Duncan, Tax Assessor suggested that copies be made from the old Plat Books in order that the County would have a permanent record of all plats. E. E. Carter, County Engineer was requested to,investigate said proposal and report back to the Board as to the cost involved. Court The Board of County Commissioners of Indian River County met it the/house in Nero Beach, at10:00 o'clock A. M. Tuesday, July 2nd., 1940 in regular meeting with the following members of the Board present; C. S. Michael, Chairman; S. E. Glover, Albert 0. Helseth and W. C. Graves, Jr. Absent. Frank C. Vickers. Also present were Wm. W. Friok, Sheriff; Charles A. Mitohe Attorney for the Board and Douglas Baker, Clerk. The tag books being ready to be returned to the Tag Assessor for the purpose of eat ind the taxes thereon as provided by law the Board of County Commissioners took up the matter of r making an estimate of the necessary expenses for the fiscal year from October 1st., 1940 to the 30th. day of September, 1941, and having -considered the_reoeipts;,estimated by the Clerk and the Tax Assessor and having given full consideration to the needs and necessities of the County and the requirements for the different purposes to meet the expenses during the said fiscal year, have determined and do hereby declare the following to be the expenses and all special and extraordinary expenses contemplated for the fiscal year next ensuing and for whish the revenue for the year 1940 from ad valorem taxation and the estimated receipts from other sources will be available. 211. It was ordered Mrs. Rudolph Votrobek, Fellsmere, Florida be placed on the Pauper's list to receive the sum of $10.00 per month until the further orders of the Hoard. Hon. George T. Tippin appeared before the Board regarding an exhibit from Indian Rive County at the Tampa Fair to be held in the future and stated that he did not approve of the set up and therefore did not think it advisable for the County to furnish and provide for an exhibi KANNER ACT -RESOLUTION. Commissioner V. C. Graves, Jr., introduced the following resolution and moved its adoption: WHEREAS, The State Board of Administration has submitted certain proposals of indi- viduals, firms and corporations offering to sell.to said Board of Administration certain bonds of Indian River County, and obligations assumed by said County, under the provisions of House Bill No. 30, acts of the 1933 Legislature; and WEMAS, after carefully considering all of such proposals and taking into consider- ation the amount of funds available for that purpose, and_the approximate value of said bonds and obligations, it is deemed advisable and expedient to purchase and cancel certain of said bonds and obligations to -wit: Indian River Co. (Issued as St, Luoie_Co.) Spl. B&B Dist. #1 5% R&B Bonds No. 30, dated January 1, 1918, due duly 11.1935, at a price of $920.00 not, with January.l, 1933 and subsequent coupons attached, as designated offering "B". THEREFORE, BE IT RESOLVED, by the Board of County Commissioners that the State Board of Administration be requested to purchase and cancel the securities listed above at the price quoted. The resolution was duly seconded by Commissioner Glover and upon being put to a vote the same was unanimously adopted. A Committee from the Rod.and Gun Club composed of Mr. J. B. Tippin and Mr. Will Roger appeared before the Board with regard to the removal of rough fish from. Blue Cypress Lake. Mr. Elijah Cayson and other citizens residift-near the vicinity of Blue Cypress Lake in opposition to the above proposal and after considerable discussion pro and con the Board requested Mr. Tippin to get in touch with Mr.;. L. Billings, 4th Congressional District, Chief Conservation Agent in order that a survey be made and report baby to this Board so they would know the exact method to be used and what the anticipated result would be in the event a decision was reached to issue a certificate or permit for the removal of the rough fish from Blue Cypress Lake. Douglas Baker, Clerk was instructed to write a letter to the Honorable Fred P. Cone, Governor of the State of Florida, requesting the appointment of Hon. C. 3.Cox, who was nemi- hated in the past May Primary without oppostion to the office of Justice of the Peace District #5, Indian River County to fulfill the unexpired term of the late George W. Such bills and accounts being on file in the office of the Clerk of the Circuit Court. The Warrants so issued from the respective.funds being listed in the supplemental minute book as provided by the rules of the State Auditor, referenoe to such record and the list so recorded being made a part of these minutes. The County Depository filed its monthly statement, showing receipts and disbursementi of the various funds which having been audited was found to be correct. There being no further business on motion made, seconded and oarried the Board then adjourned. M. Tuesday, August 6th., 1940 in regular meeting with the fol- lowing members of the Board present: Albert 0. Helseth, S. N. -Glover, Frank C. Vickers and W.C. Graves, #Tr. Absent. C. S. Michael. Also.present.were Wm, W. Frick, Sheriff; Chas. A. Mitchells Attorney for the Board and Douglas Baker, Clerk. In the absence of Chairman Michael, Albert 0. Helseth was selected to serve as Chairman pro -tem. It was ordered that Carrie Bell Blanton be removed from the Pauper's list as she is now receiving State Aid for the blin4. It was ordered Mrs. George Williams - be placed on the Pauper's List to, receive the sum of $6.00 per month for the care of Ned Williams until the further orders of the Board. It was ordered Mrs. Robert Washington be placed on the Pauperts List to receive the sum of $6.00 per month for August, September and October, 1940. It was ordered.Henry DeLong.,receive the sum of $6.00 in groceries each month until the further orders of the Board. On motion made by Commissioner Glover, seconded by Commissioner Vickers and unanimously carried,it was ordered Chas. A. Mitchell be paid the sum of 000.00 for expenses in connection with the suit St. Lucie County vs. Indian River County regarding certain tax redemptions alleged to be due the plaintiff. $150.00 to be paid immediately and the remaining $150.00 to be paid in January, 1941. Hon. A. C. MacConnell, City Clerk,.representing Hon. Alex MaoWilliam, Mayor of the City of Vero. Beach and Harry Damerow, City Engineer appeared before the Board and requested the use of the County Drag Line to deepen the water next to shore at the City Dock and for the purpose of building another City Dock to accomodate a sufficient number of boats requiring dockage. On motion mad -6 by Commissioner Graves, seconded by Commissioner Glover and carried, the request was granted and.County Enginerr E. E. Carter was authorized to work with. Harry Damerow, City Engineer in the work heretofore outlined. The consideration to be $4.00 per hour with the understanding that the City and County balance their accounts in the usual manner. Mr. J,. B. Tippin, President.of the.local Road and Gun Club and Mr. John L. Billings, Chief Conservation Agent of the 4th Congressional District appeared before the Board with regard to the removal of the rough fish from -Blue Cypress Lake. Mr. Billings outlined the method of proceedure and stated that successful work had been done in Lake Trafford, Collier County and if the Commissioners would give their oonsent as to Blue Cypress Lake the work would be done under the supervision of a warden appointed by the Game and Fresh Water Fish
