August -8, 1939 with the understanding that the next regular meeting of said Board should be
held August 8, 1939 and.therefore no quorum of.said Board being present on August 1, 1939, the

The Board of County Commissioners of Indian River County met at the Court house in
Vero Beach, at 9:30 A. M. Tuesday, August 8th, 1939 in regular adjourned meeting with -the fol-
lowing members of the Board present; C. S. Michael, Chairman; S. F. Glover, W. C. -Graves, Zr.,
and Frank C. Vickers. Absent: Albert 0, Helseth. Also present were Wm. W. Frick, Sheriff; Chas
A. Mitchell, Attorhey for the Board, and Douglas Baker, Clerk.
The minutes,of June 6th, 22nd, 29th, Tuly 3rd 4th and 7th were read and approved.
It was ordered Henry DeLong, Henry Noble and Manuel Baine be removed from the Pauper
list since they had been reinstated to receive State Aid.
Attorney Ed. Denison appeared before the.Board, in behalf of. St.. Lucie County, and
presented an alleged claimo said to arise under the act.creating.Indian River County and with
reference to cert-4iz tax redemptions. Spid claim was referred to.Attorney Chas. A. Mitchell,
Mrs. Mabel Zohnson, Supervisor of the `housekeeping Aid Project, appeared before the
Board and explained the services to be rendered.in connection with said project and asked that
an appropriation be made to assist -An transportation -and -other incidental expenses* an motion
made by S. E. Glover,_seconded by Frank C. Vickers and carried, an appropriation of $10.00 per
month, to be peid from the. General Revenue Fund, was made for this project.
Commissioner Frank C. Vickers introduced the following Resolution and moved its adopt-
ion, to -wit:
WEMMAS, an opportunity is offered Indian River County to exploit, publicize, adver-
tise and otherwide advance the horticultural, agricultural, commercial and other interests of
Indian River County thru the display of agricultural products, industrial products, dioramas
and other display.materials by -a public showing at a leading Fair or Exposition to be held in
the State of Florida during the tourist season of 1940; and
WHEREAS, the agency best fitted to properly design, create,_ operate and maintain said
Exhibit for said county,is.FLORIDA HAT'IONAL EIgIBiTS INCA; a non-profit corporation created
under the Laws of Florida for the purpose of designing, constructing, maintainin&'and operat
Exhibits and Displays on behalf of the State of Florida and its citizens at important FAIRS
and WOSITIONS9.as evidenced by the past fire years of sucoossful operations at Chicago, New
Yprk a4d Cleveland; and
_ ASW.2aca-Traak and Gasoline taxes accruing to this County have been greatly in-
creased as t ge result of Florida' -s participation in the aforesaid Expositions; and
WH sn i all lines offi bus ness in the State '. of Florida have been benefitted as a re -
suit of said Florida State Fxhibits;

INC „ ,in designing, preparing, exhibiting and operating the aforementioned exhibits for displ
at a leading Fair or Exposition to beheldin the State of Florida during the Winter Season
of 1940, and that we provide the cost,of said exhibit thru inclusian in the General fund of
Indian River County*a budget for 1940-1941, $424.00, an amount equal to five cents per capita
population as determined by the census of 1935; and
BE IT FURTHER SOLVED that the exhibits herein ppovided for shall be loaned to the
Florida State Exhibit at New York World's Fair during the year 1940, and
BE IT FURTHER RESOLVED, That Ude, as and constituting the Board of County Commissi
of Indian River County, on this date DO HE MBY SUBSCRIBE AND PLEDGE for the foregoing purpdses
and HEREBY AGREE AND PROMISE to pay to the FLORIDA NATIONAL E - BITS, INC., through its Treasur r
George D. Hore, 772 Nest Bay Street, Jacksonville, Florida, the sum of Four hundred twenty-four

Frank A. Knight, Road Superintendent, was instructed to repair the roof of the house
in which Mrs. Elizabeth Tillis resides.
Mrs..Bertha Morrison appeared before the Board and stated that her son, Edgar Morri
who was in jail, had a cancer on his lip and.requested that he receive treatment for the same.
Dr. M601611an was called in and he stated to the Board that there was no immediate necessity
for such.treatment and that same could be deferred until.some further date.
Mr. F. C. Poppell again appeared before the Board with regard to Winter Beach Cemet
to
Project and he was advised every thing possible was being ddne/ expedite the opening of same.
Sheriff William W. Frick filed his semi-annual report of fees and commission for the
period January lst., 1939 to June 30th., 1939 as follows:

Thd. Clerk reported a refund of $14.00 from U. S. Treasury Department of Veterans,
in case of Roy H. Lingenfelter for hospitalization and professional services rendered for
incompetent Veterans and it was ordered deposited in the General Reveaue Fund. He also reported
a refund of $30.92 from Chas. S. Kuster on Workmen's Conpensation Insurance Premiums and vias.

