There being no quorum present the meeting was thereupon adjourned for lack of quorum to Friday morning, Mai 10th., 1940 at the hour of 10:00 otclock A. The Board of County Commissioners of Indian River County met at the Courthouseih Vero Beach, at 10:00 o'clock A. M. Friday,,.May 10th., 19409 in regular adjourned meeting with the following members of the Board present: 0. S. Michael, Chairman; S. E. Glover; W. C. Graves Tr; Frank C. Vickers and Albert 0, Helseth. Also present were Wm. W. Frick, Sheriff; Charles A. Mitchell, Attorney for the Board and Douglas Baker, Clerk. The Clerk reported a check in the sum of $79.25 from the Fellsmere Sugar Company in payment of hospitalization and professional-servioes for Albert Thomas (Col.), deceased and same was ordered placed in the General Revenue Fund. Application for admission to the Florida State.Tuberculosis Sanatorium, Orlando, Florida for Cora Lee Kinston (Col.) was approved. It was ordered that Tommy Thompson be removed from the Pauperf,s list as he is now receiving State Aid for the blind. It was ordered that David Reid be removed from the Pauper's list as he is now deceased. It was ordered that Leila Elizabeth Lewis receive the sum of $7.00 per month from the Mother's Pension Fund until the further orders of the Board. Mids Leila M. Bunkley, County Nurse, filed a report of her activities for the month of April as follows, to -wit: April 1940 Number of cases for the month 121 Number of visits to oases 130 Number of visits in behalf of oases 54 Number of Office Interviews 79 Number of cases to private physicians 7 Number of oases to E.E.N.&T. Specialist 1 Number of cases to Dentist 3 Number of oases to local hospital- 2 Number of cases to T. B. Sanitorium 1 Number of oases to W.Palm Beach for X -Ray of chest 3 Number of visits to Schools 13 Number of Laboratory Specimens submitted 77 Number of oases treated for hookworm 22 Number of Health talks to school children 7 Attendance 181 RACE TRACT FUNDS -SCHOOL RESOLUTION Commissioner S. E. Glover introduced the following resolution and moved its adoption to -wit: WHEREAS, the Board of County Commissioners of Indian River County receives annually 396 a sum of money byvirtue of distribution by the State.of.Florida among the Counties of said State of proceeds from Racing in the State; and WHEREAS, the Board of County Commissioners of Indian River County have heavy demands upon said Board for the operation of the County government and particularly for the purpose of relief and which relief funds are expended in feeding, clothing, housing and providing medical attention and hospitalization for the young, the sick and the aged who would be otherwise with- out such necessities; and WHEREAS, the Board of County Commissioners of ludian River County realize that the people of said County have a tax burden which is as great as they can bear at. this time and under present conditions, therefore said Board does not wish to increase taxes as would be necessary in the event it was deprived of the proceeds of said Racing monies now used for the operation of County aovernment;.and WHEREAS, the schools of Indian River.County are in need of funds for the operation of said schools and.the Parent Teachers Association,of the County, the Board of Public Instruct ion and citizens generally in said County, including the members of the Board of County Commis- sioners of Indian River County, each of whom have children, are interested in making all.pos- Bible provisions for the proper operation of the,County school system; and WHEREAS, persons interested in the operation of.the public schools wish to obtain a portion of the funds received by the Board of County Commissioners of this Court from the State as represented by said Racing monies and.this.Board of County Commissioners being anxious and willing to cooperate in this respect; therefore, BE`,"IT RESOLVED that this Board of County Commissioners, for itself as a Board and fol the members thereof as long as the same shall hold such position, does herewith state that Gael year, including the present year and subsequent years, that all the portion of said monies re- ceived by the Board of County Commissioners from the State, as represented by said Racing monies, over and above the amount this Board of County Commissioners finds necessary to actual- ly