HomeMy WebLinkAbout8/6/1940415 The several bills and accounts against the County, having been audited were examined and found to be correct, were approved and warrants ordered issued in the settlement of same. Such bills and accounts being on file in the office of the Clerk of the Circuit Court. The Warrants so issued from the respective.funds being listed in the supplemental minute book as provided by the rules of the State Auditor, referenoe to such record and the list so recorded being made a part of these minutes. The County Depository filed its monthly statement, showing receipts and disbursementi of the various funds which having been audited was found to be correct. There being no further business on motion made, seconded and oarried the Board then adjourned. M. Tuesday, August 6th., 1940 in regular meeting with the fol- lowing members of the Board present: Albert 0. Helseth, S. N. -Glover, Frank C. Vickers and W.C. Graves, #Tr. Absent. C. S. Michael. Also.present.were Wm, W. Frick, Sheriff; Chas. A. Mitchells Attorney for the Board and Douglas Baker, Clerk. In the absence of Chairman Michael, Albert 0. Helseth was selected to serve as Chairman pro -tem. It was ordered that Carrie Bell Blanton be removed from the Pauper's list as she is now receiving State Aid for the blin4. It was ordered Mrs. George Williams - be placed on the Pauper's List to, receive the sum of $6.00 per month for the care of Ned Williams until the further orders of the Board. It was ordered Mrs. Robert Washington be placed on the Pauperts List to receive the sum of $6.00 per month for August, September and October, 1940. It was ordered.Henry DeLong.,receive the sum of $6.00 in groceries each month until the further orders of the Board. On motion made by Commissioner Glover, seconded by Commissioner Vickers and unanimously carried,it was ordered Chas. A. Mitchell be paid the sum of 000.00 for expenses in connection with the suit St. Lucie County vs. Indian River County regarding certain tax redemptions alleged to be due the plaintiff. $150.00 to be paid immediately and the remaining $150.00 to be paid in January, 1941. Hon. A. C. MacConnell, City Clerk,.representing Hon. Alex MaoWilliam, Mayor of the City of Vero. Beach and Harry Damerow, City Engineer appeared before the Board and requested the use of the County Drag Line to deepen the water next to shore at the City Dock and for the purpose of building another City Dock to accomodate a sufficient number of boats requiring dockage. On motion mad -6 by Commissioner Graves, seconded by Commissioner Glover and carried, the request was granted and.County Enginerr E. E. Carter was authorized to work with. Harry Damerow, City Engineer in the work heretofore outlined. The consideration to be $4.00 per hour with the understanding that the City and County balance their accounts in the usual manner. Mr. J,. B. Tippin, President.of the.local Road and Gun Club and Mr. John L. Billings, Chief Conservation Agent of the 4th Congressional District appeared before the Board with regard to the removal of the rough fish from -Blue Cypress Lake. Mr. Billings outlined the method of proceedure and stated that successful work had been done in Lake Trafford, Collier County and if the Commissioners would give their oonsent as to Blue Cypress Lake the work would be done under the supervision of a warden appointed by the Game and Fresh Water Fish 416 FAIC070mmission- After 6onsiderable discussion it was decided to hold a meeting Monday night, August 129 1940, at 8:00 o•clock P. M. for the purpose of further consideration and discussion and that all interested parties by advised in order that they might be present and express their opinion are feelings in the matter. On motion made by Commissioner Graves, seconded by Commissioner Glover and carried Judge Otis M. 0obb was authorized to purchase a typewriter for the County Judge°s office. Bliss Leila M. Bunkley, County Nurse appeared before the Board and made a report of her activites for the month of July as follows, to -wit: COUNTY NURSES MONTHLY REPORT July, 1940. Tippin appeared before the Board stating a different and better pro- posal had been submitted by the Tampa -Fair Association with regard to exhibit from Indian River County and requested the Board's endorsement. Graves, Jr. introduced the following resolution and moved its WHEREAS, The State Board of Administration has submitted certain proposals of indi- viduals, firms and corporations offering to sell to said Board of Administration certain bonds of Indian River County, and obligations assumed by said County, under the provisions of House Bill No. 30, acts of the 1933 Legislature; and WHEREAS, after carefully considering all of such proposals and taking into consider- ation the amount of funds available for that purpose, and the approximate value of said bonds and obligations, it is deemed advisable and expedient to purchase and cancel certain of said bonds and obligations to -**it: St. Lucie County quay Bridge District Bond #24, dated December.l, 1922, due December 1, 19409 at a price of $980.00 net, with Deoember.!