JJQAd found correct, were approved and warrants ordered issued in settlement of same. Such bills
and accounts being on file in the office of the Clerk Circuit Court. The warrants so issued
from the respective funds being listed in the Supplemental minute book as provided by the rules
of the State Auditor, reference to such record and the list so recorded being made a part of
these minutes.
The County Depository filed its monthly statement, showing.receipts and disbursements
of the various funds which having been audited vias. found to be oottect.
The Chairman announced that final approval by State Comptroller of the County Tax
Assessment roll for the year 1941 had not yet been received and thereupon further consideration
of the budget for the year 1941-,942 and this meeting as a budget meeting, was upon motion un-
animously made, seconded and carried, adjourned to October 14, 1941 at 10:00 o'clock A. M.

The 15oard of County Commissioners of Indian River County met at the Courthouse in
Vero Beach, at 10:00 o'clock A. M. Tuesday, October 14, 1941, in regular adjourned meeting with
the following members of the Board present: C. S. Michael, Chairman, W. C. Graves Jr., and
Albert 0. Helseth. Absent: Frank C. Vickers and S. E. Mover. Also present were Charles A.
Mitchell, Attorney to the Board, and. Dougl as Baker, Clerk.
County Tax Assessor, W. R. 1'uncan, presented the County Tax assessment roll of the
County for the year 1941, bearing the approval and endorsement in writing of Icon. J. M. Lee,
as State Comptroller of the State of Florida. The roll was then examined and considered by the
Board and therepon Commissioner. Graves introduced the following resolution and moved its adopt-
ion to(, -wit:
R E S O L U T I O N

WHEREAS, the County Assessor of Taxes of Indian River County did, prior to this, com-
plate the assessment roll of Indian River County for the year 1941 and after due notice of pub-
lication as required by law that this Board would meet as a Board of equalization for the con-
sideration of said assessment roll, this Board did meet and did adjourn from time to time as
such equalization Board and did tentatively approve said assessment roll subject to the approval
of the same by the Comptroller of the State of Florida and did by such adjourment adjourn to
this date for the purpose of hearing complaints and receiving testimony as to'the Value of any
property real or personal as fixed by the County Assessor of Taxes and as approved by the Compt-
roller of the State of Florida and for the purpose of perfecting, reviewing and equalizing said
assessment roll; and
WHEREAS, due notice of this -meeting for said purpose has been given by publication as
required by law and said assessment roll has been approved in *citing endorsed thereon by the
Comptroller of the State of Florida; and
WFMREAS, this Board has considered said Assessment Roll and has found it to be equal
and just and has found it unnecessary to increase the value fixed by the County Assessor of
Taxes on any real or personal property as shown on said roll; therefore,
BE IT RESOLVED that the Board of County Commissioners of Indian River County, Florida
does hereby approve and confirm said tax assessment roll of said County for the year 1941 as pre-
sented by the County Assessor of Taxes and as approved by the Comptroller of the State of Florid
and does hereby declare said assessment roll and the assessments shown thereon to have been
reviewed and to be equalized, perfected and just.

The Board than considered the County budget and budget estimates as prepared by the
Board at its meeting of September 2, 1941, and duly advertised as provided by law in the 'Vero
Beach Press Journal in its issues of September 5 and 12, 1941. Thereupon Commissioner Helseth
Introduced the following resolution and moved its adoption to -wit:

