The Board of County Commissioners in and for Indian River County, Florida, met at the Court House in Vero Beach, at 10:00 o'clock A. M. Tuesday, November 5th., 1940, in Regular meeting with the following members of the Board present: C. S. Michael, Chairman; S. E. Glover, W. C. Graves, Jr., Frank C. Vickers and Albert O. Helseth. Also present were Wm. W.,Frick, Sheriff, Chas. A. -Mitchell, Attorney for the Board and Douglas Baker, Clerk. The minutesofJune 4, July l,and 2. August 6 and 12, September 3, 13 and 26, October 1 and 16 were read and approved. It was ordered Mrs.-011ie Watson.and Raymond Fendley be paid the sum of $19.00 from the GEIITERAL REVS M FOND as transportation expenses in moving the Matson family from Vero Beach to Madison, Florida. It was ordered the following persons be removed from the Mothers Pension Fund and the Pauper's List for the reasons set out as follows: Name . Fields Mrs. 011ie Lingenfelter Reason Employed Housekeeping Aid Project Wife --Sewing Room fie --Sewing Room Housekeeping Aid Project Packing House Fruit Stand State Aid It was ordered a County warrant be issued on the G=3RAL RTZ= FUND in the sum of $15.00 to Miss Ruth Rountree, Sebastian during.the months of October and November and $10.00 in December, funds to be used for the care of Harry Brooks, Colored. It was ordered Mrs. Maud Molane be reinstated for Mother's Pension in the sum of $8.00 per month until the further orders of the Board. This amount to be paid with the under- standing that Mrs. McLane would act as nurse for Mrs. R. L. Cog and assist or work in other ass( as might be suggested or recommended by Miss Leila M. Bunkley, County Nurse. It was ordered grocery order for Mrs. Patton, Roseland,be increased from 410 to 015 each month until the further orders of the Board. E. E. Carter, Road Superintendent was in - strutted to send a man to fix the roof and screens of the house in which Mrs. Patton resides. Miss Leila M. Bunkley, County Nurse appeared before the Board and filed a report as to her activities for the month of October as follows, to -wit: COUNTY NORSE'S MONTHLY REPORT OCTOBER 1940. Total Number of oases for the Month 86 Number of Visits to cases 95 Number of Visits in behalf of cases 43 Number of office interviews 35 Number of oases cared for in hospital 3 Number of cases to Dentist 3 Number of raises for Chest X-ray to West Palm Beach 1 Labratory Specimen submitted Hook worm 11 A lunch room at the Minter Beach School.is operating. All children of that School have lunch there.. .A ease of infantile Paralysis at Fellamere was quarantined, and School closed for two weeks. The Red Cross Regional Conference in Sanford was attended. . Sometime was spent assisting with the War Relief Production- Sponsered by the Avner Red Cross, Ms 1 1 1 At the request of Mrs. S. B. Taylor,-reprasenting the Woman•s Club, the Board granted a contribution in the sum of $50.00 from the GXIERAL REVMM FOND to the Vero Beach Library for the purpose of assisting said Library in meeting their current and extra -ordinary expenses of and for this fiscal year. At the request of Secretary Thatcher, the Board granted the sum of $20.00 from the GENERAL REVENUE FUND to the Vero Beach Chamber of Commerce as one-third of the cost for a Float representing the County, City and all Civic organizations to be entered in the Armist109 day Celebration Parade at Ft. Pierce on November 11th neat. It was ordered Wm. H: Foch, W. P. A. Researdher of all Graves of Veterans in Indian each month River County receive 50 gallons of gas and 5 quarts of 611 for transportation purposes in connection with his work. Said.gasoline. and oil to be furnished for a period of time not to exceed four months beginning with the month of November. each month It was ordered the sum of $5.00 be paid /from the GENERAL REVEL FUND to Miss -Bertha Helseth who is in charge of the Vero Beach School Cafeteria for the purpose of assisting in they cost of School lunches for underprivileged children, uptil the further orders of the Board. On motion made by W. C. Graves, Jr. seconded by Frank C. Vickers and carried the Board approved the application of Isaiah Richardson, Colored for admission to the State Tuber- oulosis Sanatorium. County's portion of Hospitalization cost to be paid by applicant and/or relatives. Miss Grace Gaul, Supervisor of Sewing Room was authorized to purchase,,2000 each of required Sewing Room labels. County to pay the cost of same. Attorney Mitchell was requested to prepare Rental Lease for the Sewing room to be executed by the County and Mr. E. C. Richards Notary Public Bond for Bernice Meyer.in the sum of $500 with.Masseahusetts Bonding and Insurance Company of Boston, Massachusetts as Surety was approved. Notary Public Bond for Charles C..Jewett in the sum -of $500 with Massachusetts Bond- ing .and Insurance Company-- of ..Bostom, ..Massachusetts as Surety, was approved. Starbird, Teacher of Agriculture and Douglas Baker, Clerk to make arrangements and provide for necessary space in the Court House for a class in Handicraft work which consists of making curtains, rugs and baskets with wire grass and palmetto fans. Mr. Starbird- stated the State Market Board urged this Project be started and that he already knew of 21 ladies who are interested in.this type of work. It was ordered Sheriff Frick be permitted to purchase Linoleum for the kitchen