I ''4ri introduced the following resolution and moved its adoption, to -wit: WHEREAS the State Board of Administration is holding for account of various interest and sinking fund accounts of Indian River County $10,000 City of.Lake Worth bonds, more particu- larly described as follows: City of Lake Worth 6% Improvement Bonds Dated January 1, 1926 Nos, E 285/287 due 7-1-32 " E 332/337 "_ 7-1-33 " N 487 " 7-1-36 ....................$10,000.00 G With Coupon No. 6 due 7-1-29 and subsequent , Past:doe.coupo.ns attached..... ................$ 21700.00 WHER]US the City of Lake Worth has made plans to refund these bonds par for par�,the r new refunding bonds to be dated November 1, 1936, and mature November 1, 1966, and bear interest at rates of 2 to 5% with all interest accrued to November 1, 1936 of $4,700 cancelled, and charg an exchange fee of 1% of par value of bonds, for payment of which the fiscal agency shall detach and retain the first maturing coupon of $10.00 from each refunding bond, and WHEREAS the Board of County Commissioners of Indian River County, Florida, after a careful consideration of the plan and program, deems it to the best interest of,Indian River County and the various interest and sinking funds concerned, to accept the settlement now offe as hereinabove outlined, and so declares, and WHEREAS Chapter 17728, Laws of Florida, Acts of 1937 Legislature authorizes the ex- change of the original bonds for refunding bonds, and WHEREAS it is the desire of this Board to make such exchange, THEREFORE BE IT RESOLVED by the Board of County Commissioners of Indian River County, Florida, that the refunding plan and program in respect to the bonds hereinabove referred to, be and the . same is heweby azeeept-ed. by. this. _Board._and...the_. RESOLiH OK Commissioner Albert 0. Eelseth introduced the following resolution and moved its adoption to -wit: WHEREAS, the State Road Department of Florida has heretofore made survey of the right -I of -way for its Project No. 951 on State Road No. 30 in Indian River County, Florida; and WEEREAS, representatives of Indian River County did request a reduction in the right- of-way requirem+ants for said project and said State Road Department did arrange such reduction and as a result thereof it -will be necessary to make a new survey of the right-of-way for said project; and WHEREAS, such new survey will entail additional expense upon the State Road Department! of Florida and said Department would not be willing to make such new survey unless the right -of -1 way for said vDad was to be acquired; therefore, BE IT RESOLVED that the Board of County Commissioners of Indian River County does here] with state that upon said survey being made it will immediately proceed in the acquisition of necessary right-of-way as required by the State Road Department for Project No. 951 on State Road No. 30 in Indian River County, Florida. BE IT FURTHER RESOLVED that a certified copy of this resolution be forwarded to the State Road Department of Florida. Vickers Introduced the following resolution and moved its adoption to -wit: WBBREAS, St. Lucie County, Florida, has heretofore caused to be.issued Road and Bri Refunding Bonds bearing Hate of July 1, 1937, to be exchanged for outstanding funded indebted- ness of said St. Lucie County; and WHEREAS, of such indebtedness this County is justly indebted to said St. Lucie County in the proportionate share which has heretofore been established and fixed on the records of the State Board of Administration, and for which proportionate share this Board has heretofore caused to be lodged with the lion. W. V. Knott, State Treasurer as County Treasurer ex officio, Road.gnd Bridge Refunding Bonds bearing the same date,.interest rates, and terms of payment as the Road and Bridge Refunding Bonds provided to be issued by St. Lucie County; and said Hon. W. V. Knott has necessary instructions for the issuance of said bonds from time to time as the circumstances warrant; and WHEREAS, semi-annual interest coupons on said Road and Bridge Refunding Bonds of this County are, or will become, due and payable as follows: January 1, 19389 July 19 1938, January 10 1939, July 1, 1939, January 1, 1940; and it is the desire of this Board to make funds avail- able for the payment of coupons maturing as set forth above, from such Refunding Bonds as are issued by the Hon. That the State Board of Administration, Tallahassee, Florida, be, and