budget for County operations under the direction of this Board, shall be paid over to the ,use of the public schools in this County with the provision that for the benefit of said public schools said monies shall be held and paid over by this Board of County Commissioners in such manner as shall insure that the same shall be actually used.in the current maintenance of said schools, and in order that said monies nor any monies which might be replaced by this appropri- ation shall not reach the hands of any persons holding claims or demands against said Board of Public Instruction other than claims and demands for th'e current year in which said monies shall be paid over and which claims and demands in such current year shall be solely for the operation and maintenance of said public schools. The foregoing resolution having been introduced by Commissioner Clover, who moved its adoption, it was declared adopted by the following vote: Ayes: C. S. Mioheel,.Albert 0, Helseth, S. F..Glover, W. C. Graves, Jr.,F. C. Vickers. Nays: None. On motion made by W. C. Graves, Jr., seconded by Frank C. Vickers and unanimously carried it was ordered a warrant be issued on the General Revenue Fund to the Board of Public Instruction in the sum of $6562.98, representing surplus of Race Tract Funds or an amount over and above that which was budgeted bythis Board for the fiscal year 1939-1940. , Paul Luther and W. L. Strickland appeared before the Board and requested a graded road north of Road 30, Townships 31 and 32, Range 35. E. 'E. Carter, Road Superintendent was requested to furnish the Board with an estimate as to cost of grading said road for further consideration. A petition signed by M. J. Jeffreys and many other residents of the Town of Roseland 1 requesting the County to grade and.surface the street know. as Gibson street extending from Nichols avenue south to Orr avenue and grade surface Orr avenue from Gibson street east to School street on the west a distance of three blocks also; to grade and surface Baird Street from Berry Avenue two blocks south to Orr Avenue; Also; to Fill the corner at the intersection of Sebastian Avenue and Gibson Street; Also; to fill the corner of the intersection of Berry Avenue and Gibson Street; Also; to place rock on,the Sebastian Avenue (Bay Shore Road) to the Dixie Highway, was approved and E. F. Carter, Road SupmP ntendant was authorized to proceed with the placing of marl on the roads as requested in the petition. The Board requested E. E. Carter, Road Superintendent to select a place from each district in the County from which sand and marl could be obtained with the idea,,of the County purchasing said places for future use. On motion made by Albert 0. Helseth, seconded by W. C. Graves, Jr and unanimously carried it was ordered a warrant be issued on the General Revenue Fund to S. P. Starbird in the sum of $20.05 for additional canning equipment., Douglas Baker, Clerk was requested to write W. P. A. Headquarters with regard to e supervisor for the canning Project in Indian River County. It was moved by N. C. Graves, Jr, Seconded by Albert 0. Helseth and unanimously carried that the sum of $50.00 be paid from the funds of Vero -Quay Bridge District to the Indi River Fire Protective Association for maintenance tind operation including labor, gas and oil for the growers fire truck for fire protection of public bridges and culverts in the Vero and Quay Bridge Districts. Deputy Sheriffs Bond for. Glen S. Huff, Fellsmere, Florida in the sum of $1000 with Samuel Mensh and Clayton T. Browneas sureties was approved. It was ordered the Inspectors and Clerk of the several voting precincts of the County who served for the first Primary election held Tuesday, May 7, 1940 be paid according to state - meats approved by this Board and on file'in the Clerk's office and the Clerk was instructed to issue the warrants in settlement of said claim against the County. The Board then proceeded to and did name and select the following persons as Inspect- ors and Clerk of Flection of the various precincts to hold and conduct the second Primary Election to.be held.May 289 1940, to -wit: INCT NO. 1,ROSELAND L. Voting Place: Legion (Community) Hall. PRECINCT NO. 4. WINTER BEACH R. P. Hurst, Morris Valker and W. E. Lawhon, Inspectors and Joseph F. Rabeok, Clerk. Voting Place: