Said statement or report was duly sworn to and subscribed before Douglas Baker, Clerk
Circuit Court, February 17th, 1942.
The several bills and accounts against the County, having been audited, were examin-
ed and found correct, were approved and warrants issued in settlement of same. Such bills and
accounts being on file in the office of the Clerk of the Circuit Court. The warrants so issued
from the respective funds being listed in the Supplemental Minute Book, as provided by the rule
of the State Auditor, reference to such record and the list so recorded being made a part of
these minutes.
The County depository filed its monthly statement, showing receipts and disbursements
of the various funds, which having been audited was.found to be correct.
There being no further business, on motion made, seconded and carried the Board then
adjourned.

WEDNESDAY, MARCH 4th..1942.
The Board of County Commissioners of Indian River County, Florida, met at the City
Hall in Vero Beach at 8:00 o'clock P. M. Wednesday, March 4th, 1942, in special meeting with t
following members of the Board present: C. S. Michael, Chairman, Albert 0. Helseth, W. C.
Graves, Ir., and Frank C. Vickers. Absent: S. E. Glover. Also present was Chas. A. Mitchell,
Attorney for 'the Board.
Others who attended this meeting were members of the City Council of the City of
Vero Beach, members of the Indian River County Hospital Association and Hon. Hubert Graves,
representative from Indian River County.
After considerable discussion regarding the hospital situation in Indian River County
the following self explanatory resolution was approved.

RESOLUTIO14 - INDIAN RIVER COUNTY HOSPITAL
Commissioner Graves introduced the following resolution and moved its adoption to -
WHEREAS, Garnett L. Radin of Vero Beach, Florida, has been called to active duty as a
nurse in the service of the Navy of the United States and under the direction of the Bureau of
Medicine and Surgery of the Navy Department, and
7MREAS1, the citizens of 'zero Beach and this area earnestly desire to cooperate in
every respect with the Federal Government and the armed services and particularly in time of
the present emergency and do not wish to do any act which will give,an impression that the cit-
izens of such area selfishly place their own interests above the public good in the present
period. However,it is the understanding of the citizens of such area that it is the intention
and the desire of the Naval, Military and civilian officials of the United States that allocat-
ion of qualified medical, surgical and nursing personnel be made in such manner that if possib-
le the requirements of the armed services for such personnel be met from such sources and areas
as shall permit all areas of the nation to have their prorate share of such personnel as shall
remain available after fulfilling the requirements of the armed forces of the nation; and
WHEREAS in view of the understanding of the citizens of such area as above stated it
is deemed proper to call the attention of the proper officers of the Navy and of the Bureau of
Medicine and Surgery of the Navy Department to the local situation with the thought that such
situation is one that reasonably calls for consideration in the allocation of such above des-
cribed personnel to the end that the requirements of the armed services be met and at the same
time there be a proper allocation to the civilian population of the remaining personnel; and
WHEREAS Mrs. Garnett L. Radin is the owner, supervisor and operator of Indian River
Hospital situated at Vero Beach in Indian River County, Florida; she is the only person in such
county capable of directing, operating and supervising such hospital; she is the only person
in such county capable of administering cyclopropane anesthetic or any anesthetic of similar
type; she has operated and directed such hospital in this community for the past ten years and
prior to such time this community had no hospital facilities.
The said hospital is a twenty-one bed hospital and is the only hospital situated in
Indian River County. It serves a population in the county of approximately ten thousand peo-
ple who are resident therein and also an additional population of a transient or temporary nat-
ure and consisting of several thousand persons annually. There are three incorporated cities
within such county, namely, Vero Beach, the county seat, Fellsmere and Sebastian, and four other
unincorporated towns within said county have post offices, namely,,Roseland, Wabasso, Winter
Beach and Gifford. That there are no other hospital facilities within said county for said
communities and said county. That the nearest hospital to Indian River Hospital is at Fort
Pierce, Florida, a distance of approximately fifteen miles and serves as the only hospital in
St. Lucie County in which it is situated, a larger population than that served by Indian River
Hospital. That investigation discloses that the Fort Pierce Hospital is filled to capacity.
In addition, survivors from vessels sunk is the Atlantic are.being brought to the Fort Pierce
Hospital and the present emergency will possibly result in.all hospital facilities along the

east coast of Florida being used to the limit of their capacity. The hospital nearest to In -
than River Hospital other than the Dort Pierce Hospital is situated at Melbourne, Florida, a
distance of thirty-three miles. In the event of the clos ing.of Indian River Hospital there
would be no hospital facilities available for the citizens of Indian River County. In addition
there are indications that the area of Indian River County will be used by the armed services o
the United States for defense or training purposes by reason of facilities situated within such
area and this would bring further demands upon the local hospital facilities. Preliminary inve.
stigation indicates that by reason of the existing demand for nurses it is improbable that Mrs.
Radin can be replaced at this -time by any person capable of supervising and directing such hos-
pital and of administering anesthetics of a modern nature. Therefore;
BE IT RESOLVED by the Board of County Commissioners of Indian River County, Florida,
that in view of the factual situation presented by the foregoing recitals in this resolution
that the appropriate Officers having charge of the call to service of nurses in -the Naval Re-
serve be requested to reconsider the call directed to Mrs. Radin for active service and defer
such call in order that she be permitted to remain in her present capacity at the Indian River
Hospital at Vero Beach, Indian River County, Florida.
BE IT FURTHER RESOLVED That the Chairman of the Board of County Commissioners of In-

than River County, being the governing body of such county, and the -mayor of the City of Vero
Beach, as the executive head of the City in which such hospital is situated., be authorized and
directed to Officially present this situation to the proper officials and to inform such offic-
ials of the willingness of the officials of this area to furnish any and all information desir-
ed in arriving at a final determination of the request contained in this resolution.
BE IT FURTHER RESOLVED That this situation and request be respectfully called to the
Attention of the Porper officials of the Navy Department with the thought that the same will
prsent a matter for reasonable consideration and that the same is not presented with the inten-
tion of evidencing a lack of cooperation or a selfishness on the part of the affected area but
in full recognition of the fact that the citizens of the affected area will recognize that the
decision finally reached is based upon a knowledge of the national requirements in the presant
emergency and as such all citizens of the area will cheerfully receive such decision and regard
less of whether it may recognize a need for Mrs. Radin to remain in this area or will recognize
a need that her services be made available elsewhere.
The resolution was duly seconded by Commissioner 8elseth, and upon being put to a vo
the same was unanimously adopted.
There being no further business on motion made, seconded and carried the Board then
adjourned.

The Board of County Commissioners in and for Indian River County, Florida, met at
the Courthouse in Vero Beach, at 10:00 o0olock'A. M. Monday, March 9th, 1942 in special meeting
with the following members of the Board present; C. S. Michael*, Chairman, S. E. Glover, Albert
0. Helseth, Frank C. Vickers and W. C. Graves Jr. Also present were Charles A. Mitchell,
Attorney to the Board, and Douglas Baker, Clerk.
The chairman announced this meeting was called for the purpose of making levies a-
gainst the verious candidates who' part io ipate'. in the Democratic Primary election to be held
Tuesday, May 5th, 1942.
A certified copy ofssi olution duly approved by the County Democratic Executive Com -
mittee setting out the party assessment levied against the various candidates who participate i
the Democratic Primary election to be held Tuesday May15, 1942, was received and carefully not
The Board then proceeded to make levies against the various offices to cover the cost of hold-
ing such primary elections in May, the assessments 'so levied being as follows:
