Association. F. E'. Carter, Road Superintendant, reported it would cost approximately $800.00 to furnish electricity to the County '.barn. He also reported the Telephone Company was making a survey with regard to installing as many telephones as possible in the rural districts of the Commapity. It was moved by S. E. Glover, seconded by W. C. Graves, Sr. and unanimously carried ,that the salary of Thomas Palmer, County mechanic, be increased from $60.00 to $75.00 per month effective March lst., 1940. It was ordered that fire insurance be placed with the Buckingham -,Wheeler Insurance p. .Agency and Rick Insurance Agency on all County trucks now in operation. Douglas.Baker, Clerk, reported the sura of $110.40 as having been received from Indian River County T. B. and Health Association and that same has been placed in the GENERAL REVENGE The several bills and accounts against the County, having been audited were examined and found correct, wXere approved and warrants ordered.issued in the settlement of same. Such bills and accounts being on file in the office of the Clerk of the Circuit Court. The warrants so issued from the respective funds being listed in the supplemental minute book as provided by the rules of the State Auditor, reference to such record and the list so recorded being made a part of these minutes., The County Depository filed its monthly statement, showing receipts and disbursements of the various funds which having been audited were found to be correct. adjourned. Thh Board of County,Commissiohers of Indian River County met at the Court house in Vero Beach, at 10:00 A. M. Tuesday, April 2nd., 1940, in regular meeting with the following members of the Board preseat: C. S. Michael, Chairman; S. E. Glover, W. C. Graves, Sr., Albert 0. Helseth and Frank C. Vickers. Also present were Wm.W, Frick, Sheriff; Chas. A. Mitchell, Attorney for the Board, and Do%glas Baker, Clerk. Mr. S. P. Sibley, as Executor of the Estate of T. H. Sibley, deceased, appeared be the Board and filed a protest with regard to establishing the heretofore proposed Sohn Massey Road at Wabasso as follows, to -wit: . Ron. Board of County Commissioners, Indian River County, Vero Beach, Florida. Gentlemen: Wabasso, Florida, March 26, 1940. I received a copy of"the resolution dated March 5, 1940, wherein you declared part of the property belonging to the estate of;J'T. H. Sibley to be set apart for a public road, being known as the i7ohn Massey Road in Wabasso, Indian River County, Florida. As Executor of the estate of T. H. Sibley, deceased, it is my duty to protect the in- tere-sts of the said estate, and I therefore protest against taking the property belonging to said estate without compensation. , I am willing.to get withyou and see if some agreement can be worked out. 386 I- am Yours very truly, J. Rodenberg, Agent of American Fire and Casualty Company with the understanding that the usual waiver of the right of defense of e=- public agency be included and made a part of the policy. Hon. Louis Harris, Superintendent of Board of Public instruction and Hon. Oscar DuBose, Chairman of Board of Public Instruction appeared before the Board and announced a need of $7000.00 for maintenance purposes of Indian River County and requested•finencial assiatanoe from the Board.of County Commissioners. The Board .agreed they would assist as much as possible as soon as the total amount';of Race Tract Funds were received from the State. It was ordered Manuel Bain receive a check in the sum of $8.00 as for the months of February and March and this amount to continue each month hereafter until the further orders of the Board, also that Bertha Morrison receive her usual Motherts Pension warrant for the Month of April and each month thereafter until the further orders of the Board. The following bids were received on Mater Cooler for Court house.' Radinsky Electi-ic Shap Net price$167.00 (Westinghouse Cooler) Vero Beach Cadilac Company 170.25 It was moved by S. E. Glover, seconded by W. C. Graves,- ;r. and unanimously carried that the Board accept the low bid of Radinsky Electric Shop and purchase the Westinghouse Cooler with the understanding that the unit have a 5year unconditional guarantee. It was moved by W. C. Graves, Jr., seconded by Albert O. Helseth and unanimously carried to pay from the GENERAL REVENUE FUNK the sum of $25.00 to Special County Committee to- ward defrauding the expenses of this committee in regard'to gas tax legislation (Senate Bills 1216 and 1217 of the 1939 Legislature, which are substitutes for House Bills 801 and 