it is hereby, instructed and directed to cause sufficient funds now, or hereafter, credited to the Karver Bill Account for this .County's indebtedness to St. Lucie County to'be transferred from said Kanner Bill Account to the Interest and Sinking Fund Account of said Refunding Bonds of this County issued to St. Lucie County,.said transfer to be made in an amount which, after a making due allowance for funds now in said Interest and Sinking Fund Account of said Refunding Bonds, will be sufficient to provide for the payment of the coupons maturing as set forth in the preambles of this resolution from such of the Refunding Bonds of this County as have been or are hereafter issued by the said Hon. W. V. Knott under instructions heretofore given him. Section 2. That the Clerk of this Board be, and he is hereby, instructed and directed to furnish certified copies of this resolution as follows: (a) Duplicates thereof to Aon. W. V. That, pursuant to that certain agreement between R, R. Crummer & Company If and the Wabasso Bridge District in Indian River County, Florida, dated December 7, 1937, under 1 1 1 1 11 1 I., 1�e terms of which payments are required to be made to R. E. Crummer & Company, The State Board of Administration, Tallahassee, Florida, and the Honorable W. V. Knott be, and they are hereby, instructed and directed to pay said R. E. Crummer.& Company from the Interest and Sinking Funds of Wabasso Bridge District, the sum of $1,540.00, said payment to be -made upon R. E. Crummer & Company delivering to the said Honorable W. V. Knott certificates issued by the Clark of this Board, as provided under Section 9 of salA agreement, evidencing amounts equivalent to the sum above set forth, said payments to be made.as reimbursement for services rendered and expenses incurred foi exchanging Refunding Bonds dated January 1, 1938s for outstanding indebtedness of said Wabassp Bridge District. Section 2. That in the event the Interest and Sinking Fund balance of Webasso Bridge District is not sufficient to permit payment of the sums set forth in the certificates when issued by the Clerk of this Board and presented for payment, then the State Board of Administra- tion is hereby authorized and directed to transfer from the Kanner Bill Account of said Wabasso Bridge District to the Interest and Sinking Fund such sum or sums as will permit such payment, without any further resolution by this Board. Section 3. That the Clerk of this Board be, and he is iiere'by, authorized and directed to furnish triplicate certified copies of this resolution to the Honorable W. V. Knott, which certified copies will be authority for Honorable W. V. Knott and the State Board of Administra- tion to do and perform all acts required to accomplish the purposes hereof. E. CRMWR & COMPANY and #ABASSO BRIDGE DISTRFCT iN INDIAN RYVER COUNTY, FLORIDA, dated December 7, 1937, 1, DOUGLAS BAKER, CLERK OF TEE CIRCUIT COURT and. ex officio Clerk of the Hoard of County Commissioners of the State and County aforesaid, do hereby certify that as of this date, the following Wabasso Bridge District Refunding Bonds dated January 1, 1938, have been exchanged for an equal par amount of outstanding indebtedness of said District: Denomination - all $1.000,00 Bond No Maturity Amount 1/469 65/75 1968 $579000.00 (all numbers inclusive) I further certify that R. It was ordered that County warrants, for the following named persons, be withheld and/or not issued for the months that they receive checks from the Farm Security Administration namely Mrs. Olde Watenn, Mrs. Carrie Martin, Mrs. Ethel Fertic, Mrs. Mamie Nelson and Mrs. Bertis Nelson. It was ordered Lou Stewart (Col.) be placed on the Pauper's list for the sum of ;6.00 per month until the further orders of the Board. Mother's Pension application of Corine Jones, Wabasso, was approved for the sum of $10.00 per month until the further orders of the Board. It was ordered that Mabel Johnson be paid the sum of $35.10 for assistance in con- nection with the Housekeeping Aid Project and Louise Campbell be paid the sum of $331.20 for assistance in connection with the ftwing Room Project. Miss Leila M. Bunkley, County nurse appeared before the Board and made a report of her activities for the month of January as follows, to -wit: COUNTY NURSE'S MONTHLY REPORT January 1940. E. Carter, Road Superintendent was authorized and instructed to prepare W. P. A. Project, obtain cost of installing telephone at county barn, estimate cost of extending Power line to county barn both from the City of Vero Beach and the Florida Power and Light Company, to purchase tires for trucks, approximately 30 squares of used sheet iron to repair top of county barn, aAd`to purchase pipe for,^artesian well on minter Beach Cemetary Project. Douglas Baker, Clerk was instructed to write Mr. Harry A. Meyers, W. P. A. Supervisor, West Palm Beach, Florida, requesting that local W. P. A. Project # 11 be opened as soon as possible. 