Vero Beach, at 10:00 o'clock A. M. Tuesday, December 23, 1941, in regular adjorned meeting *i.th

Delivery of said bonds shall be made at The First National Bank of
Chicago, Chicago, Illinois, and shall be made December 31, 1941, before
11:00 o'clock A. M., Eastern Standard Time, on said date, attention being
directed to the fact that the outstanding optional bonds to be retired by the
proceeds from the sale of these Bonds have been called for redemption and
payment on January 1, 1942.
All coupons maturing January 1, 1942 or prior on said Bonds will be
clipped before delivery of the Bonds. No bids will be considered except for
the entire amount offered for sale, but only such amount thereof shall be
delivered as may be delivered in accordance with law.
The undersigned reserves the right (1) to award the bonds to the bidder
submitting the most advantageous bid, which shall be determined by the
undersigned in its absolute and uncontrolled discretion; and (2) to reject
,any or all bids.
Bids must he enclosed in a sealed envelope marked on the Outside
"PROPOSAL FOR REFUNDING BONDS;" and shall be accompanied by
a cer 'fled check upon or, Cashier's Check of an incorporated Bank or Trust
Cotiipany, payable unconditionally to the order of the undersigned for an
amount equivalent to three per cent. (3;9) of the par value of the bonds
covered by each bid, which said check will be forfeited to the undersigned
as liquidated damages by the bidder to whom the Bonds may be awarded
in the event of non-performance of the terms of his bid, or returned to the
said bidder simultaneously with, or forthwith after full performance thereof.
Checks of unsuccessful bidders will be returned on the day the award is made.
If the undersigned does not make award of the bonds the day the bids are
opened, any bidder may immediately recover his check if he does not desire
to allow his bid to remain open for consideration during the period desired.

The Clerk announced that in the issues of December 12, 1941, and December 19, 1941,
of the Vero Beach Press -Journal there appeared a legal advertisement entitled "Notice of Bond
Sale" covering $148,000 Indian River County Special Road and Bridge District No. 4 Road and
Bridge Refunding Bonds, Series 1941, dated January 1, 19410 (like advertisement appeared in
issue of December 15, 1941, of The Bond Buyer published in New York City) the notice having
been in form set -forth in Section 4 of resolution of this Board adopted December 2, 19419 the
schedule of maturities and amounts (which were left blank in the original resolution) being

The Clerk then directed attention t o the fact that by resolution of this Board adopt
ed December 2, 1941, provision has been made for using $45,000 of moneys to the credit of Indi
River County Special Road and Bridge District No. 4_with the State Board of Administration,

Tallahassee, Florida, for the -purpose of retiring on or before January 1, 19429 $45,000 of
Road and Bridge .Refunding Bonds dated January 1, 1937, of said Special Road and Bridge District
No. 4; (which include Bond No. 361 for which no 1941 Series of bonds was provided)
The Clerk further called attention to the following language appearing in the "Notice
of Bond Sale":
"No,bids will be considered except for the entire'amount offered
for sale, but only such amount thereof shall be delivered as may
be delivered in accordance with law".
As e : re salt of the above, the Board announced that only $104,000 of bonds would be
sold, the bonds not to be sold being $20,000 of the 1-1-44 maturity, $14,000 of the 1-1-45
maturity, and $10,000 of the 1-1-46 maturity.
It was then announced that the time for receiving bids having expired at 10:00 o'cloc
any bids then on file would be opened. Thereupon said bids were opened and were in
words and figures as follows:

Beach Press Journal on December 12, 1941, and on December 1.9, 1941, and as described therein,
we will pay for said $1480000 par value of bonds, or for such portion thereof which may be
delivered pursuant to said notices, par,and accrued interest to date of delivery, plus a pre-
mium of $30.00 for each $1,000 principal amount of bonds delivered.
Enclosed herewith is Cashier's Check on The First National Bank at Orlando, Florida, payable
to you in the amount of $4,440.00, which is placed with you as a good faith deposit and'as a
forfeit as liquidated damages in accordance with the terms of your published notices.
In the event we are the successful bidder, you will please transmit this check to The First
a National Bank of Chicago at such time as you furnish that bank with instructions to deliver the
Refunding Bonds to us and authorize the Chicago Bank to deliver the check to us at our Chicago

After consideration of the bids, Commissioner Graves introduced the following resol-
ution and moved its adoption, which motion was seconded by Commissioner Helseth, and, upon
roll call, said resolution was adopted by the following vote:
Ayes: Graves, Relseth, Glover, Michael and Vickers

