On motion made by S. E. Glover seconded by Frank C. Vickers and unanimously carried it was ordered the County Nurse be instructed that authorization be made by her on behalf of the County Commissioners for the expenditure of.County Funds other than at a regular meeting Of the Board only in the event of emergencies and in such emergencies the County Nurse be authorized to incur a tdtal expenditure of not to exceed $10.00 and in the event of an emergency regarding the expenditure of more than,$10.00 the same be not authorized unless with the approval of the member of'the Hoard from the District in which the emergency arises. Also that when patients or -applicants who are employed or own their homes or other property apply for County Assistance that same be not authorized. proved. The minutes of November 1st., 22nd, also December 6th., and 16th. were read and ap- The County Depository filed its monthly statement, showing receipts and disbursements of various funds which having been audited were found to be correct. The several bills and accounts against the County having been audited, were examined and found correct were approved and warrants ordered issued in settlement -of same, such bills and accounts botag on file in the .Office of the Clerk of the Circuit Court. The warrants issued from the respective funds being listed in the supplemental minute book as required by the rules and practice of the State Auditing Department, reference to said record and the list ,so record- ed being made a part of these minutes. The Board of County Commissioners of Indian River County�met at the Court house in Vero Beach, at 10:00 o'clock A. M., Tuesday, February 7th., 1939 in regular meeting with the following members of the Board present; Albert 0. Helseth, Chairman Protem; S. E. Glover; W. C. Graves, Jr.; C. S.. Michael and Frank C. Vickers. Also present was Charles A. Mitchell, Attorney for the Board; Wm. W. Frick, Sheriff and Douglas Baker, Clerk. The minutes of January 5th., 1939 were read and approved. Mrs. Perth B. Owens, WPA Supervisor.of this area appeared before the Board and pre sant- the proposed ed/Project and Budget of the WPA Spring Room for the ensuing year and after careful consideratio it was moved by W. C. Graves, Jr. seconded by Frank C. Vickers and unanimously carried that same) be adopted and approved and that the County would appropriate the sum of $50.00 per month in lieu of -$35.00 per month which had been paid in the past with the understanding that Mrs. Rose Toohey retained, if possible, in charge of the local WPA Sewing 'Room. The Board approved Grocery orders not to exceed the sum of $10.00 per month for Bars. W. L. Patton, Roseland, Florida. Mr. Oscar Williams appeared before the Board and requested assistance for Mfrs. Rachel Sapp, Winter Beach, Florida. It was stated by Miss Leila M. Bunkley,. County Nurse, that the Sale Seal/organization of this County would take care of this request in furnishing milk for Mrs. Sapp. 1 It was ordered a warrant be issued to W. B. Duncan', Tax Assessor, for the sum.of $250.00, on the Outstanding Indebtedness fund as payment on Commissions due Assessor as set out in Auditor's Report, dated April 25th., 1938. O L U T I O 17. ---------- Commissioner Helseth introduced the following resolution and moved its adoption,tboaw t` Whereas, the statutes of the State of Florida provide that this Board select at Its first regular meeting in February of each year a newspaper in which shall be published advertise. menta by the Tax Collector of the sale of lands upon which taxes are unpaid and delinquent as provided by Section 969 of the Compiled General Laws of Florida, and for other purposes, and this meeting of the Board of County Commissioners of Indian River County being the first regular meeting of such Board in February, 1938; Be It Resolved that this Board does herewith select e)nd designate Fero Beach Press - Journal, a newspaper published in'Indian Itiver-County,,i Florida, and.whioh newspaper has been continuously published in said County for a period of not less than one year prior to this date, as the newspaper in which shall be published by the Tax Collector of Indian River County, Flori- da advertisements and notices of sales of real estate for non-payment of taxes required to be paid on such real estate and as the newspaper in which shall.be published any and all other publications and notices and the selection of which