WHEREAS said sewing room now gives employment and sustenance to numerous families in
Indian River County, Florida, and,
WHEREAS said sewing room is an established, active project filling a very definite
need and demand for aid in Indian River County, and,
WHEREAS it has been suggested to this Board that this project is to be or should be
discontinued and a new and different project set up, now, therefore,
BE IT RESOLVED that the Board of County Commissioners of Indian River County, Floridf
in special session duly assembled do hereby express their opinion that the disoontinuation of
said sewing room would deprive Indian River County of public assistance badly needed by the
county, and that it would be unwise to discontinue an active and going project and replace it
with a new and untried project;
BE IT FURTHER RESOLVED that this Board is opposed to the discontinuation of the oper-
ation of said sewing room and the replacing of it with a new project;
BE IT FURTHER RESOLVED that a copy of this resolution be sent by the Clerk of this
body to the Senators in Congress? -of Florida, to the Representatives in Congress of the Fourth
Congressional District, the State W.P.A. Administrator -for the State of Florida, State Direct
District Director Professional .dnd Service Division,
Professi6nal and Service Division,/Area Supervisor Professional and Service Divisiob, and to
the Board of County Commissioners for St. Lucie, Martin, Okeechobee and Palm Beach counties.
The resolution was duly seconded by Commissioners Vickers and upon being put to a
vote the same was unanimously adopted.
There being no further business on motion made seconded and carried the Board then
adjourned.

THURSDAY NIGHT. SEPTIMBER 26, 1940.
The Board of County Commissioners of Indian River County met at Court house in Vero
Beach, at 7:30 P. M. Thursday Night, September 26, 1940, in Special meeting with the following
members of the Board present: C. S. Michael, Chairman, S. B. Glover, Albert 0. Helseth, W. C.
Graves, Tr., and Frank C. Vickers. Also present were Chas. A. Mitchell, Attorney and Douglas
Baker, Clerk.
The Chairman announced this meeting had been called for the purpose of considering
the Liquor license issued to Gifford Liquor Store and such other business as might properly
be brought before the Board.
After Considerable discussion Commissioner S. E. Glover introduced the following
resolution and moved its adoption.
The Clerk of this Board is directed to write the State Beverage Director and request
him to investigage liquor license issued to Gifford Liquor Store with the view of revoking s
license for the following reasons:
1. That the place of business of sdid licensee, namely, Gifford Liquor Store, is not
situated within the corporate limits of any municipality and is located within 2500 feet of
several churches and which churches were in active existence prior to the issuance of any li
license to Gifford Liquor Store.
2. Because the Village of Gifford has a very large negro population and that the
consumption of liquor in the vicinity of Gifford Liquor Store leads to disturbances which tend
to be a nuisance and annoyance to theaDmmunity and its residents.
3. That there has been a transfer of ownership of said Gifford Liquor Store and that
the transfer of license to the new owner of the issuance of ee license to the new owner has

not been approved by the Board of County Commissioners.
The resolution was duly seconded by Commissioner Vickers,and the same was unanimously
adopted.
The following application was made by Louis Harris for issuance of duplicate tax sale
certificate.
TO THE HON. BOARD OF COUNTY COMISSIONERS OF INDIAN RIVER 00., VERO BEACH, FLORIDA.
Gentlemen:
I. Louis Harris, of.the County of Indian River State of Florida, being the owner of
Tax Sale Certificate No. 176 dated the 2nd day of July 1928, in the sum of $39.08 covering the
following described property, to -wit:

hereby make application to your Honorable Body to issue a duplicate Tag Sale Certificate in
lieu of the original described herein for the following reasons:
(1) That said Tax Sale Certificate was purchased by me at the regular sale of 1928
for which I paid the sum of $39.08.
(2) That said Tax Sale Certificate, or any interest therein, has not been hypothecat
sold, assigned, transferred or delivered by me and I have received no consideration therefor.
(3) That said Tax Sale Certificate has been lost or destroyed, and that I have made
diligent search and am unable to locate said certificate.
(4) That if duplicate Certificate is issued in lieu thereof and the original should
at any time be located, the same will be surrendered to the Clerk of the Circuit Court of
River County for cancellation.
(5) -That I, Louis Harris, as a further consideration acknowledge myself held and
firmly bound unto Douglas Baker, Clerk of the Circuit Court of Indian River County, and his
successors in office, in the sum of $78.16, being double the amount of the face value of said
Tax Certificate, for payment whereof well .and truly to be made, I bind myself, heirs, executors
and administrators firmly by these presents should said Certificate be presented by any person
whomsoever, assigned or otherwise, for payment or application for Tax Deed thereon.
.I solemnly swear, or affirm, that the statements contained herein in suppbrt.of my
application for issuance of duplicate Tax Sale Certificate, are true -and correct, So help ms
God.

This foregoing application coming on to be heard on this date by the Board of County
Commissioners of Indian River County, and after due consideration, the Board having thoroughly
investightidsaid matter and being fully satisfied that said claim is a valid one,
It is considered and ordered, upon motion duly made, seconded, and carried, that the
Clerk of the Circuit Court of Indian River County be and he is hereby instructed to issue a
duplicate Tax Sale Certificate in favor of the above named applicant in lieu of the Certificate
above described which haadbeen lost or destroyed, and that proper record of same be entered
in the Tex Sale Record in the office of the said Clerk, as provided in Section 8 of Senate Bill
No. 72, Acts of 1929.

TUESDAY, OCTOBER 1. 1940.
The Board of County Commissioners of Indian River County met at the Court house in
Vero Beach, at 10:00 A. M. Tuesday, October 1,.1940, in Regular meeting with the fbIlowing
members of the Board present: C. S.. Michael, Chairman, S. E. Glover, W. C. Graves, dr., Frank
C. Vickers and Albert 0. Helseth. Also present were Wm.W. Frick, Sheriff, Chas. A. Mitchell,
Attorney for the Board and Douglas Baker, Clerk.
It was ordered Samuel Smith be removed from the Pauper's List as he is now receiving
Old Age Assistance; that Mrs. Roy Lingenfelter be removed from the Pauper's List as she is now
employed in the W.P.A. Sewing room; that Manuel Bain, Colored, be removed from the Pauper's
List because he is now deceased, also that William Daniel for Preacher Bain be removed from the
Pauper's list because of the death of Manuel Bain.
It was ordered J. H. McClain receive the sum of $5.00 per month in lieu of the sum
of $9.00; that Nellie Welling (Mother's Pension Fund) receive the sum of $12.00 per month in
lieu of the sum of $20.00 until the further orders of the Board.
It was ordered F. G. Young, Gifford,be placed on the Pauper's List to receive tbasum
of $5.00 per month until he receives Old.Age Assistance.
Mother's. Pension Applications were approved for Gertrude C. Knight and Luella Hegy
English each in the sum of $4.00 per month until the further orders ofthe Board. It is the
understanding that this assistance for Mrs. Knight will cease at:sueh time -as she receives
additional income or at such time as her daughter receives W.P.A. employment.
It was ordered Nancy Brown (Colored) Gifford, Florida be placed on the Pauper's list
to receive -the sum of $4.00 per month .,until the further orders of the Board.
Miss Leila M. Bunkley, County Nurse, appeared before the Board and made a report of
her activities for the month of September as follows, to -wit:
