The County Depository filed its monthly statement, showing receipts and disbursements of the various funds which having been audited were found to be correct. examined and The several bills and accounts against the County, having been audited were/found to be correct, and warrants ordered issued in settlement of same, Suoh bills and accounts being on file in the office of the Clerk of the Circuit Court. The warrants issued from the respect,fte funds being.listed in the supplemental minute hook as required by the rules and practice of the State ,Auditing Department, reference to said record and`.the list so recorded being made a part of these minutes. The Board of County Commissioners of Indian River County met at the Court house in Vero Beach, at 10:00 o'clock A. K. Tuesday, March 5th., 1940, in regular meeting with the fol- lowing members of the Board present: C. S. -Michael, Chairman; S. E. Glover, W. C. Graves,.ar. Albert 0. Helseth and Frank C. Vickers. Also present were tem. W. Frick, Sheriff; Attorneys for the Board,Mitchell, Smith & Mitchell and Douglas Baker, Clerk. It was ordered Mrs. C. F. Fertio, Mrs, XU-zabeth Tillis and 011ie Matson be removed - from the Pauper's List and Mother's Pension Fund.. It was ordered Mrs. Lillian Strickland be replaced on the list to receive Mother's orders Aid until the further$/of the Board. Coroner's report in the matter of the deaths of Thomas G.; Agnes; Evelyn and Horace McWharter was received and ordered filed. Commissioner W. 0. Graves, Jr. reported as to the meeting, which he attended, with the members of the State Road Department Budget Committee held at Deland and stated that the following proposed Road improvements and/orconstruction would be included in the budget of the State Road Department for the fiscal year 1940s Item No. 1 covers construction of 5.03 miles of Highway on East end of State Road No. 30 and includes a new bridge across the main drainage canal. Item No. 2 providas.for widening of the curve on Road 30 at 20th Street. Item No. 3 includes improvement and resurfacing of Road No. 4 between Vero Beach and Wabasso. The delegation attending the Road Department meeting included Mayor Alex MacWilliami City Engineer Harry W. Damerow, County Commissioner, W. C. Graves, dr., and E. G. Thatcher, Secretary of Chamber of Commerce. Ron. George T. Tippin submitted a written report in regard- to exhibits from Indian River County at the Tampa and Orlando fairs. It was ordered the following county warrants be not issued or withheld fqc the months that these persons receive F. S. A. checks: Mary Grioe, Bertha Morrison, Kettle Gore, Carrie Martin, Mamie Nelson, Bertis Nelson, Mrs,waxonger and S. C. Smith. It was ordered Mollie Hinton be removed from the Pauper's list as she is now reoeiv- ing State Aid for dependent children. Thence run N. 230'- 15' W. 759: .75 ft. thence run N. 270 - 15* W. 352.5 ft. thence run N. 300 • 45' W. 632.1 ft. thence run N. 270 -30' W. 948.35 ft. to the North line of Government Lot.2 of above Sec., Twp., & Range. Vandiveer _ e rge Sears "JOHN MASSEY ROAD" - RESOLUTION z WHEREAS, under.date of Fepruary 6. 1940 citizens and freeholders living in the vioin- ity of the road hereinafter described did file their Petition with and to the Board of County Commissioners of Indian River County requesting the establishment of said road and which said Petition was signed by John W. Massey, Clarence C. Massey, Z. L. Felpling, and Elsie Helpligg; and WHEREAS, pursuant to said Petition this Board .did issue its Order to three disinter- s ested freeholders in Indjah River County, Florida to view and mark out the best route for the said proposed road and which freeholders were Sam Beers, C. A. Vandiveer and George Sears; and said individuals having each subscribed an Oath to perform their duties faithfully and having thereafter viewed and marked out the best route for said proposed road, and having filed their report with this Board that the best route for the said proposed road is situated in Indian River County, Florida and particularly described as follows, to -wit: A public road right-of-way being 50 ft. in width and lying 25 ft. on either side of the following described denter-line:, From the Southeast corner of the. The motion for the adoption of the foregoing resolution being duly seconded, it was declared adopted by the following vote: Ayes: Commissioners Michael, Graves, Glover, Eelseth and Vickers. Nays: None. A Petition signed by Augustus Reese `colored) and other residents and citizens of Gifford requesting a marl surface be placed on approximately 13 blocks of road in Spruce Park, was presented to the Board. On motion made by Frank 0. Vickers, seconded by W. C. Graves, Zr. and carried the matter was referred to . F. Carter, Road