The chairman announced'this meeting was held for the purpose of approving Notary Public Bond and such other business as might be properly brought before this Board. Notary Public Bond in3'thesum of $500.00 for G. S. Huff with the American Surety C pany of New York as surety was approved. M. Tuesday, April 7th, 1942, in regular meeting with the following members of the Board present: C. S. Michael, Chairman; S. E. Glover, Albert 0. Helseth, Frank C. Vickers and W. C. Gentry, State Auditor, and Douglas Baker, Clerk. The minutes of the previous meetings were read and approved. The Clerk advised that $37.00 in qualifying fees of candidates in the primary elect- ion to be held May 5th had been reeeived and placed in the General Revenue Fund. Bunkley, County Nurse, presented the case of Tucker A. Sills, colored, I a resident of the'County suffering with Tuberculosis. Walter S. Buckingham advised the Board that existing insurance held by Sills would provide $154.00 to defray Sills expenses with the State Tuberculosis Sandtorium,.and that ►ills and his Mother the beneficiary under said insur- ance policies are willing to assign to the Board all sums payable to them under the policies to defray sills expense at. the Sanatorium and any payment made by the County* on funeral expo in the event of his death. er rt was movad by Commissioner Gpaves, seconded by Commission/Glover and unanimously adopted that Sills be made a County. ase.at the State Tulberculoisis.Sanatorium, provided that 5111a and:the-beneficiary under such insurance policies assign all payments under such policies to the County to reimburse the County for any and all expenses incurred by it, including funera and all incidental expense; that the County pay the premiums on such insurance policies during V-. the time it holds such assignments and deduct such premiums from the benefits received froin time to time under such policies; that if any surplus funds should be received by the County above its expenditures and at the conclusion of the County's care of Sills, then such surplus shrill be paid to the beneficiary under such policies. It was moved by Commissioner Graves, seconded by Commissioner Glover and carried that William Ludwig be allowed 42.00 per month for medicine. Commissioner Graves presented the application of Mrs. William Robinson for future aid. It was ordered that contact by made with Mrs. Frances Glenn of the Selective Service Board and other proper officials to the end of securing an allotment for Mrs. Robinson from her son who is in the Army and that provision for Mrs. Robinson be later considered and allow- ed in accordance with the existing circumstances. Commissioners Graves presented the case of Mrs. Emma Crocker, who has been seriously ill for the past thirty days and who is without funds and who has a number of dependants. It was mouode4 by Commissioners Grdves, seconded by Commissioner -Vickers and unanimously adopted that Mrs. Crocker be allowed $10.00 for the month of April. The Clerk reported that as evidence by report of Mr. W. 0. Gentry of the State Audit- ing Department, dated December 31, 1941, on the accounts of the Board of County Commissioners it was found that $6,000.00 of Wabasso Bridge District investment bonds plus accrued interest had been sold under 1941 Act of the Legislature and under the erroneous understanding that the bonds so sold were the property of the Clerk's tax redemption fund rather than the property of such investment fund. The Auditor recommended that the following Special Road and Bridge District bonds and coupons which had been taken by the Clerk in lieu of tax redemptions be substituted for the Wabasso Bridge District bonds erroneously sold together with checks drawn on the undistributed proceeds from the sale of bonds totaling $15.39, and that such transfer be*made as follows: INTEREST AND SINKING FUND (County Investment Account) Bond No. 20, due 7/1/31 (No coupones attached). Coupons No. 29 and 30 from bonds No. 329 33 & 28. Upon motion of .Mr. Vickers, seconded by Mr. Graves, and unanimously adopted, the pro cedure as recommended by the Auditor and as above outlined was approved and the Clerk is hereb3 instructed to transfer the bonds and coupons as above set out from the tax redemption account to the respective investment accounts as above set out, and to issue checks as recommended and deposit the.prodeeds thereof in the respective accounts of said Districts. It was reported to the Board that in working out the foregoing transfer whereby cred- its and debits were balanced between the Clerks tax redemption account and the interest and sinking fund investment accounts of the County and Wabasso Bridge. District it was learned that there was available for purchase from the Rittenoure Investment Company of $5000.00 principal amount of Wabasso Bridge District six per cent bonds dated July 1, 1926, and due July 1, 1956 and each of said bonds having attached interest coupon No. le, due July 19 1934 and subsequent coupons, and which bonds as to principal and interest thereon to May 1,, 1942, aggregating a total par value of $7500.00; that in consultation with the State Auditor it was determined that it would be to the benefit of said District that such six per cent bonds above described be purchased from funds of the Wabasso Bridge