HomeMy WebLinkAbout1/6/19421 r_J 55y1 WHEREAS,, the, citizens of Indian River County will greatly prefer, by reason of its safety and accessibility the making use of said Louisiana Avenue route in reaching the eastern terminus of said road; therefore Be it resolved by the Board of County Commissioners of Indian River County that the State Road Department be requested that in the making of said improvements to such Fellsmere- Sebastian road, the route following Louisiana Avenue as above described, be followed, and that said Louisiana Avenue and Main Street (each of which have been heretofore designated as apart of the State Road system of Florida) be improved as a part of the improvement of said Fellsmer Sebastian road. Be it further resolved that a certified copy of this resolution be forwarded to the Honorable Harry H. Hector, member of the State Road Department, from this District, Miami, Florida, with the request that Mr. Hector call the same to the attention of the members of said State Road Department. The resolution was duly seconded by Commissioners Glover and upon being put to a vote the same was unanimously adopted. v The entire proceeding of this meeting with regard to "Regional Housing Authority" is on file in the County Commissioners correspondence file under the letter R and under the title Regional Housing Authority in the office of the Clerk of the Circuit Court. adjourned. The Board of County Commissioners of Indian River County, Florida, met at the Court House in Vero Beach at 10:00 o'clook A. M. Tuesday, January 6th., 1941 in regular meeting with the following members of the Board present:.C. S. Michael, S. E. Glover, Albert 0. Helseth, Frank C. Vickers and W. C. Graves, Jr. Also present were Wm. W. Frick, Sheriff, Chas. A. Mitchell, Attorney for the Board and Douglas Baker, Clerk. Chas. A. Mitchell, Attorney, called the meeting to order and on motion made by W. C. Graves, Jr. seconded by S. E. Glover and unanimously carried C. S. Michael was selected to serve as Chairman and Albert 0. Helseth selected to serve as Chairman pro -tem until the further orders of the Board. It was moved by W. C. Graves, Jr., seconded by S. E. Glover and unanimously carried that all County officers and employees be retained for the year 1942. Salaries as follows, te- wit: Mitchell, Smith & Mitohell, County Attorneys E. E. Carter, Road Supt. & County Engineer Douglas Baker, ex officio Clerk to Board C. E. Strait, Custodian Leila M. Bunkley, County Nurse George T. Cobb, Judge Juvenile Court 5Q.00 Applications for position*of Winter,Beach Bridge Tender were submitted by J. J. Blanton and W. E. Walker. After careful consideration it was moved by S. E. Glover, seconded by W. C. Graves Jr., and unanimously carried that W. E. 'Walker be retained as Minter Beach Bridge Tender at a salary of $60.00 per month. It was ordered that American Oil Company receive the County Gas and Oil business for the first six months of this year ending June 30, 1942. The entire proceedings of this meeting with regard to "Regional Housing Authority" is on file in the County Commissioners Correspondence filed under the letter it and under the title Regional Housing Authority, in the office of the Clerk of the Circuit Court. Hon. Alex. MacWilliams, Mayor, Harry Damerow, Clty'Zngineer, 0. P. Ward and H. B. Connelley, representing the City of Vero Beach, appeared before the Board and requested the following resolution to be passed. Said request wus granted. wit: RESOLUTION - REMOVE WATER MAIM & ELECTRIC POWER LINES. Commissioner Graves introduced the following resolution and moved its adoption to - c WWREAS, the State Road Department is now engaged in the improvement of State Road Number 30 in Indian River County near the eastern terminus thereof -and by virtue of contract heretofore let for such purpose; and WHEREAS, the Mayor and members of the City Council of the City of Vero Beach have to- day appeared before this Board and have advised this Board that the contractor engaged in the improvement of said portion of State Road 30 has requested the City of Vero Beach to remove existing water mains and electric power lines adjacent to the present right-of-way of said road 30 and owned by said City; and, WHEREAS# this Board is informed that the removal of said utilities;. is made necessary by the widening and improving of said road and that the City has had no previous notice thereof and is without funds with which to remove such utilities and that, therefore, said City request: this Board to refer this matter to the State Road Department; and, WHEREAS, the removal of said utilities is in connection with and a part of the improve ment of said Statte Road Number 30 and it is the understanding of this Board that the State Road Department receives 80% of the surplus 'gasoline tax allocation to Indian River County and which 80% of said surplus fund is expended by the State Road Department for the improvement of state roads within Indian River County and that possibly it is proper and appropriate that a portion of said surplus which is administered by the State.Road Department be used in defraying the actual expense of the removal of said utilities; therefore, BE IT RESOLVED Thatthe Board of County Commissioners of Indian River County does herewith respectfully request of and recommend to the state Road Department that if it is ap- propriate and proper so to do that a sum not to exceed $2x,000.00 of said 80% of the surplus gasoline tax allocated to Indian River County to be administered by the State Road Department upon and for state roads in Indian River County be allocated to the expense of the removal to a new location of said utilities of the City of Vero BeacY/s requested by the contractor now engaged in improving said State hoad Number 30; that in the event this request and reeom- mendation be approved by the State Road Department that the State Road Department direct the removal of suoyitilities by such agencies whether the City or the contractor or otherwise as the State Road Department may deem advisable in order that the expense thereof'be held to the lowest possible figure. The resolution was duly seconded by Commissioner Glover and upon being put to a vote, the same was unanimously adopted. Miss Leila M. The several bills and accounts against the County, having been audited, were examined and found correct, were approved and warrants issued in settlement of same. Such bills and accounts being on file in the office of the Clerk of the Circuit Court. The warrants so issued from the respective funds being listed in the Supplemental Minute Book, as provided by the rules of the State Auditor, reference to such record and the list so recorded being made a part of these. minutes. The County depository filed its monthly statement, showing receipts and disbursements of the various funds, which having been audited was found to be correct. adjourned. A delegation of citizens from Roseland appeared before the Board and requested cer- tain roads be improved in and near the Town of Roseland. The Board instructed County Engineer E. E. Carter to proceed with the work as soon as possible and to such an extent as the finances would permit. Verdict of Coroners Jury in the matter of the Inquest on the Body of Robert J.'Duonam was received and ordered filed. Miss Leila M.
