On motion made by Albert 0. Helseth seconded by 0. S. Michael and carried, it was ordered a Warrant be�drawn on the General Revenue Fund in payment of the above statement. At the request.of Messrs. Livingston and Carson -Platt of Fillsmere, a motion was made by Frank C. Vickers, seconded by C. S. Michael and carried and it was ordered the present bridge be replaced across Park Lateral in the Fellsmere Drainage_District and Frank A. Knight, Road Superintendent, was instructed to proceed with the work. There being no further business'on motion duly made,seconded and carried the Board then adjourned to meet at 10:00 p1clock A. M. The Board of County Commissioners of Indian River County met at the Court house in (Vero Beach, at 10:00 o'clock A. M., Tuesday, December 6th., 1938 in regular meeting with the following members of the Board present; E. P. Poole, Chairman; S. E. Glover, Frank 0. Vickers and Albert 01, Helseth. Absent was C. S. Miohael. Also present were Charles A. Mitchell, Attorney for the Board, dm. W. Frick, Sheriff and Douglas Baker, Clerk. Douglas Baker, Clerk was instructed and directed to draw Warrants on -the General Revenue Fund for $3.00 each for each Inspector and Clerk, and $3.00 each as rental,on the several polling places, as well as each Deputy Sheriff at the several voting places to cover cost of holding and conducting the General Election held Tuesday, November 8, 1938. Miss Leila M. Bunkl.ey, County Nurse, appeared before the Board and made the following report of her activities for'the month of November as follows, to -wit: NURSES° MONTHLY RMRT FOR NOVIMER 19338 Number of cases for the month were 182. n n visits r n n n 211. n n 14omes visited 84. n " visits in behalf of these case were 35. n n V. D. Clinics 4. n " V. D. Treatments 32. n n z cases referred to doctors were 33. n " cases to local hospital 9, n " cases to dentist 2. office interviews 1471. Eight school children had their.tonsils removed at local hospital. The doctors gave their services. Two mothers -.widows- applied for pensions. These were investigated and are making application for aid. Five cases other than medical relief were investigated and given relief. It was ordered 1. D. Carter, Winter Beach, be removed from the pulspers list as he,is now receiving old age assistance. It was .ordered babel Ashburn, Fellsmere, and Elizabeth McNeal., Winter Beach, be re 1 1 11 289, �mpved from the Mother's Pension Fund as they are now receiving State Aid to Dependent Children. it was ordered Mrs. Daisy Barker, Wabasso, Florida, be removed..from the paupers list. It was ordered Della Williams, Fellsmere, be placed on the paupers list to rpeeive the sum of $6.00 per month until the further orders of the Board. Mother's Pension application for Olive Watson, Winter Beach, was approved for the sum Of $15.00 peT month until the further orders of the Board. Mother's Pension application for Nellie Welling, Sebastian, Florida, was approved for .the sum of $20.00 per month until the further orders of the Board. It was ordered Mrs. Mary McRaven receive the -sum of $15,00 per month in lieu of $10.00 until the further orders of the.Board. It was ordered a Warrant be issued on the General Revenue Fund to Perry Padgett for the,sum of $10.00 to be used as transportation cost to Jacksonville for ray treatment for cancer, also that a Warrant be issued to Miss Leila M. Bunkley for the sum of $5.00 to be used as transportation cost for Dan Clark to Monticello, Florida. Coroner's reports in the matter of the death of Grant Nelson and Charles Nein were received and ordered filed in the Clerk's Office.. Constable C. S. Rice, appeared,before the Boal#d and requested that the reward of $75. which was offered by.the County, be paid to the parties -who gave C. S. Rice, N. B. Ryalls, L. B. O'Steen and Hubert Graves the information which led to the capture and arrest of one Doc Harris, Colored, who shot Commissioner C. S. Michael.. Itwasthen moved by.S. E. Glover second- ed by Albert 0. M. -.Hill, Jr..as a member of Board of Commissioners of Indian River Farms Fire Control District in the sum of $1,000.00 with A. M. Hill and A. W. Young as sureties was approved. Surety Bond for L. G. Darnell as member of Board of Commissioners ofIndianRiver Fire°Control District in the sum of $1,000.00 with A. W. Rohrbach and G. L. Harrell as sureties was