TUESDAY NIGHT. FEBRUARY 25TH, 1941.
The Board of County Commissioners in and for Indian River County, Florida, met at
Court House in Vero Beach, at 17:30 o*clock P. M. Tuesday, February 25th, 1941, in called
meeting with the following members of the Board present: C. S. Michael, Chairman, S. E. Glover,
W. C. Graves nd Albert 0. Helseth. Absent: Frank C. Vickers. Also presen / were County Enginee
E. E. Carter, Wm. W. Frick, Sheriff, Chas. A. Mitchell, Attorney for the. Board and Douglas
Baker, Clerk.

Commissioner S. E. Glover introduced the following Resolution and moved its adoption
WHEREAS, by virtue of the extremely heavy traffic of every nature upon State Road No.
4 in Indian River County, Florida, it is necessary that said road be widened and improved in
order to care for such traffic; therefore
BE IT RESOLVED by the Board of County Commissioners of Indian River County, Florida,
that the State Road Department of Florida be and it is herewith requested to provide at the
earliest convenience of said department a survey over and upon the existing route of State Road
No. 4 as it traverses Indian River County for the purpose of determining type, nature'an d ex-
tent of improvements to said road to the end that it will reasonably serve the traffic thereon
and to ascertain the extent and location of any additional right-of-way that may be required
in order to make such necessary improvements to said State Road No. 4 as it now exists and as
it now traverses Indian River County, Florida.
The Resolution was duly seconded by Commissioner W. C. Graves, dr., and upon being
put to a vote the same was unanimously adopted.

RESOLUTION
Commissioner W. C. Graves introduced,,the following Resolution and moved its adoption
WHEREAS, State Road No. 30 is an important arterial highway having City of Vero Bea
in Indian River County as its eastern terminus and traversing the central part of the state to
the west coast and thereby providing a cross -state highway connecting the east andwest 00e8ts
of the state of Florida and traversing the central part of said state; and
WHEREAS, the citizens and taxpayers of the territory traversdd'by said road in
Osceola and Indian River Counties, Florida, have heretofore expended the sum of One Million
($1,000,000.0"0) Dollars in the construction of said road and without any expense to the state
of Florida or the State Road Department of Florida by reason of such construction; and
WHEREAS, the citizens and taxpayers of the portio:h of said road and connecting high-
ways which provide access from said road to the central and vastern portion of Florida have al
expended considerable sums of money in the construction of such highway; and
WHEREAS, said State Road 30 has for some years been a part.of the State Road system
and has been maintained by the State Road Department of Florida; and
WHEREAS, State Road 30 is continuously used by a large volume and variety of motor
vehicle traffic, including private cars�,of citizens and visitors, busses of Florida Motor
Lines and many commercial vehicles; that a very considerable use of said road is made by truck

hauling fruit from the east coast to -canneries situated in the central.part of the state and by
trucks in hauling fruit -from the central part of the state to the port at Fort Pierce; that a
very considerable use of said road is made by trucks hauling fertilizer and various materials
used in agricultural and horticultural pursuits; and
WMEAS, approximately five miles of said State Road number 30 as situated near the
eastern terminus thereof in Indian River County, Florida, is in a deplorable condition and'is
rapidly approaching,a condition which will prevent the use of said road by a large portion of t
motor vehicular traffic now using said road; that the State Road Department of Florida in the
year 1940 recognized the necessity of improving said portion of said State Road number 30 and di
place an appropriation for such purpose in its budget for the year immediately preceding the
present -budgetary year for which a budget is now being prepared; that thereupon after making
necessary surveys the State Road Department of Floridaedvised the.Bgard of County Commissioners
of Indian River County that in order to -properly improve said portion of said -road it would be
necessary that additional right-of-way be acquired therefore consisting of an additional width
along the route of said proposed improvements of approximately forty-six (46) feet and did re-
quest said Board of County Commissioners to procure said additional right-of-way and with the
understanding that said improvements would be made immediately upon said right-of-way being pro-
cured; that thereupon said Board of County Commissioners began the task of obtaining suchright-
of-way and at a considerable expense have at this time obtained in excess of seventy-seven (77)
percent of such required right-of-way and have ordered the institution of condenmation suits in
order to obtain the balance of said required right-of-way which may not be otherwise acquired;
that said condemnation suits will be completed in approximately.sixty days next after the date
of the adoption of this resolution; and
WHEREAS, the portion of said road necessary to be improved as above set out has been
designated by the State Road Department as project number 951 in Indian River County, and the
portion thereof to be improved is: Beginning at station 2430000. and ending at station
26954.90.44; that said proposed improvements as set up in surveysfof the State Road Department
consists of construction of bridges and of grading.and of paving said road in said distance of
approximately five miles; therefore,
BE IT RESOLVED by the Board of County Commissioners of Indian River County that the
State Road Department of Florida be and it is herewith respectfully requested to include in the
current budget of said road department now in process of preparation a sum sufficient to complet
said proposed improvements on State Road No. 30 as hereinbefore described and that said State
Road Department proceed with said improvements in the year 1941 in accord with the surveys, pl
and specifications therefore as heretofore prepared by the engineers of said State Road Depart-
meo e

to a vote; the same was unanimously adopted..