Superintendent,for investigation and to report his findings to the Board at the next regular meeting. Surety Bond in the sum of $5000 for Z. M. Barnes as member of Indian River County Mosquito Control Board with Z. E. Graves and C. G. Wilhoit as sureties was approved. "KANi E'R ACT"- RESOLUTION- . Commissioner.W,...C.. Graves, dr., introduced -the following resolution and moved its adoption: AREAS, The State Board of Administration has submitted certain proposals of indi- viduals, firms and corporations offering to sell to said Board of Administr6tian certain bonds of Indian River County, and obligations assumed by said County, under the provisions of Rouse Bill No. 30, acts of the 1933-Legislaturs; and WHEREAS, after, carefully considering all of such proposals and taking into consider- ation the amount of funds available for that purpose, and the approximate value of said bonds and obligations, it is deemed advisable and expedient to purchase and cancel certain of said bonds and obligations to -wit: Special Road and Bridge District #1'6% Bonds Nos. 45 and 71, dated January 1, 1918, due duly 1, 1939 and 1943, at a price of $1,880 net, with July 19 19399 and subsequent coupons attached, as designated offering "A". THSREFORF, BE IT RESOLVED, by the Board of County Commissioners that the State Board of Administration be requested to purchase and cancel the securities listed above at the price quoted, The resolution was duly seconded by Commissioner Vickers and upon being put to a the same was unanimously adopted. Mr. Z. A. Harris appeared before the Board with regard to having a road closed in Ridgewood Subdivision more particularly described as the East one-half of Madison street lying South of Wilson Avenue. This matter was referred to E. F. Carter for investigation and report. A letter was received from Mrs. W. F. Cox, Secretary of the P.T.A. Association re- questing the Board adopt a Resolution which would assist in establishing a joint health unit for Indian River and Brevard counties. Douglas Baker, Clerk was instructed to write a letter tc s 7 1 1 1 1 :38s, Mrs. Cox stating that this proposition had been previously investigated by this Board and in at the Board's opinion it would not appear to be on a equitable basis, therefore/this time they preferred not to adopt the Resdlution as prepared and suggested by the P.T.A. Association. F. E'. Carter, Road Superintendant, reported it would cost approximately $800.00 to furnish electricity to the County '.barn. He also reported the Telephone Company was making a survey with regard to installing as many telephones as possible in the rural districts of the Commapity. It was moved by S. E. Glover, seconded by W. C. Graves, Sr. and unanimously carried ,that the salary of Thomas Palmer, County mechanic, be increased from $60.00 to $75.00 per month effective March lst., 1940. It was ordered that fire insurance be placed with the Buckingham -,Wheeler Insurance p. .Agency and Rick Insurance Agency on all County trucks now in operation. Douglas.Baker, Clerk, reported the sura of $110.40 as having been received from Indian River County T. B. and Health Association and that same has been placed in the GENERAL REVENGE The several bills and accounts against the County, having been audited were examined and found correct, wXere approved and warrants ordered.issued in the settlement of same. Such bills and accounts being on file in the office of the Clerk of the Circuit Court. Thh Board of County,Commissiohers of Indian River County met at the Court house in Vero Beach, at 10:00 A. M. Tuesday, April 2nd., 1940, in regular meeting with the following members of the Board preseat: C. S. Michael, Chairman; S. E. Glover, W. C. Graves, Sr., Albert 0. Helseth and Frank C. Vickers. Also present were Wm.W, Frick, Sheriff; Chas. A. Mitchell, Attorney for the Board, and Do%glas Baker, Clerk. Mr. S. P. Sibley, as Executor of the Estate of T. H. Sibley, deceased, appeared be the Board and filed a protest with regard to establishing the heretofore proposed Sohn Massey Road at Wabasso as follows, to -wit: . Ron. Board of County Commissioners, Indian River County, Vero Beach, Florida. Gentlemen: Wabasso, Florida, March 26, 1940. I received a copy of"the resolution dated March 5, 1940, wherein you declared part of the property belonging to the estate of;J'T. H. Sibley to be set apart for a public road, being known as the i7ohn Massey Road in Wabasso, Indian River County, Florida. As Executor of the estate of T. H. Sibley, deceased, it is my duty to protect the in- tere-sts of the said estate, and I therefore protest against taking the property belonging to said estate without compensation. , I am willing.to get withyou and see if some agreement can be worked out.