such newspaper is a duty of this Board. BE IT RESOLVED BY THE BOARD OF COUNTY COMMS IN SESSION DULY ASSLED, OF INDIO RIVER COUNTX# FLORIDA., Section 1. That, in the consideration of the matters hereinafter referred to, the attention of the State-Board,of Administration, Tallahassee, Florida, is directed to the resol- ution adopted by this Board at a regular meati -ng held on -the 21st day of January, A. D. 19389 authorizing and ordering the issuance of the Road and Bridge Refunding Bonds hereinafter more particularly identified, certified copy of which has been heretofore supplied to said State Board by the Clerk of this Board, which said Refunding Bonds, heretofore deposited in escrow wi the State Treasurer as ex officio Treasurer of Indian River:County pursuant to't.t.e provisions and subjeot.to the terms.end conditions of Section.4(g) of. said_..resolution identified, are des- cribed as follows: Date of Issue Designation July 1, 1937 Indian River County, Florida, Road and Bridge Refunding Blinds 4/5% - Series A - 4/6% - Series B - $23,300.00 207.689.28 Amount of Issue $2319189.28 Section`2. That the said State Board of Administration is hereby directed, in view of, the refunding of the originally outstanding bonded indebtedness, to transfer to an Interest and Sinking Fund Account for said Road and Bridge Refunding Bond issue described hereinabove, all interest and diftking fund balances of Indian River County, Florida, credited to the bonded.inde -edness fefund6d pursuant to said resolution identified. Section 3. That, after effecting the transfers of funds as provided in Sections 2 and 4 hereof, said State Board is hereby directed to remit to the designated paying agent sufficient money to ppy interest coupons due on such of said Refunding Bonds as are issued under instruc- tions heretofore furnished, it being understood that the bond and coupon schedule which has been or will be furnished to said State Board is based.upon_the ultimate issuance of all of said Re- funding Bonds identified., and shall be.consider_ed as.ratably applicable to the extent said bonds are actually issued; or, as an alternative procedure, in view of the fact that all outstanding bonds of said Refunding Bond issue identified are or will be owned by and held in the interest and Sinking Fund Account of the $6789000.00 St. Lucie County, Florida, Road and Bridge Refunding 304 Bond issue dated July 1, 1937, administered by said State Board of Administration, the said State Board is authorized, in its discretion, to make direct payment of funds to the Interest and Sinking Fund account of said St. Lucie County Refunding Bond issue for-the.purpose of paying interest coupons, as the -same become due, detached from said Indian -River County Road and Bridge Refunding Bonds held by said St. Lucie County account. Section 4. That, although this Board has heretofore -adopted the provisions of C 15,891, General Laws of Florida, Acts of 1933, known as the Kanner Bill, for and in behalf of the particular indebtedness refunded under the resolution above identified, and desires to con - tine operations under said law lexcept where said operstions would interfere with the coupon payments as hereinabove provided to be made, and, except as it may hereafter appear necessary further amend or modify its action in adopting the providions of said law), nevertheless this - Board has determined and does hereby declare that the best interests of the County, and the taxpayers therein, are served if sufficient funds are transferred from the socalled Kanner Bill. account for the indebtedness refunded under the identified resolution to make the payments authorized to be -made as hereinabove specifically provided, in Section 3 hereof, and the said State Board is hereby directed to make such transfer when and as necessary, it being the desire of this Board of County Commissioners that all ad valorea taxes credited to the Interest and Sinking Fund Account of said Refunding Bond issue as hereinabove set forth be first used for the designated payments and only such Kanner Bill funds transferred at any time as are necessary to make up the difference between the available tnteres.t and -Sinking Funds and the total amount required to be paid hereunder. Section 50 That the State Board of Administration is hereby requested to approve the transaction herein prOvided for, and to instruct its proper officers to do and perform, from