The resolution was in wards -and figures as follows:
WHEREAS, by proceedings heretofore duly had and taken by this Board, a total of
$4179000 Roan and Bridge Refunding Bonds of Indian River County, Florida, Special Road and
Bridge District No. 4, dated January 1, 194:1, were authorized to be issued in lieu of an equal

amount of Road and Bridge Refunding Bonds of said District dated January 1, 1937; and
WHEREAS, of said $417,000 bonds all except $148,000 thereof have heretofore been
Issued; and
SAS, by a dvertisement appearing in the Vero Beach Press -Journal of December 12,
1941, and December 19, 1941, issues (like advertisement appeared in the December 159 19419
issue of the Bond Buyer published in New York City) notice was given that sealed bids would be
received by this Board until 10:00 o'clock A. M., on December 23, 19419 for the sale of $148,0
of said Refunding Bonds; and
WHEREAS, after full consideration of the bids, this Board found and .determined that
the -bid .of R. E. Crummer & Company of par and accrued interest plus a premiunt- of $30.00 for
each $1,000 bond delivered is the best bid and that it is in the best interest of said County
that said bid be accepted; NOW, THEREFORE,
BE IT RESOLVED BY THE BOARD OF COUN'T'Y' COMMISSIONERS OF INDIAN RIVER COUVTY, FLORIDA,
IN SESSION DULY ASIS LED :

Section 1. _ That the said bid of R'. - B.. Crummer & Company be and the same is hereby
Section 2. That the amount of bonds dated January 1, 1941, to be delivered under
the bid shall, pursuant to law, be reduced by the amount of,$44,000, as this amount of Refund-
ing Bonds of the 1937 beries (together with $1,000.00 additional amount of such 1937 series,
being Bond No. 361, for which no 1941 Series was provided) will be retired out of bash to the
credit of Indian River County°Special Road and Bridge District No. 4 with the State Board of
.Administration. The Refunding Bonds of January 1, 1941, of those advertised in the "Not ice
of Bond Sale" not to 'be issued because of this retirement of bonds of the 1937 issue shall be
$209000 of the 1-1-44 maturity, $14,000 of the 1-1-45 maturity and $10,000 of the 1-1-46 mat-
urity.
Section 3. That the Clerk of this Board shall send ,certified copies of this resolut-
ion to the following parties for the indicated purposes:
(A) To_Th_e_First Netional . &Ek of Chicago. Chicago, IllinOls. as supplemental to the
instructions contained in resolution of this Board of May 24, 1941, and as its authority to
deliver Refunding Bonds dated January 1, 1941, of the following maturitesraand amounts to R. E.'

Crummer & Company upon payment at 103 and accrued interest. (It is anticipated that delivery
will be made December 31, 1941, before 11 A. M. BST. and that the accrued interest will be met
by merely clipping from the 1940 Refunding Bonds the interest coupon due January 1, 19420 and
prior). The said Bank shall then wire One Hundred Your Thousand Dollars ($104,000) to the
Chemical Bank and Trust Company, in the City of New York, with instructions to said Hank to use
the said money under paragraph (B) following. The said First National Bank of Chicago shall
promptly remit the balance of the funds received from said -delivery of 1941 Series of Refunding
Bonds to the Board of County Commissioners of Indian River County, Vero Beach, Florida. The
maturities and amounts of said Refunding Bondsto be so delivered to R. B. Crummer & Company

The 1991 Series of Refunding Bonds remaining with said Bank (#20,000 due 1944, $141
due 1945, and $10,000 due 1946 - total $44,000) shall be cancelled in due course and sent to
the State Treasurer as County Treasurer ex officio, Tallahassee, Florida.
(B) To the Chemical Hank and Trust Comnanr. New York, New Bork, which said resolution
shall constitute the authority of said Bank to pay $104,000 of Indian River -County Special Road l'
and Bridge District No. 4 Road and Bridge Refunding Bonds,dated January 1, 1937, upon presenta-
tion, pursuant to Notice of Redemption heretofore published and filed with said Paying Bank,
said $104,000 item being either
(1) All of the bonds which will be outstanding January 1, 1942, or
(2) All of the bonds except $45,000 for which funds will be sent -to the Paying Agent
by the State Treasurer of Florida as County Treasurer ex officio of Indian River County, Flori
(This remittance will be made by the said .Treasurer unless said $45,000 of the 1937 Series of
bonds have been otherwise retired through.his office).
The bonds paid by the Chemical Bank and Trust Company shall forthwith be cancelled
and shipped to the State Treasurer of Florida as County Treasurer ex officio, Tallahassee,
Florida, with certificate of cancellation attached thereto and copy of the letter transmitting
the cancelled securities together with executed copies of the certificate shall also be sent
to Messrs. Chapman and Cutler, 111 West Monroe Street, Chicago, Illinois, and to the Clerk of
the Board of County Commissioners of Indian River County, Vero Beach, Florida.
The State Treasurer's Office shall also be billed for services of the Bank in retir-
ing the principal debt under the call.
(C) To�manand Cutler, 111 111 West Monroe Street, Chicago, Illinois, for inclusion
under the transcript cover being maintained by them.

Section 4. At such time as the Clerk of this Board sends certified copy of this
'resolution to The First National Bank of Chicago. he shall also forward to said Bank the check
on the First National Bank at Orlando, Orlando., Fla in the amount of S44440 payable to this
Board, deposited by the said R. E. Crammer & Company with its=bid, and said Bank is authorized
to deliver said check to R. E. Crummer & Company upon said R. E. Crummer & Company paying for
the said Refunding Bonds in accordance with prior provisions hereof, or to apply the proceeds
thereof toward the payment of the purchhse price of said bond s.