in the County jail. Cost of same to be approximately $35.00. Request of Mrs. Raymond Fendley forassistance to the Z. B. Walker family was not granted for the reason that there are no available funds for this purpose at the present time. Attorney Mitchell stated there is .'1000 of A & G Special Road and Bridge District Bonds which were accepted in payment of delinquent State and County taxes under the Futoh Act in custody of this Board and pointed out.it.would be to the interest of Indian River County to collect interest in cost and exchange old.bonds for Refunding Bonds. The Board agreed with Mr. Mitchell and ordered the exchange be made. adoption: RESOLUTION -TRANSFER OF FUNDS Commissioner Albert 0. Helseth introduced the following resolution and moved its WHEREAS there is a balance in the General Revenue Fund of $7191.27 and a balance of $1927.60 in the Road & Bridge Fund, funds under the control of this Board, and, ISHEREAS, due to the heavy demand that has been made upon the Road & Bridge Fund of this County to meet the current and extraordinary expenditures: THEREFORE, BE IT RESOLVED, that the sum of $1000.00 be transferred from the General Revenue Fund to the Road & Bridge Fund, upon the approval of the State Comptroller, to assist in meeting the current and'extraordinery expenses of the County. Upon being put to a vote the same was unanimously adopted. Douglas Baker, Clerk was instructed and directed to draw warrants -on the GENERAL REVENUE FUND for $3;00 to each Inspector and Clerk in the Precincts of Roeeland, Winter Beach and Oslo and $6.00 to each Inspector and Clerk in the remaining Precincts plus $2.00 and mile to the person delivering the Ballot boxes and $3.00 each to the owners of polling places as Rental on the holding and oonduoting the General Election being held today, Tuesday, November. 5th., 1940. The several bills and accounts against the County, having been audited were examined and found to be correct, were approved and warrants ordered issued in the settlement of same. 1 1 1 LJ 1 455 Such bills and accounts being on file in the office of the Clerk of the Cirouit,Court. The Warrants so issued from the respective funds being listed in the supplemental minute book as provided by the rules of the State Auditor, reference to such record and the list so recorded being made a part of these minutes. The County Depository filed its monthly statement, showing receipts and disbursements of the various funds which having been audited was found to be correct, There being no further business on motion duly made, seconded and carried the Board then adjourned until 7:00 o'clock P..M. The Board of County.Commissioners.of Indian River County met at the Court house in Vero Beaoh,'at 7:00 o'clock P. M. Friday, November 8th., 1940, in regular adjourned meeting with the.following members of the Board present: C. S. Michael, Chairman, S. E. Glover, W. C. Graves, Jr. Albert 0, Helseth and Frank C. Vickers. Also present were Chas. A. Mitchell, Attor- ney for the Board and Leila Gray, Deputy Clerk. RESOLUTION The following resolution was offered by Commissioner W. C. Graves, Jr."and upon motion duly made and seconded, was adopted by the unanimous vote of all members of said Board present: RESOLUTION DETERMINING THE RESULT OF AN ELECTION HELD IN SPECIAL TAX SCHOOL DISTRICT NO. 11 OF INDIAN RIVER COUNTY, FLORIDA, ON NOVMMEt 5, 19400 ON THE QUESTION OF ISSUING BONDS OF SAID DISTRICT. CERTIFICATE OF DZMMATION OF RESULT OF BOND ELECTION HELD IN SPECIAL TAI SCHOOL DISTRICT NO. 11 OF INDIAN RIVER COUNTY, FLORIDA. WHEREAS, pursuant to resolutions duly adopted by the Board of Public Instruction of Indian River County, Florida, and proceedings duly taken, an election was held in Special Tax School District No. 11 of Indian River County, Florida, on November 5, 1940, on the question of.issuing bonds of said District in the amount of $70,000; and WHEREAS the inspectors and clerk of said election have made returns thereof to this Board as provided by law, and this Board has canvassed said returns at this meeting held for that purpose, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF THE COUNTY OF INDIAN RIVER, FLORIDA: 1. That the Board of County Commissioners has determined and hereby findb and certi- fies that the total number of qualified electors residing in said Special Tax School District No. 11 of Indian River County, Florida, who were freeholders and legally qualified to partici- pate in said election, was 1019 electors as shown by a list of all qualified electors who were freeholders residing in said Dietiiot prepared and certified by the Supervisor of Registration of Indian River County, Florida, having charge of the registration books for said election. 2. That from said canvass of the election returns duly made by the inspectors and clerk of said election held on November 5, 1940, in Special Tau School District No. 11 on the question of issuing bonds of said District in the amount of $70,OO99there were cast by the duly qualified electors of said Special Tau School District who were freeholders, the total number of 804 votes, of which number 720 votes were cast in favor of the issuance of said bonds and 84 votes were cast against the issuance of said bonds, and that the majority of said votes cast at said election in favor of the issuance of said bonds was 636 votes, and that the result)