-1, 1940 coupons attached as designated offs Ing "A". THEREFORE, BE IT RESOLVED, by the Board of County Commissioners that the State Board of Administration be requested to pruchase and cancel the securities listed above at the price quoted. RESOLUTION -INLAND WATERWAYS Commissioner W. C. Graves, Jr. introduced the following resolution and moved its adoption: WHEREAS, the Inland Waterways along the East coast of the State of Florida, and of which Inland Waterways the Indian River is a part, are of vital importance to commerce, trade and the transportetion-of equipment and property; -and WHEREAS, said Inland Waterways are of gr*A9 importance in defense plans for the de- -fense of the United States and the transportation of equipment and materials necessary to such defense as well as to private commerce; and WHEREAS, the Indian River, a part of said Inland Waterway, traverses Indian River County; now BE IT RESOLVED that the Board of County Commissioners of Indian River County, Flo in regular session duly assembled do hereby respectfully petition and request the President of the united States to include in pending legislation the item of deepening to a depth of 12 feet and widening to a tidth of 200 feet the present Inland.Waterway in the State of Florida and particularly as the same is represented by that portion of the Indian River whioh traverses; Indian River County, Florida; BE IT FURTHER RESOLVED that_a copy of this Resolution be sent by the Clerk of this body to the Senators in Congress of Florida hnd to the representative in Congrdss from the Fourth Congressional District. Graves, Jr. introduced the following resolution and moved its adoption: WHEREAS, on May 31, 1940, the Board of Administration received offerings of Florida Road Bonds and Road District Bonds of those counties operating under the Kanner Bill, and WHEREAS, the.said Board of Administration received offerings of the following St.. Lucie County Road and Bridge Refunding Bonds; and WHEREAS, Indian River County has the right to buy St. Lucie County bonds under its inter -county settlement, and WHEREAS, Indian River County has surplus fdnds after anticipating interest require - meats in sufficient amount to retire a portion of said bonds so offered, and WHEREAS, this Board deems it advisable to retire as many of said bonds as funds will permit, THEREFORE, BE IT RESOLVED by this Board that said Board of Administration is hereby requested to purchase for the account of Indian River County as many of said bonds so offered at 97 and interest or less as funds will permit and the holders thereof will deliver, the period of the firm offering having expired, and that a copy of this resolution be sent to the Board of Admnistration, which will be its -authority to act in accordance therewith, said offerers to be' -tendered the privilege of confirmation and delivery in the order of the lowest price first. As said bonds are delivered to the Board of Administration they shall be delivered the St. Lucie County fund in exchange on a par for par basis for Indian River County Refund Bonds issued to St. Lucid, County in the inter -county settlement, and tba ludian River County bonds so received thereby shall be cancelled. To provide treasury funds for the VERO BRIDGE DISTRICT. in accordance with the laws of Florida, as amended by the Acts of the 1927 Legislature, it was determined that a tax rate of One (1) mill on the dollar be levied and is hereby fixed and assessed for the year 1940, on. all of the property in the County of Indian River lying and being within the boundaries of said Vero Bridge District for the purpose of retiring indebtedness not outstanding and unpaid, and meeting necessary expenses, the total sum estimates in the budget being $3,277.50. To provide Treasury funds for the JgAY BRIDGE DISTRICT.oin accordance with the laws of Florida, as amended by the Acts of the 1927 Legislature, it was determined that a tax rate of Four (4) mills upon the dollar be levied and is hereby fixed