TUESDAY, OCTOBER 71 1941.
The Board of County Commissioners of Indian River County met at the Courhouse in
Vero Beach, at 10:00 o'clock A. M. Tuesday, October 7, 1941, in regular meeting with the fol-
lowing members of the Board present: C. S. Michael, Chairman, Albert 0. Helseth, W.. C. Graves
Jr., and S. E. Glover. Absent: Frank C. Vickers. Also present were Marshall 0. Mitchell,
Attorney, Wm. W. Frick, Sheriff, and Douglas Baker, Clerk.
Mr. T. R. Cobb, Agent for"Cities Service" Petroleum products, appeared before the
Board and stated they were qualified bulk plant distributors, paying all necessary and required
licenses and requested a portion of the County's gas and oil- business. The Chairman advised
Mr. Cobb that this business was handled in a routine manner between the several gas and oil
companies of the County and that his application would be put on file to be given further ebn-
sideration, prAceeding the Texas Company in the future,.-

Mr. H. E. Keller, Supervisor of Special County Road Auditors appeared before the
Board and submitted.a report -of the auditors as. provided in Senate Bills.321 and 322, laws of
1941. On motion made by W. C. Graves, J'r., seconded by Albert 0. Helseth and unanimously
carried the report, as submitted by Mr. Keller, was adopted.
Mr. Archie Hughes and Mr. Goshorn of Fellsmere appeared before the Board stating they
represented not only themselves, but 25 or 35 citizens of Fellsmere and community and stated
there objection to cattlemen building gates and locking same across public roads in Fellsmere
and vacinity. The Chairman stated that the County Engineer and Attorney would investigate as
to the legal status of the situation and report at the next regular meeting of this Board.
Miss Leila M. Bunkley, .County Nurse, appeared before . the Board and made a report of
her activities for the month of September 1941 as follows, to -wit:

Father Mullaly appeared before the Board and requested financial assistance in the
way of supplies for the children attending Catholic school. He stated he was carrying most of
the burden himself and would appreciate assistance from the County. The Chairman advised there
were no available funds at this time to comply with his request.
Mrs. Garnet Radin of the Indian River Hospital appeared before the Board and present-
ed a statement regarding -County patients over a six months period from March to September 1941

a deficit of $318.27 on the basis of $110.00 per month which she had been receiving
from the County. On motion made by Commissioners Graves, seconded by Commissioner Helseth and
carried the Board agreed to pay an additional sum of $100.00 to assist in meeting the different
or deficit and agreed to increase the County payment from $110.00 per month to $125.00 per month
until the further orders_ of the Board, with the understanding that all county operative cases be
required to make a payment of $20.009 this amount to take care of anthestic and operating -room
and all county medical cases be required to pay $10.00, this charge being made on the basis of
$1.00 per day and if the patient does not remain the full ten days, a rebate to be made on the
basis of $1.00 per day. This to be complied with by the hospital, except in emergency cases.
Hon. Troy E. Moody, Tax Collector, appeared before the Board an$ filed -his E & I list
for the year 1940, which was accepted and approved.
KANNER BILL RESOLUTION
Commissioner S. -E. Glover introduced the following resolution and moved its adoption:
WHEREAS, The State Board of Administration has submitted certain proposals of indivi-
duals, firms and -corporations offering to sell to said Board of Administration certain bonds of
Indian River County, and obligations assumed by said County, under the provisions of House Bill
No. 30, acts of the 1933 Legislature; and
WHEREAS, after carefully considering all of such proposals and taking into considers -
tion the amount of funds available for that purpose, and the approximate value of said bonds
and obligations, it is deemed advisable and expedient to purchase and cancel certain of said
bonds and obligations to -wit:
$35,000 County of Indian River Special Road & Bridge bis tri ct #4, Refunding Bonds
4/6%. dated January 1, 1937, due January 1, 1967, at a price of $99.99 and interest with Jan-
uary 1, 1942 and subsequent coupons attached, as designated offering "A".
THEREFORE, BE IT RESOLVED, by the Board of County Commissioners that the -State Board
of Administration be requested to purchase and cancel the securities listed above at the price
quoted.
The resolution was duly seconded by Commissioner Helseth and upon being put to a vote
the same was unanimously adopted.
Douglas Baker, Clerk, was given authority to purchase a new Remington typewriter
for the Clerk's office.
Tax Collector, Troy E, Moody, filed his semi-annual report of fells and commissions
for the period of January 1, 1941 to June 30, 1941, as follows:

Said statement or report was duly sworn to and subscribed before Douglas Baker,
Clerk Circuit Court, September 19th., 1941.
The several bills and accounts against the County, having been audited were examined

JJQAd found correct, were approved and warrants ordered issued in settlement of same. Such bills
and accounts being on file in the office of the Clerk Circuit Court. The warrants so issued
from the respective funds being listed in the Supplemental minute book as provided by the rules
of the State Auditor, reference to such record and the list so recorded being made a part of
these minutes.
The County Depository filed its monthly statement, showing.receipts and disbursements
of the various funds which having been audited vias. found to be oottect.
The Chairman announced that final approval by State Comptroller of the County Tax
Assessment roll for the year 1941 had not yet been received and thereupon further consideration
of the budget for the year 1941-,942 and this meeting as a budget meeting, was upon motion un-
animously made, seconded and carried, adjourned to October 14, 1941 at 10:00 o'clock A. M.

The 15oard of County Commissioners of Indian River County met at the Courthouse in
Vero Beach, at 10:00 o'clock A. M. Tuesday, October 14, 1941, in regular adjourned meeting with
the following members of the Board present: C. S. Michael, Chairman, W. C. Graves Jr., and
Albert 0. Helseth. Absent: Frank C. Vickers and S. E. Mover. Also present were Charles A.
Mitchell, Attorney to the Board, and. Dougl as Baker, Clerk.
County Tax Assessor, W. R. 1'uncan, presented the County Tax assessment roll of the
County for the year 1941, bearing the approval and endorsement in writing of Icon. J. M. Lee,
as State Comptroller of the State of Florida. The roll was then examined and considered by the
Board and therepon Commissioner. Graves introduced the following resolution and moved its adopt-
ion to(, -wit:
R E S O L U T I O N

WHEREAS, the County Assessor of Taxes of Indian River County did, prior to this, com-
plate the assessment roll of Indian River County for the year 1941 and after due notice of pub-
lication as required by law that this Board would meet as a Board of equalization for the con-
sideration of said assessment roll, this Board did meet and did adjourn from time to time as
such equalization Board and did tentatively approve said assessment roll subject to the approval
of the same by the Comptroller of the State of Florida and did by such adjourment adjourn to
this date for the purpose of hearing complaints and receiving testimony as to'the Value of any
property real or personal as fixed by the County Assessor of Taxes and as approved by the Compt-
roller of the State of Florida and for the purpose of perfecting, reviewing and equalizing said
assessment roll; and
WHEREAS, due notice of this -meeting for said purpose has been given by publication as
required by law and said assessment roll has been approved in *citing endorsed thereon by the
Comptroller of the State of Florida; and
WFMREAS, this Board has considered said Assessment Roll and has found it to be equal
and just and has found it unnecessary to increase the value fixed by the County Assessor of
Taxes on any real or personal property as shown on said roll; therefore,
BE IT RESOLVED that the Board of County Commissioners of Indian River County, Florida
does hereby approve and confirm said tax assessment roll of said County for the year 1941 as pre-
sented by the County Assessor of Taxes and as approved by the Comptroller of the State of Florid
and does hereby declare said assessment roll and the assessments shown thereon to have been
reviewed and to be equalized, perfected and just.