approved. Charles A. Mitchell, Attorney, was requested to prepare Notices and Bids as to Wiring the Winter Beach Bridge and Bridge Tenders _House. -according to specifications prepardd by Commis- sioner C.S. Michael. Mr. Harry W..Damerow, City.Fngineer appeared before the Board with plans and -specifi- cations as to the proposed colored -Rest Rooms and stated to the Board that said plane and speci-11- fications were the same as those used for the construction of the Rest Rooms at the Ocean Beach to $1,000.000 Park. He further stated the.approximate cost of 'construction would be $8.00,CQ/ Mr. Damerow very generously offered his services as City Engineer and also stated that the City crew could be used for the work thereby holding the cost of construction to a minimun. It was agreed and understood that one half of the total cost would be paid by the County the other half to be paid by the City. It is yet to be determined as to the site or location of the proposed Rest Rooms. Mr. Charles S. Kuster.appeared before the Board with a proposal to purchase approxi - Si of SW* of SES - 2-33-39 - less 4009 to City mately thirteen (13) acres of land/ owned by the County and located near the Jail. Mr. Kuster further stated that his object in wanting to buy the property was for the purpose of building homes which would be financed by the Federal Housing Act. Charles A. Mitchell, Attorney was instructed to investigate the Board's right to sell or convey said property and report back to the Board his findings. Surety Bond for W. C. Graves, Jr. as member of Board of County Commissioners District No. 4 in the sum of $2,000.00 with -the Fidelity and Casulty Company of New York as surety was approved. 29U Mr. George A. Fames appeared before the Board and stated he was preparing plat of "Fellsmere Gables" which he desired to have approved as of this date as soon as same was comple ed. It was then moved by Albert 0. Helseth seconded by S. E. Glover and unanimously carried that Chairman, F. P.,Poole be instructed to execute approval of the proposed plati as of this date, upon its completion on behalf of the Board of County Commissioners. Honorable W.R.Duncan, Tax Assessor, appeared before the Board and submitted a state- ment of Commissions due him as.Tax Assessor of Indian River County as shown by the F. and I Report of Troy E. Moody, Tax Collector, of said County for the year 1937. Dist. 17 Total $ 159.26 'RESOLUTION Whereas, under and by virtue of the provisions of Section 6949, Compiled General Laws of Florida, the County Commissioners of Indian River County are empowered to lay out the said County of Indian River into Districts to be known as Cattle Districts; and Whereas, the said Board of County Commissioners have been petitioned to so lay out shQl Districts by the stock owners of said County and have taken into consideration the wishes of such.stock owners in said County with regard to thboundaries of said Districts and have met to the agreement and satisfaction of all interested parties -the territory to be contained within each of such Districts; therefore, Be_It Resolved that the Board of County Commissioners of Indian River County, Florida does herewith lay out the said County of.Indian River into Cattle Districts defined as follows: Cattle District No. 1 -- The said Cattle District No. l shall contain all territory situated -in Indian River County, Florida within the following limits, namely: Begin at the I. 1 e 1 1 1 29-1 Northwest corner of Indian River;,CoUnty, Florida, thence go East to:.,the line dividing Range 35 East and Range 36 East in said County, thence South along said line dividing said Ranges 35 East and.36 East to the point where said line intersects the South boundary of the right-of-way of State Road No. 30, also known as Atlantic -Gulf Cross State Road, thence proceed East along said South boundary of the right-of-way of said State Road No. 30 to the point where said right-of- way intersects the line dividing Ranges 3.7 East and 38 East in said County, thence proceed South along said dividing line of Ranges 37 East and 38 East to. -the South boundary line of Indian River County, thence proceed Nest along the South boundary line of Indian River County, Florida to the West boundary line of Indian River County, Florida, thence North along the West boundary line of Indian River County,71ori4a