The Board of County Commissioners in and for Indian River County, Florida, met at the Court House in Vero Beach,, on Tuesday, April 6th 1926 at 10:00 o'clock A.M. with the following members of the Board present: John H. Atkin, Chairman; G. A. Braddock; J. W. LaBruce; Donald Forbes and 0. 0. Helseth. Also present were Idles Warren, Clerk and J. W. Knight, Sheriff. The Minutes of the previous meeting were read and approved. The following resolution was unanimously adopted, after a committee of citizens appeared before the Board and presented a tentative plan for the construction of an inland Highway which will open up the back country of Indian River County and the other Counties of the East Coast of Florida. Such committee informed the Board that the Stat Road Department has the construction of such a road under consideration: WHEREAS, it appears that the construction of an inland highway that will open up the back country of Indian River County and the other counties td the North and South of it on the East Coast and that it will tend to relieve the congestion on the present Dixie Highway is a vital need of the State of Florida and a project that will do more to advance the growth of the State than any other one that has been proposed along the line of road construction; THEREFORE be it Resolved that the Board of County Commissioners of Indian River County, Florida, does hereby endorse the construction of an inland highway through this County and does hereby urge the State Road Department tc initiate such a project at the earliest possible time and does hereby go on_ record as pledging its undivided support and co-operation to the State Road Department in successfully consummating the con- struction of this proposed road. BE ITFURTHER resolved that a copy of this resolution be forwarded to each member of the State Road Department. Jas. O. Watson and others representing the Beachland Development Company appeared before the Board and requested refund on building County road from Vero Bridge East and South on the peninsular --such roads being included in the Bond issue of Special Road & Bridge District #4. Itvwas ordered that the County Engineer submit estimates of this work and refund be made this Company on this project. I. F. Stinson appeared in person and gave notice of filing protest on March 6th, 1926 against road running on North line of Sec. 20 Tp 31 S R 39 East as entered in the minutes of this Board at page 56. After some discussion and a thorough understanding regarding the matter the protest was withdrawn. t ESOLUTION EMERSON AVENUE ROAD 11/4 MILE SOUTH.. Harry W. Damerow, City Engineer of the City of Vero Beach appeared before the Boa and requested on behalf of said City of Vero Beach that inasmuch as property owners on Emerson Avenue from Osceola Boulevard to a point one-fourth mile South, which is includ d as part of the road system of Special Road & Bridge District No. 4 desire to pave same to a greater width than is proposed in said Road District program, that the County permit the city to construct said road under the supervision of the County Engineer and that the City of Vero Beach be reimbursed by the County for said work to the extent of the appropriation made by the County for the road as described in the system of said :Special Road & Bridge District No. 4. whereupon Commissioner Braddock moved that the request be granted and the appropriation made, which motion upon being put to a vot was unanimously adopted. It was ordered that the County Engineer rothe iJorth Canal Road at Fellsmerea distance of aboutone and three-quarters mile at a cost of approximately 6409.50. The County Democratic Executive Committee having met, organized and adopted the assessments to be levied against the m±zt candidates for the various offices of the County, for the purpose of party organization. Carter be appointed a committee to view, mark and lag out said road and report to this Board. A petition having been presented to the Board. of County Commissioners by A. M. Hill and others praying for the establishment of a new road in said petition described, and R.D.Carter, C.E.Cobb and Egerton E. Carter having been duly appointed viewers, and the said viewers being disinterested freeholders of said County, and having subscribed to the oath as prescribed by law before nes± entering upon their duties as such viewers, having made apd submitted their report, which is as follows, to-wit:- ROAD COMMITTEE REPORT. we, the undersigned Committee appointed by Hon. The report having been duly accepted and approved by this Board; Therefore be it resolved by the Board. of County Commissioners of Indian River County that a new road be and the same is hereby opened end established, after notice has been posted for 30 days as provided by law. It was further ordered that the Committee be discharged. The several bills against the County were examined, having been audited, and were approved and warrants issued in settlement of same. Approved vouchers for the warrants drawn being on file in the office of the Clerk to this Board, and which by reference thereto is made a part of these minutes. The County Depositories for the County filed their monthly statements showing warrants m* paid, receipts for the month of March and the balances on hand in the several Funds of the County.
