HomeMy WebLinkAbout4/4/19391 3!3 TUESDAY. APRIL 4th., 1939. The Board of County Commissioners of Indian River County met at the Court house in Vero Beach, at 10:00 O'clock A. M., Tuesday, April 4th, 1939.in regular meeting with the following members of the Board present; C. S. Michael, Chairman; Albert 0. Helseth; S. E. Glover; W. C. Graves, Jr. and Frank C. Vickers. Also present was Charles A. Mitchell, Attorney for the Board; Wm. W. Frick, Sheriff and Douglas BakeT,Clerk. It was ordered M. L. Lisle, Winter Beach, be removed from the paupers list as he is now receiving Old Age Assistance. Mother's Pension application for Mattie Hauck Gore was approved for the sum Of $10,00 per month until the further orders of the Board. Mr. Donald Forbes and Walter Kitching appeared before the Board and requested the cooperation and assistance of the Board in order that the County Commissioners Districts No. 4 and 54 namely Verb, Beach and Oslo be changed so as to be more,gquitable. Charles A. Mitchell, Attorney,�advised these men that Districts could be changed at certain times by a petition signed by two-thirds (2/3) of the registered voters of the Districts affected and by a.vote of three-flfths�(3/5) of the Commissioners or he thought that it could be done by an alit of the Legislature and that he would be glad to investigate the matter further. Honorable George W. Walters presented Cornner'.s reports in the matter of the deaths of Flemming Bing, Cary Smith, William Wall Alias "Pat" and William McEaehin which were received and ordered filed with the Clerk. On motion made by W1 e. Graves, Jr., seconded by Albert 0. Helseth and carried the Board appointed a Committee consisting of Charles 4, Mitchell, Attorney, Douglas Baker, Clerk and C. S. Michael, Chairman to make the necessary arrangements and appointment for a meeting w members of the State Road Departiaett, Dr. G. L. Harrell, Representative of Indian River County "I and Senator, A. 0. Kanner, to be held in Tallahassee, at their convenience, in order that the personal of this Board could meet with them and make a determined effort to have the State Road Department reduce the present requirement of 130 feet to 100 feet for the right-of-way on State Road No. 30. RES 0 LU'T1 0N. Commissioner S. E. Glover introduced the following resolution and moved its adoption: WHEREAS, The State Board of Administration has submitted certain' proposals of individ- uals, firms and corporations offering to sell to said Board of Administration certain bonds of Indian River County, and obligations assumed by said County., under the provisions of House Bill No. 30, acts of the 1933 Legislature; and WHEREAS, after carefully considering all of -Auxft. proposals and taking into consider- ation the amount of funds available for that purpose, and the approximate value of said bonds obligations, it is deemed advisable and expedient to purchase and cancel certain of said bonds 'and obligations to -wit: St. Lucie County 4uay Bridge District 6% Pond, dated December 1, 1922, due December 1, 1938, at a price of $950.00 Net, No Past Due Cpupons Attached, as designated offering "A". THEREFORE, BE IT RESOLVED, by the Board of County Commissioners that the State Board of Administration be requested to purchase and cancel the securities listed above at the price quoted. The resolution was duly seconded by Commissioner Graves and upon being put to a vote the same was unanimously adopted. Deputy Sheriff's Bond in the sum of $1000.00 for.Elbert Knight with W. C. King and J. L. ]might as sureties was approved. W.• C. Graves, Jr. and Harry W. Damerow, Committee on Colored -Rest Rooms, reported no decision had been reached as yet regarding a suitabl 0ocation but that the proposition would be brought up before the Business Men's Association at their next meeting. On motion made by W. C. Graves, Jr., seconded by Albert 0. Helseth and carried it was ordered that Frank A. Knight, Road Superintendent, provide transportation to West Palm Beach on April 10th. for 13 to 20 CCC boys. It was moved by W.C. Graves, Jr., seconded by Albert 0. Helseth and carried that Charles A. Mitchell, Attorney, was instructdd to prepare a Bill for the Board of County Commis- sioners that would empower the County to levy an amount not to exceed three (3) mills for County Wide Fire Protection. Mr. R. D. Reams appeared before the Board regarding the Read Petition signed by J. A. Harris and others and was informed that the County was not in any position to finance -the build- ing of 1new roads at the present time but that further consideration will be given as soon as possible. On motion made by W. C. Graves, Jr., seconded by S, F. Glover and carried Douglas Baker, Clerk, was instructed to write a letter to Mr. Roy Schroder, State Director of WPA, Jacksonville, Florida, sending a copy of same to Mrs. Rosalie Avedon, Wiest Palm Beach, Florida, remommending Mrs. V. M. Michael, Wabasso, Florida for Supervisor of the Local WPA Sewing Room. Mrs. J. M. Arbough, Mrs. Joe Ford and Mr. Kenneth Prince appeared before the Board be with a petition signed by William Prince and others requesting this Board to cause to/marked' the NE Corner of Okeechobee County which is the Corner between and dividing Indian River., and said Okeechobee Counties for the purpose of defining the lands which are now in question. }lir. Prince was advised by Attorney Mitchell that this was not the Counties responsibility, but was up to the property owners of those lands to obtain a licensed surveyor who would be agreeable to all parties concerned and have a survey made. It was ordered the public liability and property damage insurance on County owned Trucks be renewed with the Buckingham.;dheeler Agency and with F. W. Rodenburg, Agent. The motion was made by Vii. C. Graves, Jr., seconded by S. E. Glover and carried. A. M. Hill, Jr., Secretary and Treasurer of the Indian River Fire Protective Associa- tion appeared before the Board and requested a donation for the purpose of Fire Protection. The Board informed Mr. Hill