FEBRUARY 4TH., 1941; The Board of County Commissioners in and for Indian River County, Florida, met at they Court House in Fero Beach, at 10:00 o'clock A. M. Tuesday, February 4th., 1941 in Regular meeting with the following members of the Board present: C. S. Michael, Chairman; S. E. Glover, W. C. Graves, Zt., Albert 0. Helseth and Frank C.. Vickers. Also present were Chns� A. Mitchell, Attorney for the Board, Wm. W. Frick, Sheriff, and Douglas Baker, Clerk. approved. The minutes of December 3rd and 17th, 1940 and January 7th, 1941 were read and It was moved by Albert O. Helseth, seconded by S. E. Glover and unanimously carried, that the Vero Beach Press Journal, a newspaper of general circulation, published in Indian River County, Florida and which newspaper has been continuously published in said County for a period of more than one year prior to this date, be and it is -hereby selected and designated by the Board of County Commissioners of Indian River County as the newspaper in which shall be published the list of lands to be advertised and sold by the Tax Collector of Indian River County and;:Whiah selection is required under the provisions of Section 969 Compiled General Laws of Florida; -and that said newspaper be designated for the publication of such other legal notices as may be required to be designated by said Board of County Commissioners. At the request of Mr. S. R. Hart representing the Florida National Exhibits, Inc. the following Resolution was adopted: RESOLUTION -FLORIDA NATIONAL EXHIBITS WHEREAS, an opportunity is offered Indian River County to exploit, publicize, adver- tissand otherwise advance the horticultural, agricultural, commercial and other interests of Indian River County thru the display of agricultural products, industrial products, dioramas and other display materials by a public showing at a leading Fair or Exposition to,be held in the State of 'Florida during the tourist season of 1941; and WHEREAS, the agency best fitted to properly.design, create, operate and maintain said Exhibit for said County is FLORIDA NATIONAL► EXHIBITS, INC., a non-profit corporation cre- ated under the Laws of Florida for the purpose of designing, constructing, maintdining and operating Exhibits and Displays on behalf of the State of Florida and its citizens at important) FAIRS and EXPOSITIONS, as evidenced by the past five years of successful operations at Chicago, New York and Cleveland; and WHEREAS, Race Track and Gasoline taxes accruing to this County have been greatly in- creased at the result of Floridafs participation in the aforesaid Expositions; and WHEREAS, all lines of business in the State of Florida have been benefitted as a result of said Florida State Exhibits; NOW, THEREFORE, BE IT RESOLVED that We, as and constituting the Board of County Commissioners of Indian River County, DO AGREE to emplpy as our agents, FLORIDA NATIONAL EX- HIBITS, INC., in designing, preparing, exhibiting and operating the aforementioned exhibits for display at a leading Fair or Exposition to be held in the State of Florida duitcg the Minter Season of 1941, and that we provide the cost of said exhibit thru inclusion in the General Revenue„fund of Indian River Countyfs budget for 1941-42, $425.00, an amount equal to 5� cents 476 per capita population as determined by the census of 1935; and BE IT FURTHER RESOLVED that the exhibits herein provided for shall be loaned to the Florida State Exhibit at Atlantic City during the par 1941, and BE IT' FU RESOLVED, That We, as and constituting the Board of County Commission of Indian River County, on this day DO HEREBY AND.PLEDGE for the foregoing purposes, and HEREBY AGREE ANDPROMISE to pay to the FLORIDA NATIONAL EXHIBITS, INC., through its Treasu George D. Hors, 772 West Bay Street, Tacksonville,.Florida, the sum of Four Hundred Twenty-five Dollars ($425.00) Dollars, to be paid as follows: After October lst., 1941. Verdict of Coroner's Jury in the matter of the inquest on the body of Charles M. McLain, was received and ordered filed by the Clerk. On motion made by W. C. Graves, Jr., seconded by S. E. Glover" and unanimously carried the Board appropriated the sum of $40.00 to the Vero Beach Press Journal for adverti- sing and publicity purposes in the Progress Addition. On motion made by W. C. Graves, seconded by Albert 0. Helseth and unanimously carried the Board appropriated the,sum of $300.00 to the Fero Beach Chamber of Commerce for advertising and publicity purposes. Miss Gage of the Child's Welfare Work appeared before the Board requesting Financial Assistance in connection with her work and the Board advised that there was no funds available at the present time but they would be willing to cooperate in every other way possible. Hon. W. R. Duncan, Tax Assessor appeared before the Board and presented his check in the sum of $1368.93 and requested the following receipt be executed: County; February 4th, 1941. Received of W. R. Duncan, Tax Assessor of Indian River Thirteen -Hundred Sixty-eight and.93/100 Dollars ($1368.93) ji The above is the amount shown by Auditor M. L. Ramsey in his report of December 31st, 1939 as being an over payment by the county for i the years 1930 and 1931. County pay Commissioner Glover brought cep the matter and recommended the'/a Mr. 7.