The several bills and accounts against the County, having been audited were examined and found to be oorrect, were approved and warrants ordered issued in the settlement of same. (Such bills and accounts being on file in the office of the Clerk of the Circuit Court. The War -1 rants so issued from the respfeotive funds being listed in the supplemental minute book as pro- vided by the rules of the State Auditor, reference to such record and the list so recorded beim made a part of these minuted. The County Depository filed its monthly statement, showing receipts and disbursements of the various funds which having been audited was found to be correct. There being no further business on motion made seconded and carried the Board then adjourned until 6:00 P. M. Monday, August 12, 1940. The Board of County Commissioners of Indian River County met at the Court house in Vero Beach, at 8:00 P. M. August 12th, 1940 in regular adjourned meeting with the following members of the Board present: Albert 0. Helseth, W. C. Graves, Jr. and Frank'C. Vickers. Absent: C. S. Michael and S. E. Glover. Also present were Marshall 0. Mitchell, Attorney for the Board from the firm of Mitchell, Smith and Mitchell and Douglas Baker, Clerk. In the absence of Chairman Michael, Albert 0. Helseth was selected to serve as Chairman Pro -tem, who announced this adjourned meeting was held for the purposecf considering and discussing the removal of the Rough fish from Blue Cypress Lake. Mr. J. B. Tippin, 'President of the local Rod & Gun. Club; B. L. Holman and other -ed interest/parties were present at this meeting. It was moved by W. C. Graves, Jr., seconded by Frank C. Vipkers and carried that the State Commission -of Game and Fresh Yater fish be authorized to proceed with the removal of the Rough fish from Blue Cypress Lake as previously outlined by Mr. John L. Billingp,Chief Conser- be vation Agent, with the understanding that the work/done under the constant supervision of a Marden appointed by the Game and Fresh Water fish Commission and with the understanding that the work could be stopped any time -as deemed advisable by the Board of County Commissioners. adjourned. SEER 3 rd . 1940. The Board of County Commissioners of Indian River County met at the Court House in Hero Beach, at 10:00 A. M: Tuesday, September 3rd, 1940, in regular meeting with the following members of the Board present: C. S. Michael, Chairman, S. L. Glover, W. C. Graves, Jr. and Frank C. Vickers and Albert 0. Helseth. Also present was Wm. W. Frick, Sheriff; Sherman N. •Smith,Jr. Attorney for the Board from the firm of Mitchell, Smith & Mitchell and Douglas Baker, Clerk. It was ordered Mrs. 011i#e Lingenfelter be placed on the Pauper"s list to receive the sum of $6.00 pez�onth for September and October, 1940. 1 1 I. 1 1 C It was ordered Christine E. Rieohe be placed on the Pauper's list to receive the sum of $5.00 per month through December, 1940, on condition of House rental, for the aid of her brother Will Rieche. The matter of William Edward Kersey who is a patient in the Florida State Tuberc.ulos Sanatorium, Orlando was brought.up and it was moved by S. E. Glover, seconded by W. C. Graves,Jr and unanimously carred that the Board would assume the County portion of the hospitalization expense to become effective as of October 1, 1940. Messrs. S. R. and G A. Hamilton, Incorporators of the Winter Beach Cemetery Assooia- tion appeared before the Board and stated that the Winter Beach Cemetery Association was active and pre -pared to take over the Winter Beach Cemetery and on motion made by S. 1. Glover, second- ed by Frank C. Vickers and oarried it was ordered that a deed, without any restrictions bo executed, delivered whereby the property is conveyed to the Minter Beach Cemetery Association. Leila M. Bunkley, County Nurse appeared before the Board and made a report of her activities for the month of August as follows, to -wit: COUNTY NURSE'S MONTHLY REPORT AUGUST, 1940. D. treatments 67 Mother's Pension.application for Eutha M. Armstrong was approved for the sum of $10 per month until the further orders of the Board. It was ordered Robert Redmond (Col.) receive the sum of $5.00 per month in lieu of the sum of $4.00 until.the further orders of the Board. Commissioner Vickers brought up the matter of having Buster Thompson parolled from the County Jail and was advised that matters of this kind were handled by the Governor. It was moved by Commissioner. Graves, seconded by Commissioner Helseth and carried and it was ordered deeds of Road #30 Right of Way be -delivered to County Engineer E. E. Carter to make contracts'in.a000rdanoe with the instructions of the Board of County Commissioners with the and of se?suting:the execution of the deeds. Douglas Baker, Clerk appeared before the Board and requested permission to purchase Clark's a typewriter for the/mss: -rL* office. On motion made by Commissioner Glover, seconded by Commissioner Vickers and carried the request was granted. On motion made by Commissioner Graves, seconded by Commissioner Vickers and carried it was ordered that Chairman Michael be permitted to purchase a used typewriter from the ClerkIs office for the sum of $15.00 which is the regular trade-in price allowed by the Underwood Typewriter Company. DUCK -RESOLUTION Commissioner Vickers introduced the following resolution and moved its adoption. INASMUCH as the Federal open season on ducks begins November 2nd, in Florida, and the State Law starts the season November 20th, and INASMUCH as Section 1977 (44) Compiled General Laws of Florida, Permanent Supplement, provides that the Commission of Game and Fresh Nater Fish shall prescribe and declare open season on ducks in any County when requested to do so by the Board of County Commissioners, consistent with the regulations of the Federal Law, and INASMUCH as this Board of County Commissioners has been solicited by sportsmenX from ell over the State to endeavor to get.the State law set up to November 2nd, in harmony with they Federal Law, THEREFORE BE IT RESOLVED by the Indian River Coubty Commissioners that the Commission) of Game and Fresh Water Fish be requested to open the duck season in Indian River County on November 2nd,, which will give Indian River County the same season as set up by Federal Regula- tions. The resolution was duly seconded by Commissioner Graves and upon being put to a vote the same was unanimously adopted. It was ordered a Flag be purchased through Clyde Dills on the American Legion for the sum of $5.40 to be used on the Court:House Flag pole. The motion was made by Commissioner Grave seconded by Commissioner Helseth and carried. Hon. W. R. Duncan, Tax Assessor appeared before the Board and requested permission t purchase a typewriter for the Tax Assessorls office. On motion made by Commissioner Glover seconded by Commissioner Vickers and carried the request was granted. The Board of County Commissioners of Indian River County met at the Court house in Verb Beach, at 7:30 P. M. Friday,September 13,•1940, in Special meeting with the following members of the Board present: C. S. Michael, Chairman; S. E. Glover, W. C. Graves, Jr. and Frank C. Vickers. Absent: Albert O. Helseth. Also present were Marshall 0. Mitchell, Attorney for the Board of the firm of Mitchell, Smith & .Mitchell, and Douglas Baker, Clerk. It was announced by the Chairman that this meeting was called for the purpose of discussing a proposal, which had been made by Mrs. Frances Callahand, District Supervisor of and Service Professional/Division of the W.P.A., to Douglas Baker, Clerk with regard to the discontinuing of the local W.P.A.