and assessed for the year 1940, on all of the property in the County of Indian River, lying and -being within the boundaries of said Quay Bridge District for the purpose of properly operating the bridge in said District and the reasonable and usual repairs and maintenance of said Bridge and the approaches thereto, the total sum estimated in the budget being $5,153.75. To provide treasury funds for WABASSO BRIDGE DISTRICT, in accordance with the.laws of Florida, as amended by the Acts of the Legislature and it was determined that a tax rate of Ten,(10) mills on the dollar be levied and is hereby fixed and assessed for the year 1940, upon all of the property in the County of Indian River lying and being within the boundaries of said Wabasso Bridge District for the purpose of paying interest upon and providing a sinking fund for the purpose of retiring.Refunding Bonds of said Wabasso Bridge District, dated January lst, 1935, five (5) mills -for Interest and Sinking Fund purposes, proceeds of which said levy shall be remitted to the State Treasurer as County Treasurer Ex -Officio as and when collected and five'(5) mills for Refunding Expenses, proceeds of which said levy shall be remitted to the Clerk of the Board of County Commissioners, the total sum estimated in the budget being $2,770.75. Commissioner S. E. Glover, thereupon, offered the following Resolution: RESOLVED, that the Tag Assessor is and for the County of Indian River, State of Florida, be and he is hereby directed to levy and assess all of the foregoing taxes as fixed and levied by this Board upon the property as levied and that he extend the taxes on the valu- as ation of such property according to said millage/fixed and determined by this Hoard on all the property subject to taxation in.the said County of Indian River, as to all taxes levied and intended to be entered on the assessment roll under the head of County taxes and upon all property lying and being within the Districts as described within the County of Indian River, as of the first day of January, 1940. RESOLVED, further that the Clerk of the Circuit Court and Clerk of this Board, be and he is hereby directed to furnish to W. R. Duncan, Tax Assessor of Indian River County, .a full and complete copy of this resolution. RESOLVED, further that the Clerk and Audit -or of the County be notified of the amount to be. -apportioned to the different accounts out of the total taxes levied for all purposes. The motion for the adoption of said resolution providing for the levy of taxes was seconded by Commissioner Graves and adopted by the following vote. Ayes: Graves, Glover, Vickers and Selseth. Neyes: None. Mr. Arnold Davis appeared before the Board and protested the closing or fencing of a certain road,by Manley Kersey, which had been used for many years past as a public thoroughfare and used by him (Bir. Davis) in going to and from his property. After considerable discussion it was moved by S. E. Glover, seconded by Frank Vickers and Uanimously carried that the Sheriff be instructed to notify Mr. Kersey to remove obstructions from the road on or before Monday, August l2, 1940. The several bills and accounts against the County, having been audited were examined and found to be oorrect, were approved and warrants ordered issued in the settlement of same. (Such bills and accounts being on file in the office of the Clerk of the Circuit Court. The War -1 rants so issued from the respfeotive funds being listed in the supplemental minute book as pro- vided by the rules of the State Auditor, reference to such record and the list so recorded beim made a part of these minuted. The County Depository filed its monthly statement, showing receipts and disbursements of the various funds which having been audited was found to be correct. Also present were Marshall 0. Mitchell, Attorney for the Board from the firm of Mitchell, Smith and Mitchell and Douglas Baker, Clerk. In the absence of Chairman Michael, Albert 0. Helseth was selected to serve as Chairman Pro -tem, who announced this adjourned meeting was held for the purposecf considering and discussing the removal of the Rough fish from Blue Cypress Lake. Mr. J. B. Tippin, 'President of the local Rod & Gun. Club; B. L. Holman and other -ed interest/parties were present at this meeting. It was moved by W. C. Graves, Jr., seconded by Frank C. Vipkers and carried that the State Commission -of Game and Fresh Yater fish be authorized to proceed with the removal of the Rough fish from Blue Cypress Lake as previously outlined by Mr. John L.
