MONDAY, JULY 1, 1940.
The Board of County Commissioners of Indian River County met in the Office of the
of the Circuit Court at Vero Beach, in the County of Indian River, on this -the 1st day of July,
1940, and the following County Commissioners were present; C. S. Michael, Chairman; S. Be Glove
Albert O. Helseth, and W. C. Graves, Jr. Absent: Frank C. Vickers. Also present were Wm. W.Friok
Sheriff, Charles A. Mitchell, Attorney to the Board and Douglas Baker, Clerk.
The Clerk of the Circuit Court having prepared estimates of the revenue and recsipts
from sources other than from taxes to be levied, reasonably to be expected from the first day
of October 1940,to the 30th day of September 1941, the said estimates having been properly
verified under oath were ordered spread upon the minutes of the Board and the original to be
filed as part of the records of the Board, and is in words and figures As follows: -

Commissioner Albert 0, Helseth introduced the following Resolution and moved its
adoption:
RESOLUTION
WHEREAS, the County &* Assessor of Taxes of Indian River County did, prior to this
date, complete the assessment roll of said Indian River County fir the year 1940 and did on
the first Monday in July, 1940,.meet with the Board of County Commissioners of Indian River
County at the offioe of the Clerk of the Circuit Court of said County for the purpose of hear
ink complaints and receiving testimony as to the value of any property, real or personal, as
fixed by the County Assessor of Taxes and of perfecting, reviewing and equalizing said assess -
meat roll; and

WHEREAS; dde notide of this meeting for said purpose -has been given by publication in
the Vero Beach Press Journal, a newspaper published in Indian River County, Florida, and which
notice was so published in said newspaper in its issues of June 14th, 21st, and 28th, 1840 and
the first publication of said notice being at least fifteen days before this meeting; and
WHEREAS, this Board has met on this, the first day of July, 1940, pursuant to such
notice and for the purposes aforesaid, and has considered said assessment roll, and has found
it unnecessary to increase the value fixed by the County Assessor of Taxes of any real estate o
personaly property as shown on said roll; therefore,
BE IT RLSOLVED that the Board of County Commissioners of Indian River County, Florida)
do hereby approve and confirm said tau assessment roll of said County for the year 1940 as pre -
stinted by the County Assessor of Taxes and do hereby declare said assessment roll and the asse
-ments shown thereon to have been reviewed and to be equalized, perfeoted and juste,

Resolution was duly °sac onded by'Commissioner Graves and upon being put to a vote the
same was unanimously adopted.
Hon. W. R. Duncan, Tax Assessor suggested that copies be made from the old Plat Books
in order that the County would have a permanent record of all plats. E. E. Carter, County
Engineer was requested to,investigate said proposal and report back to the Board as to the cost
involved.

There being no further business on motion made, seconded and carried the,,Board then

The Board of County Commissioners of Indian River County met it the/house in Nero
Beach, at10:00 o'clock A. M. Tuesday, July 2nd., 1940 in regular meeting with the following
members of the Board present; C. S. Michael, Chairman; S. E. Glover, Albert 0. Helseth and W. C.
Graves, Jr. Absent. Frank C. Vickers. Also present were Wm. W. Friok, Sheriff; Charles A. Mitohe
Attorney for the Board and Douglas Baker, Clerk.
The tag books being ready to be returned to the Tag Assessor for the purpose of eat
ind the taxes thereon as provided by law the Board of County Commissioners took up the matter of

making an estimate of the necessary expenses for the fiscal year from October 1st., 1940 to the
30th. day of September, 1941, and having -considered the_reoeipts;,estimated by the Clerk and the
Tax Assessor and having given full consideration to the needs and necessities of the County and
the requirements for the different purposes to meet the expenses during the said fiscal year,
have determined and do hereby declare the following to be the expenses and all special and
extraordinary expenses contemplated for the fiscal year next ensuing and for whish the revenue
for the year 1940 from ad valorem taxation and the estimated receipts from other sources will
be available.
