TODAY, OCTOBER 310 1939.
The Board of County Commissioners of Indian River County met eta the Court House in
Vero Beach at 9:30 O'clock P, M., 46tober 31, 1939 in called meeting with the following members
of the Board present: C. S. Michael.,,Chairman; W. C. -Graves, Jr., Albert O. Helseth, Frank C.
Vickers and 8. E. Glover. Also present was Douglas Baker, Clerk.
The Chairman announced this meeting was called for the purpose of discussing and con-
sidering the services of Frank A. Knight, Road and Bridge Foreman and Superintendent of Indian
River County,also any other business that might be properly brought before the Board.
After considirdble discussion and careful consideration it was moved by Albert 0*
Helseth, seconded by Frank C. Vickers and unanimously carried that this Board request the resi
nation of Frank A. Bright, as Road & Bridge Foreman and or Superintendent of Indian River Count
as of November, let, 1939.
It was then moved by Frank C. Vickers, seconded by Albert Q-Helseth and unanimously
carried that J. D. Reeves be named Foreman in charge of Road & Bridge work of Indian River
County u#til-December lst.,1939 with instructions that no purchases be made for the County unless
first' obtaining the approval of said purchases Prom or by some member of this Board in writing.
On motion made by ff. C. Graves, Jr-. seconded.by-,'Albert 0: Relseth and unanimously

The Board of County Commissioners of Indian River County met at the Court House at
10:00 o'clock A. U, Tuesday.., November i, 1939 in regular . meeting with the following
members of the Board present: C. S. Michael, Chairmen; W. C. Graves, Jr.; Albert 0. Helseth,,
Frank C. Vickers and S. 2. Glover. Also present were Mitchell, Smith & Mitchell, Attorneys for
the Board, ' Wm. W.

Hersey be removed from the Papper•s List.
Mrs. Isabelle Moore and Mr. McLaughlin appeared before the Board and requested a road
between the Ockeechobee and Indian River line. Chairman MichaelappointedW. C. Graves, Jr, and
Albert 0. Helseth as a committee to rev4Aw said proposed road and report their findings to the
Board.
At the request of Cdr. WIlUe McCullers, the.Road Foreman was instructed to place a
culvert and or tile in the Wabasso-Fellsmere road.
Mr. Donald Forbes appeared boftre the Board and offered his services for the position
of County Road Superintendent. He was 'advised by the Chairman that the appointment for the
position -had -already been made.
Mrs. C. F. Fertic appeared before the Board and requested financial assistance and
temporary grocery orders were authorized.
.Frank A. Knight tendered his resignation as Road & Bridge Foreman and Superintendent
effects -re November lat., 1939 and on motion made by Albert 0., Helseth, seconded by W. C. Graves,
Jr. and unanimously carried:.same was,faccepted.
Deputy Sheriffs.bomd, for W. G. Squires in the sum of $1000.00 with Walter Bitching
.and Dana Reams as sureties was approved.
Deputy Sheriffs bend for J. T. Hadaway in the sum of $1000.00 with W. B. Shaffer and

L. P. Simmons as sureties was approved.
Mother's Pension application for Mrs. Lillian Strickland, Fero Beach, was approved
for $12.00 per month until the further orders of the Board.
Requisition was made to W. P. A. , for 500 gallons of . gpsbline . to be used on the Winter)
Beach Cemetery Project.
Coroner's report in -the matter of the death of Coy Powell was received and ordered
filed in the Clerk's office.
Application of lune Anita A=strong for admission to the Florida State Tuberculosis
Sanatorium, Orlando was approved with -the understanding that the local T. 936 Association
would be responsible for the Countyts-portion of tospitalization costs for at least four months
RESOLUTION
Commissioner S., E. Glover introduced the following resolution and moved its adoption:
WHMAS, The State Board of Administration has submitted certain proposals of indivi-
duals, firms and oorporations offering to sell to said pfd of Aftinistration certain bonds -of
Indian River County, and obligations assumed by said County, under the provisions of House Bill
No. 309 acts of the 1933 legislature; and
WEWAS, after carefully considering all of such proposals and taking into consider-
ation the amount of funds available for that purpose, and the approximate value of said -bonds
and obligations, it is deemed advisable and expedient.to purchase and cancel certain of sgJA
bonds and obligations to -wit;
Special Road.and Bridge District #1 d% Bond No. 29, dated Zanuary 1, 1918,,due July
10 19359 at a price of $950.00 net, with July 1, 1932, and subsequent coupons attached, ad
designated offering "A".
THEMFORE, BE IT.RHSOLVED, by the Board of County Commissioners that the State Board
of Administration be requested to purchase and cancel the securities listed above at the price
quoted,
The resolution was.duly seconded by Commissioner Graves and upon being put to a vote
the same was unanimously adopted.
A statement for delinquent drainage taxes on property owned by the County was refe
to Attorney Mitchell for investigation.
Request for additional financial aid for the local Housekeeping project was not
granted.
n ..Request of D: C. Smith, Attorney for St. Lucie County for cooperation of Indian Rive
County to the extent of approximately $275.00 for the completion of the Circuit library at
Ft. Pierce was tabled.
It was moved by S. T. Glover, seconded by Albert.Q. Helseth and unanimously carried
that the sum of $300.00 be.paid:to the Vero beach Band Association.
It was ordered Diss Lucille Spellman be reimbur"d,"the.sum of $5.00 which she paid
on rent account for A. L. Williamson, Sebastian.and two grocery orders.for $3.00 each for
Cllr Williamson were approved.
It was ordered Samuel Smith, Winter Beach be placed on the Pauper's list to receive
the sum of $5.00 per.month until the further orders of the toard.
W. C. Graves, #'r., and Albert 0. Helseth were appointed as a committee to contact
city officials and request their cooperation financially and otherwise to work out some feasi
solution for welfare work and assistance to needy of theCounty.
Notary Public bond for Leila Gray in the sum of 1500.00 with the Metropolitan Casual
Indurance Company of New York as surety, was approved.
The sum of $1.50 was received from Frank C. Vickers in payment of one and one-half

hours rent on the County mowing machine and was ordered placed in the Road & Bridge Fund.

Public, October 23rd., 1939.,
Douglas Baker, Clerk presented the annual
300 1939 of all receipts, disbursements, assets, funds and unpaid warrants of Indian River Coun-
ty which was approved and it was ordered that said statement be filed in the Clerk's: office and
copy of same be mailed to Hon..J. M. Lee, Comptroller, Tallahassee., Florida.
The several bills and accounts against the County, having°been audited were examined
statement from October 1, 1938 to September
and found correct, were.approved and warrants ordered issued in the settlement of same. Such
bills and accounts being on file in the office of the Clerk of'the Circuit Court. The warrants
so issued from the respective funds being listed in the supplemental minute bOok as provided by
the.rules of the State Auditor, reference to such record and the list.so recorded being made a
part of these minutes.
The County Depositary filed its monthly statement, showing receipts and disbursements
of the various funds which having been audited were found to be correct.
There being no further business on motion made, seconded and carried the Board then
adjourned.