Hinton's Store. PRECINCT NO. 5 . Martin, Elias Helseth and John Blanton, Inspectors and Axel Hallstrom, Clerk. Voting Place: Oslo Packing Co. PRECINCT NO. 8. W. S. Cottingham, Mark McEachron and Fred W. ging, Inspectors and Ida G. Dixon, Clerk. Voting Place: City Hall. Messrs. R. W. Knight, Johnson, Kitching, Holman,Cayson and others appeared before the Bosid'with regard to obtaining access or passage to,Blne Cypress Lake, through the B. L. Holman property, for fishing purposes and after considerable discussion motion was made by W. C. Graves, Jr, seconded by S. E: Glover and unanimously carriadthat the County Engineer be instructed to survey the proposed road.right-of-way 12 foot width with 80 foot turning basin at the east end of road and prepare a reference map, of same to be filed and upon Mr. Holman then giving an.easement as agreed the county would then provide necessary wire and la to fence each side of right-of-way provided Mr'._,, -Raymond _Cayson would secure necessary posts. On motion made by W. C. Graves, Jr.,eeconded by Frank C. Vickers and.unanimously carried the Board approved and authorized the signing of a letter to the Reconstruction Finance Corporation, Washington, D. C. in behalf of the School Board for financial assistance in the construction of school buildings and improvements for the schools in Indian River County and that 'same be authorized with the understanding that no increase in taxes be made in order.to retire the $70,000.00 Bond issued in question The following Road Petition was received, read and filed. ROAD PETITION STATE OF FLORIDA, COUNTY OF INDIAN X.VER. TO THE HONORABLE BOARD OF COUNTY CONMISSIONERS OF SAID•COUNTY*- Gentlemen: We, the undersigned, citizens of the.County of Indian River, State of Florida, respectfully represent that the necessities of the public require a County Road to be laid out as follows, to -wit: commencing at A road right-of-way described being 40 ft. on each.side.of_a center line which begins • at the center of section 6, Twp. 33 S.9 -Range 38 E. at -State Road No. 30 and run South on Bente Section Line to the South line of Sec. 70 Twp. 33 S., Range 38 East, being one and one-half miles long. Said Road right-of-way to be not less than 80 feet in width. We therefore petition your honorable body to cause to be laid out and opened a County Road as above described, and we, the owners of the land through which said Road is sought to be laid out, in consideration of the sum of one dollar to.us each and severally in hand paid by the said County of Indian River, the receipt of which is hereby acknowledged, he -by agree to give the right-of-way through our lands, as shown by the plat accompanying this petition, and relinquish all claims for damage by reason thereof. Carter be appointed as a committee to veiw, mark and lay out the best route and report to this Board. The several'bills and accounts against the County, having been audited were examined and found correct, were approved and warrants ordered issued in the settlement of same. Such ,6j bills and acoounts being on file in the office of the Clerk of the Circuit Court. The warrants. a �1 - t� 1 i 3991 so issued from the respective funds being listed in the supplemental minute book as provided by the rules of the State Auditor, reference to such record and the list so recorded being made a part of thesw1minuted. The County Depository filed its montlily statement, showing receipts and disbursements of the various funds which having been audited were found to be correct. There being no,further business on motion made, seconded and carried the Board than, adjourned. A CAMO !TUESDAY. JUNE 4TH., 1940. It was ordered Mrs. Mildred English, Winter Beach, Florida, be placed on the Pauper's List to receive the sum of $8.00 per month until the further orders of the Board. It was ordered Mrs. Mary Bryant, Gifford, Florida be placed on the Pauper's List to receive the sum of $6.00 per month until the further orders of the Board. It -was ordered Mrs. W. H. Fretwell, hero Beach, Florida.be placed on the Paupers List to receive the .sum of $4.00 per month until the further orders of the Board. Mother's Pension application for Mrs..#Tessie.B...Fields, P.O. Box 1029 Winter Beach, Florida was approved for the sum of $10.00 per month, said amount to be -paid through October, 1940.