time to time, the acts hereinabove authorized, Section 6. That the Clerk of this Board Is..hereby instructed to prepare in tabulated form and certify to said State Board "in due course a full description of the Refunding Bonds as comprised in the resolution above identified, setting forth the bond and coupon schedules of said issues to the -maturity thereof, and the Clerk shall also forward two (2) certified copies of this resolution to the said State Board of Administration whieh'shall constitute the authorit of slid Board, and of the State'Treasurer as ex officio County Treasurer,, to- do and perform all acts and things necessary to accomplish the purposes set forth herein; and the Clerk shall for- ward two (2) certified copies of this resolution to R. James appeared before the Board and offered his service as a full time County Technical Engineer for +4e sum of $200.00 per month or part time service in the capacity of County Technical Engineer for the sum of $125.00 per month. This offer was taken under con- aideration ty the Board. Mr. James also filed a report as to the progress that had been made in obtaining right-of-way of Road No. 30, The Board placed an order with the Glidden Paint Company, West Palm Beach, Florida foi One Hundred (100) Gallons of Driwal for Water -proofing the Court house. The cost of material will be approximately $180.00. The Glidden Paint Company was represented by Mr. L. C. Driggers and Mr. M. H. Hall of West Palm Beach, Florida. Hiss Leila M. Glover, deconded by Frank C. Vickers and carried the Board appropriate $40.00 for a page in the Vero Beach Press -Journal Progress Addition for advertising purposes. On motion made by Frank C. Vickers, seconded by S. E. Glover and carried the sum of $100.00 was appvoyedsfor,(:the Sebastian Band Association and it was ordered a warrant be drawn on the General Revenue Fund for this amount. It was moved by W. C. Graves, Jr., seoonded by S. E. Glover and unanimously carried the Board sponsor three `3) Road Projects as follows: No. l.- Lateral Aa Road from Cross State Highway to Wabasso Road and from Hutchison Corner South two `2) miles to other side of Oslo Road to Dale Talbert's Grove. The Clerk was instructed to write Mr. Harry A. Meyers of West Palm Beach, and request a representative of his office to contact W. C. Graves, Jr. with reference to said Road Project . Judge Otis M. Cobb appeared before the Board representing Mrs. E. Carlton at Roseland Florida and stated that Mrs. Carlton is asking 4500.00 fire damage from a fire which was alleg- ed it having been set by men employed by this County.. The County Depository filed its monthly statement, showing receipts and disbursements of various funds which having,been audited were found to be correct.. The several bills and accounts against the County having been audited,were examined and found Aoo-#e- correct were approved and warrants ordered issued Un, settlement of same, such bills and accounts being on file in the office of the Clerk of the Circuit Court. The warrants issued from the respective funds being listed in the supplemektal minute book as required by the rules and practice of the State Auditing Department, reference to said record and the list so recorded being made a part of these minutes. There being no fufther business on motion made seconded and carried the Board then adjourned. The Board of County Commissioners of Indian River County met at the Court house in Ve Beach, at 10:00 A. M., Tuesday, March 7th., 1939 in regular meeting with the following members of the Board present; C. S. Michael, Chairman; ,Albert 0. Helseth; S. E. Glover and W. C. Graves, Jr. Absent, Frank C. Vickers. Also present was Charles A. Mitchell, Attorney fdr the Board; Wm. 9. Frick, Sheriff and Douglas Baker, Clerk. Secretary E. G. Thatcher appeared before the Board and Exhibited Blue Ribbons that were won by the Fruit Exhibit from Indian River Countycat the Central Florida Exhibition at Orlando. He also gave a report as to Finan®6s received and disbursed regarding the Exhibit from this County and commended Honorable George ' Tippin, Supervisor of Registration who had charge of the Exhibit for the successful management and requested the County pay Mr. Tippih the sum of $25.00 to pay for a part of his time that was devoted to.th s work. It was then moved by S. E. Glover, seconded by W. C. Graves, Zr. and unanimously carried that Mr. Tippin be paid the sum of