11 On motion made by W. C. Graves, Jr., seconded by Albert 0. Helseth and unanimously carried, E. E. Carter,'Road Superintendent was instructed to proceed with the grading. and marl - Ing of the Road south df the School building, which is a continuattion of 18th street, and to fill in the ditch running parallel with said road as soon as convenient. The Board agreed to grade a road in southwest corner of this county, known as Moore road, provided Okeechobee County would clean the right of way and remove stumps. Messrs. R. J. Young, A. M. Hill and A. M. Hill, Jr., appeared before the Board and requested financial assistance for the maintenance and operation of the growers fire truck. After considerable discussion on motion made by W. C., Graves, Jr., seconded by Albert 0. Helset and unanimously carried it was ordered the sum of $250.00 be paid from the funds of Pero -Quay Bridge District to the Indian River Fire,Protective Association for maintenance and operation, including labor, gas and oil of the growers fire truck for fire protection of public bridges an culverts in the Vero and quay -,,-Bridge Districts. The following Road Petition was received, read and filed. The County Depository filed its monthly statement, showing receipts and disbursements of the various funds which having been audited were found to be correct. examined and The several bills and accounts against the County, having been audited were/found to be correct, and warrants ordered issued in settlement of same, Suoh bills and accounts being on file in the office of the Clerk of the Circuit Court. The warrants issued from the respect,fte funds being.listed in the supplemental minute hook as required by the rules and practice of the State ,Auditing Department, reference to said record and`.the list so recorded being made a part of these minutes. Tuesday, March 5th., 1940, in regular meeting with the fol- lowing members of the Board present: C. S. -Michael, Chairman; S. E. Glover, W. C. Graves,.ar. Albert 0. Helseth and Frank C. Vickers. Also present were tem. W. Frick, Sheriff; Attorneys for the Board,Mitchell, Smith & Mitchell and Douglas Baker, Clerk. It was ordered Mrs. C. F. Fertio, Mrs, XU-zabeth Tillis and 011ie Matson be removed - from the Pauper's List and Mother's Pension Fund.. It was ordered Mrs. Lillian Strickland be replaced on the list to receive Mother's orders Aid until the further$/of the Board. Coroner's report in the matter of the deaths of Thomas G.; Agnes; Evelyn and Horace McWharter was received and ordered filed. Commissioner W. 0. Graves, Jr. reported as to the meeting, which he attended, with the members of the State Road Department Budget Committee held at Deland and stated that the following proposed Road improvements and/orconstruction would be included in the budget of the State Road Department for the fiscal year 1940s Item No. 1 covers construction of 5.03 miles of Highway on East end of State Road No. 30 and includes a new bridge across the main drainage canal. Item No. 2 providas.for widening of the curve on Road 30 at 20th Street. Item No. 3 includes improvement and resurfacing of Road No. 4 between Vero Beach and Wabasso. The delegation attending the Road Department meeting included Mayor Alex MacWilliami City Engineer Harry W. Damerow, County Commissioner, W. C. Graves, dr., and E. G. Thatcher, Secretary of Chamber of Commerce. Ron. George T. Tippin submitted a written report in regard- to exhibits from Indian River County at the Tampa and Orlando fairs. It was ordered the following county warrants be not issued or withheld fqc the months that these persons receive F. S. A. checks: Mary Grioe, Bertha Morrison, Kettle Gore, Carrie Martin, Mamie Nelson, Bertis Nelson, Mrs,waxonger and S. C. Smith. It was ordered Mollie Hinton be removed from the Pauper's list as she is now reoeiv- ing State Aid for dependent children.