RESOLUTION - CHARTER OF INDIAN RIVER COUNTY
FAIR AND FRUIT FESTIVAL ASSOCIATION.
Commissioner Glover introduced the following resolution and moved its adoption to -
WHEREAS, the proposed Charter of Indian River County Fair and Fruit Festival Assoc-
iation, Inc., a corporation not for profit,, and proposed to be organized under the provisions
of Chapter 1388, Acts of 1917, and supplements and amendments thereof and thereto, has been
submitted to this, the Board of County Commissioners of Indian River County, Florida, and in
which county the principal office of said,Association is to be located, and which proposed
Charter was filed in the office of the Clerk of the Circuit Court in and for Indian River Cou
Florida, on the 11th day of December, 1941; and,
WEMMAS, Said proposed Charter and the objects, powers and terms thereof have been
duly considered by this Board of County Commissioners and found satisfactory; therefore,
BE IT RESOLVED THAT THE said proposed Charter of Indian River County Fair and Fruit
Festival Association! Inc., be, and it is, herewith approved by the Board of County Commissi
of Indian River County, Florida;
BE IT FURTHER RESOLVED that proof of such approval shall be evidenced by the certif-
ication of this resolution by the Clerk of this Board.
The resolution was duly seconded,by Commissioner Helseth and upon being put to a
vote the same was unanimously -adopted. .
On motion made by W. C. Graves Jr., seconded by Frank C. Vickers and unanimously
carried, it was ordered the sum of $200.00 be paid from the General Revenue Fund to the Indian
River County Defense Council to be used in the defense work of this County.
On motion made by S. E. Glover, seconded by Albert 0. Helseth, and carried,the
Board approved admission of Troy Burton McCall to the Florida School for the Deaf and the
Blind, St. Augustine, Florida.

RESOLUTION - LOUISIANA AVE., SEBASTIAN.
Commissioner Vickers introduced the following resolution and moved its adoption. to -
MOREAS, the State Road Department of Florida is beginning the improvement of the
public highway running from Fellsmere to Sebastian in Indian River County, and for which im-
provement the citizens of Indian River County are extremely appreciative; and
AREAS, the said Sebastian-Fellsmere road has formerly followed a right of way lead -
Ing from the city of Fellsmere, Florida, easterly to Louisiana Avenue in the city of Sebastian,
Florida and has then followed said Louisiana Avenue northeasterly to Main Street in said City
of Sebastian,.and has then followed said Main Street to its intersection with State Road Num-
ber 4 in said city; and
AREAS, by following said old established route as above described, the tracks of
the Florida East Coast Railway are crossed by said highway at a guarded crossing and at which
crossing there exists signal lights and warning bells; that at any other possible crossing of

said highway over the tracks of the Florida East Coast Railway, there are no signals or warn -
ings of any nature and the visibility at any other possible crossing is very poor; and

WHEREAS,, the, citizens of Indian River County will greatly prefer, by reason of its
safety and accessibility the making use of said Louisiana Avenue route in reaching the eastern
terminus of said road; therefore
Be it resolved by the Board of County Commissioners of Indian River County that the
State Road Department be requested that in the making of said improvements to such Fellsmere-
Sebastian road, the route following Louisiana Avenue as above described, be followed, and that
said Louisiana Avenue and Main Street (each of which have been heretofore designated as apart
of the State Road system of Florida) be improved as a part of the improvement of said Fellsmer
Sebastian road.
Be it further resolved that a certified copy of this resolution be forwarded to the
Honorable Harry H. Hector, member of the State Road Department, from this District, Miami,
Florida, with the request that Mr. Hector call the same to the attention of the members of
said State Road Department.
The resolution was duly seconded by Commissioners Glover and upon being put to a vote
the same was unanimously adopted.

The entire proceeding of this meeting with regard to "Regional Housing Authority"
is on file in the County Commissioners correspondence file under the letter R and under the
title Regional Housing Authority in the office of the Clerk of the Circuit Court.

The Board of County Commissioners of Indian River County, Florida, met at the Court
House in Vero Beach at 10:00 o'clook A. M. Tuesday, January 6th., 1941 in regular meeting with
the following members of the Board present:.C. S. Michael, S. E. Glover, Albert 0. Helseth,
Frank C. Vickers and W. C. Graves, Jr. Also present were Wm. W. Frick, Sheriff, Chas. A.
Mitchell, Attorney for the Board and Douglas Baker, Clerk.
Chas. A. Mitchell, Attorney, called the meeting to order and on motion made by W. C.
Graves, Jr. seconded by S. E. Glover and unanimously carried C. S. Michael was selected to
serve as Chairman and Albert 0. Helseth selected to serve as Chairman pro -tem until the further
orders of the Board.
It was moved by W. C. Graves, Jr., seconded by S. E. Glover and unanimously carried
that all County officers and employees be retained for the year 1942. Salaries as follows, te-

Applications for position*of Winter,Beach Bridge Tender were submitted by J. J.
Blanton and W. E. Walker. After careful consideration it was moved by S. E. Glover, seconded
by W. C. Graves Jr., and unanimously carried that W. E. 'Walker be retained as Minter Beach
Bridge Tender at a salary of $60.00 per month.