Application of Sherman Henry, (col) Spillway, for admission to the Florida State
Tuberculosis Sanatorium, Orlando, Florida was approved with the understanding that the Indian
River County Tuberculosis Association would be responsible for one held of the County portion;
Of the costs.
Mr.O. C. Minton, member State Welfare Board and Secretary E. G. Thatcher appeared
before the Board and explained the Specialized Child Welfare Service being carried on in sever
Counties in the State and requested the cooperation of the County Commissioners in order that
unit of Specialized Child Welfare Service be established.in Indian River County, The Board was
unanimous in expressing approval of the plan and pledging the fullest cooperation to establish
such a service in*this County.
Mr. W. H. Boyd of the Speeder Machinery Copporation appeared before the Boar4 with
regard to purchasing the Universal Crane owned by the County and which is now shored in Miami.
Chas. A. Mitchell, Attorneywasinstructed to prepare notice inviting bids for the purchase
from the County ,of the said Universal Crane as heretofore mentioned.
Dr. R. B..Harded appeared before the Board stating Dr. Cliese failed to.make require-
ments necessary to practiee mgdieiae, and requested the Board authorize Chas. A. Mitchell,
Prosecuting Attorney, to enforce statutes regarding same.

On motion made by S. F. Glover, seconded by W. C. Graves and unanimously carried the
salary of 1rahk A. Knight, Road Foreman was set at $110.00 per month effective July 1st, 1939
until the .further, orders of the Board.
A bird was received from the Vero Machine and Supply shop to furnish steel door
and window guards tot the jaild but no action was taken.
Douglas;Baker, Clerk, was -instructed to invite members ofthe.Drainage District Board
to meet with this Board at the next regular meeting to be held September 5, 1939 for discassio
relative to obtaining' -tight of way for the improved highway oid State Road # 30.

WHEREAS, there is a surplus in;the maintenance fund account of Nero Bridge District
in an amount of $900.00; and
-WHEREAS, there are now due certain a'oupons on bonds issued by said Fero Bridge Dist -
No. 38 due duly 19 19,38c*. Coupon
riot aggregating $000,40 and being ooupon/No..139 die January 1, 1939, and coupon No. 40 due
July 1, 1939, each --detached from bonds numbered 24 to 33, both inclusive, issued by Vero Bride

District, and it4adVantageous to said District that said coupons be purchased from the present
holders thereof in order t6 avoid increased tax levies in said District, and there being no
funds available, - in the interest and siAlging fund' of said District for the payment of said funds
at this time; therefore,
BE IT MOLVED that $900.00 of the maintenance funds of hero Bridge District be in-
vested by the`purhhase at and for the sum of 4900.00'of the interest coupons hereinbefore des-
cribed and that the Clerk and Secretary to this Board be, and he is, hereby directed to comple
said purchase as herein provided and to keep said interest coupons as assets of said maintenanc
fund of said District.

To provide Treasury funds for the QUAY BRIDGE DISTRICT, in accordance with the.laws
of Florida, as amended by the Acts of the 1927 Legislature,,Amv& it was determined that a tau
rate of Four, (4) mills upon the dollar be levied and is hereby fixed and assessed 1939, on all
of the property in the County of Indian River, lying and being within the boundaries of said
Quay Bridge District for the purpose of properly operating the bridge in said District and the
reasonable and usual repairs and_maintenanoe of said Bridge and -the approaches thereto, the tot
sum estimated in the budget being 45,078.66.
To provide treasury funds for WABASSO BRIDGE DISTRICT, in accordance with the laws
of Florida, as amended by the Acts bf the Legislature and it was determined that a tax rate of
Ten (10) mills on the dollar be levied and is hereby fixed and assessed for the year 1939,

RESOLVED, further that the Clerk of the Cirouit Court and Clerk of this Board, be
he is hereby-direoted--to furnish to W. R. Duncan, .Tax -.Assessor of Indian River County, a full
and complete copy of this resolution.
RESOLVED, -further that .the Clerk and Auditor of the County be notified of the amount
to be apportioned to the different accounts out of the total taxes levied for all purposes.
The motion for the adoption of said resolution providing for the levy of taxes was

and found correct, were approved and warrants ordered issued in settlement of sem. Such -bills

of the State Auditor, reference to such record and the list so recorded being made a part of
