher, Secretary Chamber
of Commerce,. also appeared before the Board, endorsed the exhibit and suggested that Mr. Geo.
T. Tippin be employed to handle same. lifter careful consideration the Board decided that in
view of the limited amount budgeted for publicity purposes that the money could be used to a
better advantage by being spent within the County.
Miss Leila M. Bunkley, County Nurse appeared before the Board and made a report on her
activities for the month of October as follows, to -wit:

One cancer case was sent to Dr. Kirby Smith, Jacksonville for X-ray treatment. One
case was sent for X -Ray of chest to Good Samaritan Hospital.
A conference wus held with -the midwives, at which time bags were inspected and regis-
trations were completedp
A class in Home Hygiene was organized at the Winter Beach School.
All white schools were visited. Two new T. B. cases, one white, and one colored, have
completed applications for the State Sanatorium.
Ten cases other th4n medical relief were investigated and given assistance.
It was ordered Mrs. J. U. Tillis be removed from the paupers list.
It was ordered Mrs. J. R. Conniff, Winter Beach, be removed from the paupers list as
she is now receiving Aid to Dependent Children.
It was ordered Sarah Padgett receive the sum of $15.00 per month in lieu of $10.00
until the further orders of the Board.
It was ordered Mrs. George Welling, Sebastian, Florida, receive the sum of $15.00
from the General Revenue Fund.
It was ordered John Bostic, Gifford, Florida, be placed on the paupers list to receive
the sum of $6.00 per month until the further orders of the Board.
It was ordered Ethel Peddie receive the sum of $15.00 per month in lieu of $10.00 unt
the further orders of the Board.
Mother's Pension application from Mrs. J. U. (Elizabeth) Tillis, Vero Beach, was ap-
proved for the sum of $15.00 per month until the further orders of the Board.

It was ordered Frank A. Knight, Road Superintendent be authorized to sell a used Tar
Pot for the sum of $15.00.
At..the request.of the American Legion and on motion made by S. E. Glover, seconded by
C. S. Michael and carried, Douglas Baker, Clerk and E. P. Poole, Chairman were selected as a
committee to have erected a Flag Pole on the Court house grounds, the Legion to furnish the Flae
Commissioners C. S. Michael and Douglas.Baker, Clerk were appointed as a committee to
prepare specifications for wiring the Winter Beach Bridge and Bridge Tender*a house and submit tc
Electrical Contractors for estimates of the Bost of labor and materials. Current to be supplied
by the Florida Power and Light Company.
Relative to the erection of Colored Rest Rooms the County and City have agreed to
bear the cost of the building jointly. Douglas Baker, Clerk was authorized to write a letter tc
the City Officials advising that this Board had budgeted and has on hand funds for our portion
of the cost of constructing said Rest Rooms and to request the City to take charge of the pro-
ject and call on this Board for any assistance that might be required and further before begin-
ning actual construction to have a representative of the City to meet with the County Commissio
ers for the purpose of.discussing plans for the building as to its location and its cost.
Messrs. Daniels and Surrency and Hudson Parker appeared before the Board,'stated they
owned approximately 90% of the Cattle in Indian River County, that they owner several hundred
acres of land in this County on which the Taxes were paid and calling the Boards attention to
the importance and necessity of having a Cattle Inspector, requested the Board recommend to the
Governor the appointment of Mr. Hudson Parker as Cattle Inspector for their district. It was
moved by C. S. Michael, seconded by S. E. Glover and carried that the board rescind the action
taken at a regular meeting on October 4th., 1938 and so recorded in the County Commissioners
Minutes on Page 277, Book 2, in which they recommended the appointment of Mr. Ed McLaughlin as
Cattle Inspector for the District West of the Marsh.
It was ordered that.Chas. A. Mitchell., Attorney take.the proper and necessary procedu
to redistrict the County, thereby creating three (3) Cattle Inspection Districts. It was then
moved by C. S. Michael, seconded by S. E. Glover and carried the Board recommended to the
Governor the appointment of Mr. Gilbert Barkoskie of Fellsmere as Cattle Inspector for District
No. 2. Mr. Hudson Parker as Cattle Inspector of District No. 1, and Mr. A. Z. Sueverkruebbe as
Cattle Inspector-of,Distriot No..=3.

and found correct were approved and warrants ordered issued in.settlement of same, such bills
And accounts being on file in the office of the Clerk of the Circuit Court. The warrants issu-
ed from the respective funds being listed in the supplemental minute book as required by the
rules and practice of the $tate.Auditing Department, reference to said record and the list so
recorded being made a part of these minutes.
There being no further business on _motion duiy_. made..,;_..seconded and carried the =Board