to the point where said West boundary line turns at right angles,.thence at such point proceed West along the South boundary line of said Indian River County to the West boundary line of Indian River County, thence North along.the West boundary line of Indian River County, Florida to the point of beginning. Cattle District No. 2 -- Cattle District No. 2 shall, be the territory lying within the follow- ing boundary lines, namely; Begin at the point where the dividing line between Ranges 35 East and 36 East intersects the North boundary line of Indian River County, thence proceed South along said line dividing Ranges 35 East and 36 East to"the North boundary line of the right-of- way of State Road No. 30, also known as Atlantic -Gulf Cross State Road, thence proceed East aionf said North boundary line of said State Road No. 30 to the Eastern terminus of the North boundary of said State Road No. 30 and from said Eastern terminus proceed due East on an extension of the. said North boundary line of said State Road No. 30 to the Atlantic Ocean, thence in a Northwest- erly direction along the Atlantic Oce4n to.the North boundary :.line of Indian River County, Florida, thencein a Westerly direetion..following the North boundary line of Indian River County to the point of beginning. Cattle District No. 3 -- Cattle District No. 3 shall be that portion of Indian River County lying within the following boundaries, namely: Begin at the point where the -South boundary line' of Indian River County intersects the Atlantic Ocean, proceed thence.West along said South boundary line of Indian River County to the point where the dividing line between Ranges 37 East! and 38 East intersects said South County line,thence proceed No;th along said dividing line between Ranges 37 East and 38 East to the point where said dividing line intersects the South boundary of the right-of-way of State Road No. 30, also known as Atlantie-Gulf Cross State 'Road, thence proceed Fast along said South boundary line of the right-of-way of said State Road No. 30 to the Eastern terminus of said State Road No. 30, thence proceed East on an extension of the said South boundary line of said State Road No. 30 to the point where such extended line inter- sects the Atlantic Ocean, thence proceed in a Southeasterly direction along the Atlantic Ocean to the point of beginning. Commissionerikm* C. Vickers introduced the foregoing resolution and moved its adoption. The motion was seconded by Commissioner S. E. Glover and declared adopted upon roll call by the following vote: Ayes: Poole, Vickers., Glover, Helseth. Nayes: None RESOLUTION Be It Resolved that the Board of County Commissioners of Indian -River County does here- by recommend to the Honorable Fred P. Cone, Governor of the State of Florida, the appointment of the individuals hereinafter named as Cattle Inspectors for the respective. Cattle Districts in said County, as follows: Mr. Hudson Parker of 'Fort Drum , Florida to be Cattle Inspector of District No. 1 in Indian River County, Florida. 29� Mr. Gilbert Barkoskie of Fellsmere, Florida to be Cattle Inspector of District No. g in Indian River County, Florida. Mr. A. 3. Sueverkruebbe of R. F: D. Vero.Beach, Florida to be Cattle Inspector of District No. 3 in Indian river County, Florida. Be It Further Resolved that a certified copy of this Resolution be f6%Varded to the Honorable Fred P. Cone, Governor of the State of Florida. Commissioner 'Frank G;Virs`introduced the foregoing Resolution and moved its adoption, which motion was seconded by Commissioner S. E. Glover and upon roll call it was declared adopt ed by the following vote: Ayes: Poole, 'Vickers, Glover, Helseth. Nayes: None. .The County Depository filed its monthly statement, showing-receipts.and disbursements of various funds which having been audited were found to be correct. The several bills and accounts against the County having been audited, were examined and found correct were approved and warrants ordered issued in settlement of same, such bills and accounts being on file in the office of the Clerk of the Circuit Court. The -warrants issu- ed from the respective funds being listed in the supplemental minute;>book as required by the rules and pr4otiue of the State.Auditing Department, reference to said record and the list so recorded being made a part of these minutes.