that they were eery much in sympathy with the program but because lack of finances it would be impossible to make a donation at the present time. Charles S. Kuster appeared before the Board and presented a.Check in the sum of $81. representing a refund On the Workmen's Compansation Insurance Premium which was accepted and' ordered placed in the Road and Bridge Fund. Bids were received for applying Dri wal Water Proofing Material and for caulking and filling all holes & crahks,restoring all bricks to their original color &nd remove all white spots on the Court house building by the following contractors; Schlitt Brothers for the sum of $173.009 J. E. Singley for the sum of $195.00 and Edward H. Klingsick and Son for the sum of $576.00. On motion made by J. C. Graves, Jr., seconded by Albert 0. Helseth and carried the contract was awarded to Schlitt Brothers for the sum of $173.00. Chakles A. Mitchell, Attorney, was instructed to prepare Bill to be introduced in the Legislature regarding abandoned wells, in Indian -River County which are frequently lett open pr rust open, causing a waste of water and the overrlowing of lands thereby creating breeding places for mosquitoes. Communications from Mrs. d. M. Bostwick, Jr., Tallahossee,.Florida,'County Commissio ers of Highlands County and from Vivian Collins the A4jutant General were received and ordered filed. • 1 Honorable Troy E. Moody extended an invitation to members of the Board bd attend a meeting of the Kiwanis Club to be held dednesday, April 19th., at 12:15 P. M. and said invit- ation was accepted by the Board. It was ordered Mrs. Rudolph Kersey receive the sum of $10.00 per month from. the General Revenue Fund until her husband is released from Jail. It was moved by W. C. Graves, Jr., seconded by Frank C. Vickers and unanimously carried to rescind a former action of this Board not to rent County equipment and it was ordered that the County Grader be rented at the rate of $3.00 per hour and the County Dragline be rented atthe rate of $4.00 per hour with the understanding that the applicant pay one-half W the cost of transportation of the eq#pment when moved from one location to another. Honorable W. R. Duncan, Tax Assessor appeared before the Board and stated in his opinion it would be a good idea to have introduced in the Legislature a State Bill providing for some one to examine Deeds before they were recorded in order to avoid any mistkkes or errors as to the property desetiption therein. The Board appointed a Committee consisting of f. R. Duncan, Charles A. Mitchell and Douglas Baker to investigate the possibility of having such a Bill prepared and introduced. Honorable N. R. Dunca4sTax Assessor appeared befo" the Board and submitted a state- ment of commissions due him for assessing the taxes and preparing the Tax 'Roll for the gear 1938' as to General School County Wide Maintenance in the sum of $296.86 and then on motion made by $a E. Glover, seconded by Frank C. Vickers and carried,the Bill was approved by the Board. The several bills against the County having be en audited , were examined and found eorrec were approved and grants ordered issued in settlement of sama, such bills and accounts beim on file in the office of the Clerk of the Circuit Court. The w rrants issued from the respect- ive funds being listed in the supplemental minute book as required by the rules and practice of the State Auditing Department, reference to said record and the list so recorded beim ihade q part of these minutes. The Board of County Commissioners of Indian River County met at the Court House in Vero Beach at 10:00 o*clock A. Mo Tuesday, May 20 19390 in regular meeting with the following members of the Board present: C. S, Michael, Chairman; Albert 0. Helseth; S. E. Glover; WO C. Graves, Jr; and Frank C. Vickers. Also present were Charles A. Mitchell, Attorney for the Board, William W. Frick, Sheriff, and Douglas Baker, Clerk. Mrs. Heath and Mr. Varder appeared before the Board and requested that certain steps be taken in order that drainage may be provided for their property on which they reside which is on the north side of Cross -State Road #30 and approximately seven miles west of Vero Beach. These parties were assured that consideration would be given their request. ]yrs. A. Romani appeared before the Board and requested that the road to their home and east -of Emerson Avenue bd graded. This request was granted and Frank A. Knight, Road Superintendent, was instructed to proceed with the work. The minutes of March 7 were read and approved. It was reported that in order that the mail route be continued it would be necessary to construct a bridge for J. E. Mills and after consideration it was ordered that said bridge be constructed. Notary public bond in the sum of $500 for John W. E, Wheeler with the American Surety Company of New York as surety was approved. Charles S. Kuster and Rick Insurance Agency submitted bids for public liability and property damage insurance on county trucks, also insurance covering deputy sheriffs. With regard to the latter, the Board requested Sheriff Frick to furnish accident insurance for his regular deputies and suggested that he pay one-half of the cost of the premium and the Board would pay the other half. It was moved by W. C. Graves, Jr., seconded by S.E. Glover and unanimously carried that C. S. Michael, Charles A. Mitchell and William W. Frick be appointed a committee to work out workmen's compensation insurance with a maximum of four deputies at $1800 each. It was moved by W. C. Graves, Jr., seconded by S. E. Glover and unanimously carried that application of Walter Roddenberry for,admission to State Tuberculosis Sanitorium with fam- ily paying county's share of expense.be approved. It was moved by S. E. Glover, seconded by Frank C`. Vickers and carried that hospital bill of Warren Donaldson be approved up to the limit of $50. It was ordered Mrs. S. K• Kersey be placed on the paupers list to receive the sum of $6.00 each month until further orders of the Board. 1 1