BE IT RESOLVED that the budget and estimates of the necessary and ordinary expenses
and extra -ordinary expenses contemplated by the Board of County Commissioners of Indian River
County for the fiscal year 1941-1942 as fixed in the minutes of this Board and as advertised
in the issues of the Vero Beach Press Journal of September 5 and 12, 1941, and as amended at
this meeting by the elimination therefrom of all reference to Special Road and Bridge District
#4, be and the same is hereby approved add adopted.
The motion for the adoption of the resolution being duly seconded by Commissioner
$elseth, it was declared adopted by the following vote:
Ayes: Helseth, Graves and Michael
Nays: None
The Board then proceeded with the matter of fixing the rate of taxation for Indian
River County for the.year 1941 and after careful consideration of the estimated receipts and
expenditures the -following resolution was introduced by Commissioner Graves, who moved its
adoption to -wit:
BE IT RESOLVED that the rate of Taxation necessary to meet the expenditures of the
Board, of County Commissioners of Indian River County, Florida, for the fiscal year 1941-1942
pursuant to the budget of said Board as heretofore published and approved, is as hereinafter
levied and that the tax rate as hereinafter shown and set forth, be and it is hereby levied
on all taxable property in Indian River County, Florida,, for the year 1941, with 'the rate
hereinafter set out, to --wit : �,-
In order to meet the estimated current expenses of the County of Indian River of the
sum of $28,732.75, it is determined and hereby declared that a tax rate of one and three fifths
(1.3/5) mills upon the dollar be levied and is hereby imposed upon all of the property lying
and being in the County of Indian River on the first day of January, 1941, for the GENERAL,
REVENUE FUND, to meet the our,�ent expenses of the County and to provide for the expenditures'
as estimated in the budget hereinbefore set forth.
To meet the expenses, estimated to be necessary to be paid out of the FINE & FORFEITUR
FUND the sum of $11,305.00, it is determined and hereby declared that a tax rate of three-
fifths (3/5) mills,upon the dollar be levied, assessed, and is hereby imposed upon all the pro-
perty lying and being in the,,County of Indian River on the first day of January, 1941, for the
Fine & Forfeiture Fund, to meet the current expenses as estimated in the budget.
To a -over the amount of the estimated expenses for keepfing the County Roads in goat
shape and for the construction and repairing of bridges and other necessary expenses to keep
the roads of the County in good condition and providept other roads when necessary of $309447.50
it is determined and hereby declared that a tax rate of Two and two-fifths (2 2/5) mills upon
the dollar be levied, assessed and is hereby imposed upon all of the property lying and being
in the County of Indian River on the first day of January, 1941, to meet the current expenses
of the County as estimated in the budget for the ROAD & BRIDGE FUND.
To meet the outstanding indebtedness and interest thereon according to the estimates
or budget -the sum of $5,415.00 it is determined and hereby declared that a tax rate of Three-
fifths (3/5) mills upon the dollar be levied, assessed, and is hereby imposed upon all the
property in the County of Indian River on the first day of January, 1941, to meet the current
expenses as estimated in the budget, for the OUTSTANDING INDEBTEDNESS FUND.
To provide a fund for the payment to worth mothers a pension in order their children
attend the public schools of the County, the sum of $2,118.50, it is determined and hereby de-
clared that a tax rate of One-fifth (1/5) mill upon the dollar be levied, assessed, and is here
by imposed upon all of the property lying and being in the County of Indian River on the first
day"of January, 1941, to meet the durrent expenses of the County as estimated in the budget for

BE IT FURTHER RESOLVED, that the Tax Assessor in and for Indian River County, Flori
be and he is hereby directed to assess and levy the foregoing taxes as fixed by this Board up-
on the taxable property in Indian River County subject thereto, and that he extend such taxes
on the valuation of such property according to said millage-as fixed, determined and levied
by this Board as provided by law; that a certified copy of, this resolution be furnished to the
County Tax Assessor.
The motion for the adoption of the said resolution for the levy of taxes was seconded
by Commissioner Helseth, and adopted by the following vote:
Ayes: Helseth, Graves and Michael.
Nays: None.
Commissioner Graves introduced the following resolution and moved adoption, to -
wit:
WHEREAS, the respective boards and taxing districts being :authorized to i`1 --'and
levy taxes upon property situated within Indian River -County, Florida, as provided, by
fixed such tax levies and have certified the same to.this Board and this Board having consid-
ered the same and having then found them to be proper, therefore be it resolved that;
To meet the current expenses incidental and necessary to the operation of the Public
Schools of the County, and to pay the salaries of teachers, bus drivers and repair school
houses and buses as estimated by the County Board of Public Instruction,_ the sum of $151.,232.4%
it is determined and hereby declared that a tax rate of 3.5 mills upon the dollar be levied,
assessed and is hereby imposed upon all the property in the County of Indian River on the first
day of January, 1941.
Estimates having been made by the Trustees of SPECIAL TAX SCHOOL DISTRICT NO. 1, and
the Trustees having certified the rate of millage voted to be assessed it was determined that
a tax rate of 2.5 mills upon the dollar be levied, and is hereby fixed and assessed for the.
year 1941, on all of the property in the County of Indian River lying and being within the
boundaries of the said District No.1, which boundaries are as follows, to -wit: Beginning at
the Northeast corner of Sec. 39 Tp. 31, Range 39 E. then run west along County line to N.W.
Corner of Tp. 3.1 S., Range 38 E., thence South along Range line to S.W.Corner Sec. 18, Tp.
31 S., Range 38 E., thence East along Section line to Atlantic Ocean, thence -North along Ocean
beach to starting point.
Estimates having been made by the Trustees, of SPECIAL TAX SCHOOL DISTRICT NO. 7, and
the Trustees having certified the rate of millage voted to be assessed it was determined that
a tax rate of 2.5 mills upon the dollar be levied, and is hereby fixed and assessed for the yea
1941, on all of the property in the County of Indian River lying and being within the bouadar-
ies of the said District No. 7, which boundaries are as follows, to -wit:' Beginning at the