802). "AAM ACT" - RESOLUTFON. Commissioner Frank C. Vickers introduced the following resolution and moved its adoption: WHEREAS, The State Board of Administration has submitted certain proposals of indi- viduals, firms and corporations offering to sell to said Board of Administration certain bonds of Indian River County, and obligations assumed by said County, under the provisions of House Bill No. 309 acts of the 1933 Legislature; and WAS, after carefully consider4na.a11 of such proposals and taking into consider- ation the amount of funds available for:that purpose, and the approximate value of said bonds and obligations, it is deemed advisable and expedient to purohbse and cancel certain of said bonds and obligations to -wit: St. Lucie Co. Quay Bridge Dist. (now Indian River County Bond) No. 239 dated December 19 19229 due December 1, 1939, at a price of $950.00 net, and no past due coupons attached, as designated offering "B". THEREFORE, BE IT RESOLVED, by the Board of County Commissioners that the State Board of Administration be requested to purchase and cancel the securities listed above at the price quoted. MMURETACT -RESOL ION Commissioner W. C. Graves-, Zr,-,-introduced the -following Resolution and moved its adoption. WHEREAS Under and b virtue of the � y provisions of Section 9 of Chapter 18296, Laws of Florida, Acts of 19379 title to certain lands, vested in the State of Florida and the State by said Section of said Chapter was authorized and empowered to sell said lands through the Trustees of the Internal Improvement Fund of the State of Florida, and 1 WHEREAS, the Clerks of the Circuit Courts of the various Counties of,the State of Florida, acting as agents for the Trustees of the Internal Improvement Fund have sold for cash and forwarded to the said Trustees of the Internal Improvement Fund the funds so derived from the sale of said lands, and WHEREAS, the outstanding tag sales certificates, which caused the said lands to re- vert to the State of Florida, represented tax liens made for State, County, and School purposes; and WHEREAS, less than ten percent (10%) of said funds would equal the State's portion and'that over -ninety percent (90%) would equal the portion due the County and Schools of the various Counties, and WHEREAS, monies received by the BOARD OF COUNTY COMMISSIONERS and the BOARD OF PUBLIC IPSTRUCTION service the public needs of the entire Counties. BE IT RESOLVED, the Board of County Commissioners of Indian River County inj session at Vero Beach,Florida respectfully requested that the Trustees of the Internal Improve- ment Fund, the Senate and -..the House of Representatives, at the next,session of the Florida Legislature, being held in 1941, pass an act providing for the distribution of the above mentioi -ed funds derived from the various Counties, as follows: Forty-five percent (45%)to the General Fund of the BOARD OF COUNTY CONJISSIONERS, and Forty-five percent (45f) to the General Fund of the BOARD OF PUBLIC INSTRUCTION, of the Countie from which said amounts were received, and the remaining ten percent (10%) to be placed in the General Fund of the State of Florida. BE IT FU F HER RESOLVED, that a certified copy of this Resolution be furnished to the Trustees of the -Internal Improvement Fund of the Stetedf Florida, and tb--the proper committees of the Senate and House of ilepresentatives at the 1941 session of the Florida Legislature. Hill Precinct No. 6 Bruce Bazler GYr It was further ordered that the Clerk prepare the ballots for the -several precincts and prepare the ballot boxes with all lawn, ballots, tally books, affidavits and other blanks necessary for the proper conduct of the Primary Election to be held, Tuesday, May'?, 19400 and deliver said ballot boxes so prepared, to the Sheriff for distribution to the various precincti of the county. The several bills and accounts against the County, having beenauditedwere examined and found correct, were approved -and warrants ordered issued in the shttlement of same. Such bills and accounts being on file in the office of the Clerk of the Circuit Court. The warrants so issued from the respective funds being listed in the supplemental minute book as provided by the rulasb of the State Auditor, reference to such record and the list so recorded being made a part of these minutes. The County Depository filed its monthly statement, showing receipts and disbursementic of the various funds which having been audited was found to be correct. There being no further business on motion made seconded and carried the Board then adjourned.
