A petition signed by Pastors; Minsters and citizens of the community of Gifford,
Florida was received protesting the operation of the Bar and Beer Gardend'in South Gifford on
Sundays, the Board advised the interested parties that they had authority as to approving
permits to sell whiskey, but not on beer or wines, but would be glad to cooperate in every way
possible. °

Vero Beach, at 9.:00 o'clock A. M. Tuesday, September 5th, 1939 in regular meeting with the fol-

Notary Publio Bond in the..sum of $500.00 for Mercedes Sohilli with American Surety
Company of New York as surety was,approved.
Messrs. M. T..Baird,'Hubert Graves and.W..P. Bailey, members of the Indian River
Farms Drainage District,met.with.the_Board for the purpose of discussing ways.and means as to
obtaining the required right-of-way on State Road # 30.
It.was moved by.W..C. Graves,Jr. seconded by S. B. Glover and unanimously carried
that -office space in the.Court house be granted to-Goorge.A. James in which to hold N.P.A adult
classes of ed0oation for.those over the age -of eighteen.
The Board refused a request from George Johnson loolored' for the use of the County
tractor on about three acres of land as it was not available at the present time.
Chas. S. Kuster and S. B. Taylor appeared before the Board with regard to the p
ing of land owned by the County and -situated south of the County Jail and on motion made by
W. C. Graves, Jr., seconded by Fri C. Vickers and unanimously carried the Board agreed to
sell Mr. S. B. Taylor the property in question for the sum of $800.00 net to the County, subj
to all proper restrictions, namely that five house would be started in thirty days from date
and hing houses started within ninety days from date all nine houses to be completed by Janua
1st, 19401 said housesnot to cost less than.$2200 eaoh,.that all paving of stateets and sidewa
and surveys be made at the expense of the purchaser and in the event this agreement be not fu
filled all property including isiprovements to revert hank to the County and subject to the
County not being prevented from not delivering title to property by reason of any legal diffi
ties provt4dd to that transaction.

RESOLUTION.- NANNER ' ACT .
Commissioner W..C' Graves, Jr., introduced the following resolution and moved its
adoption, to -wit:
BE IT RESOLVER by the Board of County Commissioners' 'of .Indian River County, I'lorida,
in session dilly assembled:
T: That this Board hereby elects to invoke, and does hereby acoept'-and- aidopt- the
provisions of Chapter 15891, Laws of Florida, Acts of.1933, commonly known.as thb "Kanner Bill
as reenacted by Section 1 of -Chspter 19399, Laws of Florida, Acts of 1939', -In serfar as the
latter act reenacts -lettered para4raphs (a) to (g) inclusive, of said Act of'1933";'but in -no
manner accepting,. or approving, or.adopting.any additional provisions added:by the said Act of
1939.
CBS: 'That any and all moneys derived from gasoline taxes and now or hereafter
credited toc the account of this- County or Road and- Bridge Districts therein, shall bused
the purpose of purchasing --at a._prioe below the---par--value thereof, and at the lowest accept
._offer, subject. to, the_ limitations hereinafter prescribed, any road and bridge bond or bonds of
this County or of such districts therein; that exclusive use of such funds by the State Bdard
of Administration for the purchase of such County and tistriot.Road or Road and Bridge Bonds
to which such.morieys as credited to this county would be applicable, is hereby sanctioned and
approved; and that the State Board is hereby authorized and requested, until further notioe,
to use such funds exclusively for the purchase of such bonds in open market transactions in
accordance with the general provisions of said laws, and subject to the following linitations,
as specifically provided in lettered paragraph (g) of .said laws:
(a) Bonds of all issues to which any of said gasoline tax has been or may be al
or oredited, to the extent of the credit now or hereafter applicable to said issues, seve
shall be eligible for purchase hereunder:
(b) This Board reserves the right to have submitted to it for approval any offering -
or offerings received by the State Board of Admintstratiou_ tefors .final. acceptance by the
State Board in response to public advertisement.
TES: That this Board hereby expressly reserves to itself, in respect to reso
limiting, amending, or modifying the terms of this_resolution,.all.of the.rights and pri
accorded it under the provisions of lettered -paragraph (g) of said laws.

Douglas Baker, Clerk vias instructed to write the City of 'hero Beach and Mr. Harry
Le Meyers, Area Supervisor requesting thott-cooperation as to .the opening oftheminter Beach
Cemetary Project and as to the continuation of the operation of two W.P.A. Projects in Indian
River County.
It was ordered the -Board furnish Mrs. Mabel P. Johnson two tires and tubes for her
automobile in connection with the W.P.A. Housekeeping Aid Project.
The several bills and accounts against the County, having been audited were eaami
and found correct, were approved and warrants ordered issued in the -settlement of same. Such
bills and accounts being on file in the office of the Clerk -of the Circuit Court,& The wa:rVants
so issued from the respeattim funds being listed in the supplemental minute book as provided
the rules of the State Auditor, reference to such record and the list :sot recorded being made
a part of these minutes.
The County Depository filed its monthly statement, showing receipts and di
of the various funds which having been audited was found to be correct.

The Board of County Commissioners of Indian River*County met at the Courthouse in
Vero Beach at 2:00 o'clock P. M. Saturday, September 9th, 1939L-oalled meeting with the fol-
lowing members of the Board present; C. S. Michael,, Chaitnan, S. E. Glover, W. C. Graves, Tr.,'
AN Albert 0, Helseth. Absent; Frank C. Vtokers.-Also present were Wm. M. Frick, Sheriff; and
Attorneys foritthe Board, Mitchell, Smith and Mitchells and Douglas Baker, Clerk*
The Chairman announced this meeting was celled for the purpose of furthe�onsi
the proposal of S. B.(Taylor with regard to the purchase of county owned property located lout
of the county jail
Mr. S. B. Taylor and. his attorney, -Judge .L. M. Merriman appeared before the Board Ij
and prdsdntdd the Various problems confronting him and set out the requirements that would neo
es.sarily, have. -to be- -jut by ,Mr.. Taylor and requested the 000pexatio . of'. the Boa d:: In meeting
said requirements.
