The Board took under advisement, a request from Charles S. Kuster, for assistgnee ink
behalf of Mrs. Roy Lingenfelter and 10 year old son.
At the request of Mr. George T..TiePin, the Board appropriated $200.00 from the pub -
blicity fund in the 1939-1940 budget for the Indian River County.$xhibit at the Tamba State
Fair commencing the last week in January -;1940. The Board..authorized Mr. T.ippin to attend a.
meeting to'be held in Tampa, July 14,.1939, of all County Agents and representatives of Countls,
who participated, to revise premium list and to suggest any.new regulations that may be thought
necessary, the expenses of'the trip be paid by the County.
George A. James, surveyor, appeared before the Board and presented a plat of a Resub-
division of Block 1, and a -strip of land north of Block 1 designated as Kirk Brothers -to A. G.
Roberts et al, all as shown on a plat. of. Edgewater Park, a S/D of Section -6, Township 31 South,
Mange 39 East in City of Sebastain as recorded in Plat Book 1,, at page 23 of the records of
Indian River.County., for approval by'. th s Board._in_.,,�,"cA 'carmity with the .law. The Chairman: ,was
instructed to.. execute approval of. his __plat .on b_eh f..of the -board County' Commissioners.
The County Depository filed its monthly- statBmett siring roesipts and - disb=vMents
of the Vario}s funds which having been audited were found to be correct.
The several bills and accounts against the County havingtbeen audited, were examined
and found correct, were approved and warrants ordered issued in settlement of the same, such
bills and accounts being on file in the office of the Clerk of the Circuit Court. The.wa
isauedofrom the respective funds being listed in the Supplemental Minute.Book as required by
the rules and practice of the State Auditing Department, referefte to said record and the list

The Board of County Commissioners of Indian River County met at the Court house in
Vero Beach, at 2:00 o'clock P.M. Saturday, July 15, 1939 in regular adjourned meeting w13th-the
following members bf the,Board present; C. S. Michail, Chairman;, Albert 0. Helseth, S. E. GlovF
.and Frank C. Vickers. Absent: W. D. Graves -,,Jr, Also present were Wm..WFrick, Sheriff; Chas.
A. Mitheell, Attorney for the Board, and Douglas Baker, Clerk.
Messrs. T,. F. Palmer, N. B..Ryall, A. S. Pfarr,.S. C. Bbers, E. E. Smith, D. C. Cox,
and R. D. Carter, citizens and tax payers.of Wabasso and Indian River County appeared before
the Board regarding a drainage promblem that confronted them on their property near and ad-
joining the Wabasso-Oellsmere road -running Nest of the Lateral (A) road. After.donsiderable
discussion as to ways and means of solving the problem, it was moved by A. 0. Heleeth, secondee
by S. E. Glover and carried, that the County furnish the drag line labor and fuel to dig a
ditch to releive the drainage sitaation,,for-the sum of 120.00 per day (8hrs.) or if deemed ad-

order to try and equalize the drainage. Attorney Mitchell advised that in the event the ditch

Mr. Thomas B. Shelley representing Clewiston Motor Company, appeared before the Board
with regard to a Motor -Grader for the County. It was,itoved by S. E. Glover, seconded by'Albert
0. Helseth, and carried that Attorney Mitchell be instructed'to prepare a notice for bids on
a Motor -Grader.
It was ordered that.Douglas Baker, Clerk, be allowed to purchase a Lien Record book
for the Clerks office, same to be paid frcmtthe Excess Fe -e Fund.

The following description of the center line of .a road, known as Braddock Road in
Indian River County, north of State Rodd No. 167, is intended to describe a road night of Way,

required by law before entering on our duties make this our general report: That we proceeded
to the said proposed location of the said publiceroad upon -the 15Vh day of July, 1939, and
viewed and marked out the followingaas the best route for said proppsed"Irood. (Said road is to
be (66} feet wide)
From State Road No 167 to Brevard -Indian River County Line in Township 31 South,
Range 38 East, and the exact route of said.°road-to be as described in petition and as herein-
before set out in said report.
THEREFORE, having performed the duties required by law under the appointment of your
honors, we pray to be discharged.

accepted and approved, and it was ordered that said proposed road be advertised for 30 days,

The Board of County Commissioners of Indian River County met at the Court house in
Vero Beach, at 9:30 A. M. Tuesday, August 8th, 1939 in regular adjourned meeting with -the fol-
lowing members of the Board present; C. S. Michael, Chairman; S. F. Glover, W. C. -Graves, Zr.,
and Frank C. Vickers. Absent: Albert 0, Helseth. Also present were Wm. W. Frick, Sheriff; Chas
A. Mitchell, Attorhey for the Board, and Douglas Baker, Clerk.
The minutes,of June 6th, 22nd, 29th, Tuly 3rd 4th and 7th were read and approved.
It was ordered Henry DeLong, Henry Noble and Manuel Baine be removed from the Pauper
list since they had been reinstated to receive State Aid.
Attorney Ed. Denison appeared before the.Board, in behalf of. St.. Lucie County, and
presented an alleged claimo said to arise under the act.creating.Indian River County and with
reference to cert-4iz tax redemptions. Spid claim was referred to.Attorney Chas. A. Mitchell,
Mrs. Mabel Zohnson, Supervisor of the `housekeeping Aid Project, appeared before the
Board and explained the services to be rendered.in connection with said project and asked that
an appropriation be made to assist -An transportation -and -other incidental expenses* an motion
made by S. E. Glover,_seconded by Frank C. Vickers and carried, an appropriation of $10.00 per
month, to be peid from the. General Revenue Fund, was made for this project.
Commissioner Frank C. Vickers introduced the following Resolution and moved its adopt-
ion, to -wit:
WEMMAS, an opportunity is offered Indian River County to exploit, publicize, adver-
tise and otherwide advance the horticultural, agricultural, commercial and other interests of
Indian River County thru the display of agricultural products, industrial products, dioramas
and other display.materials by -a public showing at a leading Fair or Exposition to be held in
the State of Florida during the tourist season of 1940; and
WHEREAS, the agency best fitted to properly design, create,_ operate and maintain said
Exhibit for said county,is.FLORIDA HAT'IONAL EIgIBiTS INCA; a non-profit corporation created
under the Laws of Florida for the purpose of designing, constructing, maintainin&'and operat
Exhibits and Displays on behalf of the State of Florida and its citizens at important FAIRS
and WOSITIONS9.as evidenced by the past fire years of sucoossful operations at Chicago, New
Yprk a4d Cleveland; and
_ ASW.2aca-Traak and Gasoline taxes accruing to this County have been greatly in-
creased as t ge result of Florida' -s participation in the aforesaid Expositions; and