lying and being within the boundaries of Special Tax School District No. 11, the boundaries of
which said District being described above in these minutes, One and three -fourth (1 3/4) mills
to be used for the paying of interest and providing a sinking fund for refunding bonds of said
District dated the first day of December, 1936, and one and one-fourth (1 J) mills dor the
purpose of paying interest upon and providing a sinking fund 'for bonds of said district dated
December 1, 1940.
To meet the interest payments and provide. a sinking fund for the ultimate redemption
of bonds of SPECIAL TAS SCHOOL DISTRICT NO. 14, and in pursuance of law and as estimated by the
County board of Public Instruction, it is determined and hereby declared that a tax rate of
Three and two fifths (3 2/5) mills upon the dollar be levied, and is hereby fixed and assessed
for the year 1941, on all of .the property in the County of Indian River, lying and being with
in the boundaries of which said District being described above in these minutes.
Estimates having been made by the Board of Commissioners of INDIAN RIMER MOSQUITO
CONTROL DISTRICT,and a certified copy of the resolution Baled with this Board, as required by
law, and as estimated by the Board of Commissioners, it is determined and hereby declared that
a tax rate of One and two -fifths (1 2/5) mills upon the dollar be levied, and is hereby fixed
and assessed for the year 1941, on all of the property in the County of Indian River, lying and
being within the boundaries of said Indian River Mosquito control District, the boundaries of
said District being described as follows, to -wit: All of that territory in Indian'River County,
Florida, included with the boundaries described as follows, to -wit: Begin ,at a pointe where..the
South boundary line of Indian River County, Florida, intersects the Atlantic Ocean; thence run

Estimates having been made by the Board of Commissioners of the FLORIDA INLAND NAVI-
GATION DISTRICT, and a certified copy of the resolution filed with this Board, as required by
law, and as estimated by the said Board of Commissioners, it is determined and hereby declared
that a tax rate of One-tenth (1/10) mill upon the dollar, be levied, and is hereby fixed and
imposed and assessed for the year 1941, on all., of the property in the County of Indian River
lying and being within the boundaries of said Florida Inland Navigation District, the boundar-
ies of said District being described as the entire County as a whole, One -twentieth (1/20) mill
of which shall be used to pay interest and create a sinking fund for the ultimate redemption of
bonds outstanding and One -twentieth (1/20) mill shall be used for all expenses including the
purchase price of right-of-way and other property.

erest thereon, when due, and for general repairs and additional work to be done, and a certifi-

a tax rate of One and eleven -twentieth mills upon the dollar be levied, and is hereby fixed and
assessed, for the year 1941, on all of the property in the County of Indian River, lying and
being in the boundaries of said Sebastian Inlet District, Four-fifths mill of which shall be
used solely for interest payments, when due, and to create a sinking fund for the ultimate re-
demption of Refunding Bonds of said District dated Sul y 1st,' 1936 and three-fourths (3/4) mill
of which levy shall be used as a maintenance fund and for the purposes authorized. and prescrib-
ed in the act creating said district naoly Section 15 of Chapter 7976 of the Laws of Florida as
amended by Chapter 12259 of the Laws of Florida.
To provide Treasury funds for the QUAY BRIDGE DISTRICT, in accordance with the laws
of Florida, as amended by the Acts of the 1927 Legislature, it was determined that a tax rate o
one-half (J) millup-M the dollar be levied and is, hereby fixed and assessed for the year 1941,
in
on all of the property in the County of Indian River, lying and being-with/the boundaries of
said Quay Bridge District for the purpose of properly operating the bridge in said District and
the reasonable and usual repairs and maintenance of said Bridge and the approaches thereto
the total sutra estimated in the budget being $3,173.00
BE IT FURTHER RESOLVED, that the Tax Assessor of Indian River County, Florida be and
he is hereby directed to assess and levy all the foregoing taxes as fixed and levied by this
Board upon the taxable property, in Indian River County:;; Florida, just and due taxation within
the respective boundaries upon which such taxes are levied; that a certified copy of this
resolution be furnished to the County Assessor of Taxes.

Graves Zr**, S. E. Glover and Frank C. Vickers. Also present were Chas. A. Mitchell, Attorney,
Wm. W. Frick, Sheriff, and Douglas Baker, Clerk.
The minutes from July 1, 1941, to October 14, 19419 both inclusive, were read and
approved.
Messrs. G. E. Barkoskie, Minor Holmen, -and Calvin Platt appeared before the Board with
regard to the cattle proposition in Fellsmere and because of the absence of Messrs. Hughes and
Goshorn, due to the sickness of Mr. Hughes, it was agreed to postpone the matter until the next
regular meeting of the Board, to be held December 2, 1941.
The members of the Board and Clerk signed the financial report of the County for the
