The Board of County Commissioners of Indian River County met at the Court House in Vero
Beach at 1000 o'clock A.M., Tuesday, June 39 1941, in regular meeting with the following
members of the Board present: C.S. Michael, Chairman,.Albert.O. Helseth, S.E. Glover, Frank
C. Vickers and W.C. Graves, Jr. Also present were Chas. A. Mitchell, Attorney for the Board,
Von. W. Frick, Sheriff and Douglas Baker, Clerk.
The minutes of.May b and May 24, 1941, were read and approved.
The Board authorized Douglas Baker, Clerk, to purchase the following record books for
the Clerk's Office: One Circuit Court Minutes Book; One County.Commissioners Minutes Book
and One Bond Register.
It was ordered.that Mrs. Lillian Strickland be removed from the Nother's Pension Fhrrd.>.y
effective duly lot, for the reason that her daughter -is now employed in the VPA Sewing Room,
Messrs Inman TIP. 'Weeks, Commissioner of Fish and Game of .the Fourth District, John L.
Billings, Conservation Agent, J.B. Tippin, President Rod and Gun Club and *W.A, 'Uptergrove
appeared before the Board with.regard to the removal of.rough.fish from Blue Cypress Lake.
Chairman Michael appointed Commissioner Graves and Commissioner Glover as a committee to
meet with a committee from the Rod and Gun Club for the purpose of, : ele.oting-some-person to
do the proposed work. Also to select.a local.man.to oversee.,the proposed _Troject. Commiss-
loner Weeks further stated that a man from the Fish and Game Commission would be present at
all times.

It was moved by Commissioner Vickers~, seconded by Commissioner Groves and carried and
Douglas Baker, Clerk, was requested to.wire Honorable H. Clay Lewis, Tallahassee, Florida, urg-
ing the passage of House Bill No. 502.
Application of George Willie English, colored, for a license to sell intoxicating liquors,
wines and beer was received and disapproved on the grounds that the same is incomplete and in a
prohibitive location.
Miss Leila M. Bunkley, County Nurse appeared before the Board and filed a report for her
activities for the Month of May as follows, to -wit:

hereby make application to -your Honorable Body to -issue a_duplicate Tax Sale Certificate in
lieu of the original described herein for the following reasons:
(1) That said Tag Sale Certificate was purchased by me under date of April 6, 1936, for
which I paid the sum of $124.58.
(2) That said Tax Sale Certificate, or any interest therein, has not been hypothecated,
sold, assigned, transferred or delivered by me and I have received no consideration therefor.
(3) That said Tax Sale Certificate has been lost or destroyed and that I have made dilig-
ent search and am unable to locate said certificate.
(4) That if duplicate Certificate is issued in lieu thereof and the original should at any
time be located, the same will be surrendered to the Clerk of the Circuit Court of Indian River
County for cancellation.
(5) That I, Warren T. Zeuch, as a further consideration acknowledge myself held and firmly
bound unto Douglas Baker, Clerk of the Circuit Court of Indian River County, and his successors
in office, in the sum of $249.16, being double the amount of the face value.of said Tax Certif-
icate, for payment whereof well and truly to be made, I bind myself, heirs, executors and admin-
istrators firmly by these presents should said Certificate be presented by any person whomsoever,
assigned or otherwise, for payment or application for Tax Deed thereon.

Section 2. That the Clerk of this Board be, and he is hereby, instructed and directed
(l) to furnish the State Board of Administration with a certificate in duplicate as to each
taxing unit setting forth the Refunding Bonds issued since the date of the last certificate of
similar nature executed by him; and (2) to hereafter execute similar certificates covering any
exchanges made subsequent to the date hereof.
Section 3. That, in addition to the amounts hereinabove provided to be transferred, the
State Board of Administration is hereby authorized,to transfer from the applicable Kanner Bill
Account for the taxing units identified in the preambles hereof to the applicable Interest and
Sinking Fund. Aceount-of the said Refunding Bond issues identified in the preambles hereof, either
now or as funds become available from future collections, a sum of money sufficient to permit
funds to be placed with the Paying Agent for the said Refunding Bond issues to replace any funds
heretofore sent to the Paying Agent to be applied in payment of interest on said Refunding Bond
issues but which have subsequently either been recalled because of peremptory writs of mandamus
or impounded because of the service of alternative writs of mandamus or impounded out of any re-
serve account by the service of any writs of mandamus, said remittance to be made, at the option
of the Board of Admihistration, either at this time or at such time as any of such coupons are
presented to the Paying Agent for payment; provided, however, that in the event the latter op-
tion is elected by the Board of Administration, the said Board is hereby requested to make ar-
rangements
rrangements with the Paying Agents to be notified when any funds are needed for this purpose.
Section 4. That the -intent of this resolution is to make present provision for the payment,
when and if presented, of all interest through the next coupon paying date on all Refunding
Bonds identified in the preambles hereof; and any action by the Board of Administration to ac-
complish this result, is hereby fully authorized, including.the transfer of sufficient funds
from the. applicable Kanner Bill Account to the applicable Interest and Sinking Fund Account of
the issues identified in the preambles hereof to permit the payment of interest coupons on the
identified issues of Refunding.Bonds.
Section 5. That the Clerk of this Board be, and he is hereby, instructed and directed to
forward duplicate certified copies of this resolution to the'State Board of Administration,
Tallahassee, Florida, which certified copies shall constitute the authority of said 'Board to do
and perform the acts hereinabove directed.
ROAD AND BRIDGE REFUNDING BONDS ST. LUCIE COUNTY.
®� On motion of Commissioner S.E. Glover, seconded by Commissioner Albert 0. Helseth, the fol -
loving resolution was adopted:
WSEREAS,.St.'Uicie County, Florida, has heretofore caused to be -issued Road -and Bridge Re-
funding Bonds bearing date of July 1, 1937, to be exchanged for outstanding funded indebtedness
of said St. Lucie County; and
MMREAS, of such indebtedness this County.is justly indebted to said St. Lucie County in
the proportionate share which has heretofore been established and fixed on the records of the
State Board of Administration, and for which proportionate share this Board has heretofore
caused to be lodged with the State Treasurer as County Treasurer- ex officio, Road and Bridge Re-
funding Bonds bearing the same date, interest rates, and terms of payment as the Road and Bridge
Refunding Bonds provided to be issued by St. Lucie County; and said State Treasurer as County
Treasurer ex officio has necessary instructions for the issuance of said bonds from time to
time as the circumstances warrant; and
IMEREAS, semi-annual interest coupons on said Road and Bridge Refunding Bonds of this
County will become due and payable July 1, 1941, and it is the desire of this Board to make
funds available for the payment of coupons maturing as set forth above, from such Refunding
Bonds as are issued by the State Treasurer as County Treasurer ex officio under instructions

The Clerk was instructed to ascertain the Company next in line for gas and oil business
and so advise their Agent.
The several bills and accounta against the County, having been audited were examined and
found.correct, were approved and warrants ordered issued in settlement of same. Such bills
and accounts being on file in the office of the Clerk Circuit Court. The warrants so issued
from the respective funds being listed in the supplemental minute book as provided by the rules
of the State Auditor, reference to such record and the list so recorded being made a part of
these minutes.
The County Depository filed its monthly statement, showing receipts and disbursements of
the various funds which having been audited was found to be correct.