District in so far as the same will reach for such purpose and then balance to be purchased by the County interest sinking fund investment account Upon motion by Mr. Vickers, seconded by Mr. Graves, and unanimously adopted, it was ordered that upon funds being available and if funds were available, for the purchase of the above described obligations of Wabasso Bridge District on May 1, 1942s that such purchase be made as above outlined and for the account of the respective funds above -stated at the price of par plus acrued interest on the principal amount of such bonds to the date+of purchase. wit: RESOLUTION - REJECTING PROVISIONS OF BANNER ACT AS TO SPECIAL ROAD AND BRIDGE DISTRICT NO. 1 AND WABASSO BRIDGE DISTRICT. z Commissioner Graves introduced the following resolution and moved its adoption to - y41MASS the Board of County Commissioners of Indian River County, Florida has here - tofore accepted the terms and provisions of Chapter 15891, Acts of 1933, known as the "Kanner Bill" with respect to the following Special Road and Bridge Districts situated in Indian River County, Florida., to -wit: Special Road and Bridge District No. 1 Wabasso Bridge District, and WHEREAS, it is now the desire of said Board to revoke the previous acceptance of said act with respect to said Districts; therefore, Be it resolved that the Board of County Commissioners of Indian River County, Florida acting for and on behalf of Special Road and Bridge District No. 1 and Wabasso Bridge District in said County, do herewith reject the terms and provisions of Chapter 15891, Acts of 1933., known as the "Kanner Bill" and which rejection on behalf of said Districts shall be effective immediately upon the delivery of a certified copy of this resolution to the State Board of Administration, and the receipt of such certified copy by such said State -Board of Administrat- ion. Be it further resolved that any resolution or resolutions, heretofore adopted by this+ Board and certified to the State Board of Administration and which are in conflict with this resolution be and the same are herewith rescinded or modified in respect to such conflicts. Be it further resolved that the State Board of Administration is herewith authorized and requested to transfer any and all -.funds in the Kanner Bill account of said respective dis- tricts to the interest and sinking fund accounts of said respective districts. The resolution was duly seconded by Commissioner Vickers and upon being put to a vote the same was unanimously adopted. Dunnan, Tax Assessor, presented the Board with check for'903.25 together with the following letter; March 23, 1942. Hon. Douglas Baker, Clerk -To Board of County Commissioners, Vero Beach, Fla. Dear Sir: Attached hereto please find my check in the amount of $903.25, representing the amount due by me to the county as of December 31, 1941, as shown by the audit of my accounts made by the State -Auditing Department under the supervision of Mr. V. 0. Upon motion by Commissioner Graves, - seeonded.by Commission Glover and unanimously carried it was ordered that the combination automotible policies on motor vehicles of the County providing liability coverage be renewed for one year with the Buckingham - Wheeler Insurance Agency. Mrs. Garnet L. Radin presented the annual Hospital report of Indian River County Hospital which was received and ordered filed and the Board expressed its appreciation to Mrs. Radin for the thorough report and for her cooperation and assistance. The several bills and accounts against the County, having been audited, were examin- ed and fou=id correct, were approved and warrants issued in settlement of same. It was ordered Sarah Padgett, and Corine Jones be removed from the Paupers list as they are now receiving State aid for dependent children. It was ordered Mary J: Law and Leila Elizabeth Lewis be removed from the Mothers Pension List as they are now receiving State Aid. The Clerk reported the sum of $25.00 received on Hospitalization for W. J. Studstill and the sum ordered placed in the General Revenue Fund. Verdict of coroners jury in the matter of the inquest on the body of Richard Williamsl' was received and ordered filed. On motion made by Commissioner Graves, seconded by Commissioner Helseth and ly carred, Douglas Baker, Clerk, was authorized to purchase one (1) miscellaneous record book #3 and a deed record #39`. Application of..David McGill, Fellsmere, Florida, for a license to sell intoxicating liquM wines and beer was received and after careful consideration the same, on motion made by Commissioner Helseth, seconded by Commissioner Glover and carried the same was disapproved on the grounds that the place of business was located tooclose to a church. Notary Public Bond for Earle G. Thatcher in the sum of $500.00 with the American Surety Company of Few York as surety, was approved. Mr. Leo Cahill appeared before the Board with regard to construction of a bridge in order to obtain access to his,property: Engineer Carter stated the cost of construction of the bridge would be approximately 0100.00. It was moved by W. C. Graves Jr., seconded by Albert 0. Helseth and carried that the Board would expend a sum not to exceed $50.00 towards the con- struction of the birdge provided Mr. Cahill would match this amount. Miss Leila M.