&LP. Hamilton a nominal sum for i.e,alleged to have been injured and later died0from a defect in the his Minter Beach Bridge, however the Board took no action as to/recommendation. Miss Leila M. Bunkley, County Nurse appeared before the Board and made a report of her activities for the month of January as follows, to -wit: County Nurse's Monthly Report, January, 1941. E. Carter, were selected as a Committee to meet with the officials of the State Road Department at a meeting to be held in Orlando on February 27th, 1941, for the purpose of discussing projects to be included in the 1941 Budget. RESOLUTION -TRANSFERRING FUNDS FROM ONE ITEK TO ANOTHER Commissioner N. C. Graves, Jr. introduced the following Resolution and moved its adoption, to -wit: WHEREAS, there is a surplus under the item of Contingencies #699 in the GENERAL REVENUE Fund of Indian River County and which surplus exists after the payment of all necess expenditures under such item for the current fiscal year; and WHEREAS, there is a deficiency in funds necessary to provide for proper and author- ized expenditures under the item of Publicity #685 in said GENERAL REVENUE Fund; and WHEREAS, said items mentioned are a part of the same Fund and the transfer of monies herewith authorized is a transfer from one item to another item in the same Fund and is not a transfer from one Fund to another Fund; therefore, BE IT RESOLVED that there is herewith transferred the sum of $400.00 from the item of Contingencies #699 to the item of Publicity #685, all in the GENERAL REVENUE Fund of the current budget of Indian River County. The Resolution was duly seconded by Commissioner Glover and upon being put to a vote the same was unanimously adopted. The several bills and accounts against the County, having been audited were examined) and found correct, were approved and warrants ordered issued in the settlement of same. Such bills and accounts being on file in the office of the Clerk of the Circuit Court. The Board of County Commissioners in and for Indian River County, Florida, met at Court House in Vero Beach, at 17:30 o*clock P. M. Tuesday, February 25th, 1941, in called meeting with the following members of the Board present: C. S. Michael, Chairman, S. E. Glover, W. C. Graves nd Albert 0. Helseth. Absent: Frank C. Vickers. Also presen / were County Enginee E. E. Carter, Wm. W. Frick, Sheriff, Chas. A. Mitchell, Attorney for the. Board and Douglas Baker, Clerk. to -wit: Commissioner S. E. Glover introduced the following Resolution and moved its adoption WHEREAS, by virtue of the extremely heavy traffic of every nature upon State Road No. 4 in Indian River County, Florida, it is necessary that said road be widened and improved in order to care for such traffic; therefore BE IT RESOLVED by the Board of County Commissioners of Indian River County, Florida, that the State Road Department of Florida be and it is herewith requested to provide at the earliest convenience of said department a survey over and upon the existing route of State Road No. 4 as it traverses Indian River County for the purpose of determining type, nature'an d ex- tent of improvements to said road to the end that it will reasonably serve the traffic thereon and to ascertain the extent and location of any additional right-of-way that may be required in order to make such necessary improvements to said State Road No. 4 as it now exists and as it now traverses Indian River County, Florida. The Resolution was duly seconded by Commissioner W. C. Graves, dr., and upon being put to a vote the same was unanimously adopted. to -wit: RESOLUTION Commissioner W. C. Graves introduced,,the following Resolution and moved its adoption WHEREAS, State Road No. 30 is an important arterial highway having City of Vero Bea in Indian River County as its eastern terminus and traversing the central part of the state to the west coast and thereby providing a cross -state highway connecting the east andwest 00e8ts of the state of Florida and traversing the central part of said state; and WHEREAS, the citizens and taxpayers of the territory traversdd'by said road in Osceola and Indian River Counties, Florida, have heretofore expended the sum of One Million ($1,000,000.0"0) Dollars in the construction of said road and without any expense to the state of Florida or the State Road Department of Florida by reason of such construction; and WHEREAS, the citizens and taxpayers of the portio:h of said road and connecting high- ways which provide access from said road to the central and vastern portion of Florida have al expended considerable sums of money in the construction of such highway; and WHEREAS, said State Road 30 has for some years been a part.of the State Road system and has been maintained by the State Road Department of Florida; and WHEREAS, State Road 30 is continuously used by a large volume and variety of motor vehicle traffic, including private cars�,of citizens and visitors, busses of Florida Motor Lines and many commercial vehicles; that a very considerable use of said road is made by truck
