The Board of County Commissioners of Indian River County met in the office of the Clerk of the Circuit Court at Vero Beach, in the County of Indian River, on this 13th day of July 1926, pursuant to adjournment of Monday July 5th 1926, and the following methbers of the Board were present: John H. Atkin, Chairman; Geo.A.Braddock; J.V'.LaBruce and Donald Forbes. The Board announced it would sit as a Board of Equalizers of taxes and the owners and agents of property, who appeared for that purpose, were allowed to make full and complete statements as to the valuation of the property owned or represented by them and the Tax Assessor and the members of the Board having fully discussed the state- ments and facts as presented decided that no change be made in the assessment roll for the year 1926. It was thereupon ordered that the Tax Assessor be and he is hereby instructed to assess the property at the valuation fixed by himself as Tax Assessor for the year 1926. The Tax books being ready to be returned to the Tax Assessor for the purpose of extending the taxes thereon as provided by law the Board of County Commissioners took up the matter of making an estimate of the necessary expenses for the fiscal year, ;from October 1, 1926 to the 30th day of September 1927 and having considered the receipts estimated by the Clerk and the valuation of the property of the County as shown by the assessment rolls prepared by the Tax Assessor and having given full con- sideration to the needs and necessities of the County and the requirements for the different purposes to meet the expenses during the said fiscal year, have determined and do hereby declare the following to be the expenses and all special and extra- ordinary expenses contemplated for the fiscal year next ensuing and for which the revenue for the year 1926 from ad valorem taxation and the estimated receipts from other sources will be available: GENERAL REVENUE FUND. 1. Sinking Fund 6660.00 Total 038000.00 AGRICULTURAL FUND. 1.-romote and encourage agriculture 04750.00 It was thereupon resolved that the Clerk of the Circuit Court be directed to have the foregoing estimates as made by the Board published in a newspaper in this County by one insertion and that a copy thereof properly certified be forwarded to the Comptroller of the State of Florida. It was further resolved that at a special meeting of this Board to be held on the 29th day of July 1926, the foregoing estimates shall be taken up and considered and acted upon and at the same time the tax levy for the year 1926, will be made. The Notary Public bond of Roland Arnold in the sum of 4500.00 with the Union Indemnity Company, a corporation, as surety was approved. The following Road Committee Report was, received: ROAD COMMITTEE REPORT. Tie, the undersigned. Committee appointed by Hon.body on the first day of June 1926, with instruction to view and mark out the best route for a public road, described in the petition as follows, to -wit: Beginning at a point on the East right-of-way line of- State Road No. 4 and on the line between Sections 15 and 22, Township 32 South, Range 39 East, thence East to the South-east corner of the -youth-west one quarter of Section 14, Town- ship 32 South Range 39 East. Thence North to the South right-of-way line of the North relief canal as shown on the plat of the Indian River Farms Drainage District as filed in the records of St.Lucie County on page 75 plat book No.3. beg leave to report to your honors as follows: That we, after first having subscribed to the oath required by law before entering upon our duties make this our general report: That we proceeded to the said proposed, location of the said public road upon the 28th day of June 1926, and viewed and marked out the following as the best route for said proposed road. (Said road is to be 60 feet wide) Beginning at a point on the. East right-of-way line of State Road No. 4 and on the line between .Sections 15 and 22., Township 32 :South Range 39 East, thence East to the South-east corner of the South-west one quarter of Section 14, Township 32 South, Range 39 East, thence North to the out right-of-way line of the North relief canal as shown on the plat of the Indian River Farms Drainage District as filed in the records of St. Lucie County on page 75 Plat book No. 3 The f efore y having performed the duties required by law under the appointment of your honors, we pray to be discharged. It was ordered that the foregoing report be accepted, and proper notice be given for 30 days, after which the same will be declared a public County road, if no protest is filed with the Clerk of this Board. The following Road Petition was received: ROAD PETITION STATE OF FLORIDA ) COU1TTY OF INDIAN RIVER.) TO THE HON.B0 BD OF COUNTY COMMISSIONERS OF SAID COUNTY: Gentlemen: We the undersigned citizens of the County of Indian River, =State of Florida, respectfully represent that the necessities of the public require a County Road to be laid out as follows, to -wit: Commencing at a point in the :South line of the North-East 1/4 of the North-west 1/4 Sec.10 Twp. 32 S.R.39 E., and on the East right-of-way line of Mate Road No.4; thence East along the South line of the North -`Fest 1/4 of the North- East 1/4 Sec.10 to the center of the Quay Dock Road as declared and recorded on page 471, Book of Public Roads 2 St Lucie County records; thence South-easterly along the center of the Quay Dock Road to the shore of the Indian River. All buildings now on the above described right-of-way to be moved by the owners thereof. .Also that a drain- age ditch be dug along and parallel to the North and South right-of-way lines from the Indian River north-westerly as far as necessary. This is to be done by County. The ditch to benefit farmers as well as road. Said road right-of-way to be not less than Fifty (50) feet wide. It was ordered that J.I1M.McCullers Sr.; C.W.Fletcher and D.L.Leisher, be appointed to view, :nark and lay out said road and report to this Board. It was ordered that the County Engineer replace Bridges on Lateral "Bo Indian River Farms Drainage District with metal culverts provided 3,/3 of the cost will be borne by the Indian River Farms Drainage District. Itvwas ordered Roy Gribble be placed on the relief list to receive *25.00 per month, it being made to appear he is in need of financial assistance. A warranty deed was received from the Gulf Stream Construction Company, a corpora- tion for the following described land to be used for road purposes, conditioned upon the Board abandoning and closing up the present road at Riomar; UA± strip of land to be used as right-of-way for County Road in said County Beginnigg at a point twenty-five feet (25 ft.) South of the :South-west (S) corner of Government Lot Nine (0) in Section 32 Township 32 >South Range 40 East; thence South- easterly on a curve of seven degrees and 38 minutes to the left, 475.44 feet to a point; thence South-easterly on a curve of 19 degrees and 10. minutes to the left, 284.34 feet to a point in the center of the County Road as shown on the plat of the East View Development Company's subdivision, as recorded on page 31, plat book 4 records of It. Lucie County, Florida; the above described tract of land also being parts of Lots 21, 22; 32 and 33 of subdivision Number 1 and parts of Lots 18; 19; and 20 of , subdivision Number two. It was ordered that the same be accepted and entered for record in the Clerk's office. It was ordered the sum of §1,000.00 be set aside out of the Publicity Fund for advertising at the American Legion convention to be held in Philadelphia during the fall. of 1926. This amount to be paid to the Felix Poppell Post of American Legion for advertising Indian River County. It was ordered that Knight & Ring be employed to drill an artesian well at the County garage for the price of 50% per lineal foot. It was ordered that the County Engineer repair the streets in Fellsmere and the cost of same be deducted and credited against the amount of Road & Bridge tax due the City from the County on account of 1925 tax collections. It was ordered that the Clerk write the State Road Department with respect to drainage on the East side of the Dixie Highway at Winter Beach and North of Wabasso which is now inadequate, as the drainage only goes to the marsh. It was ordered screen doore be placed on all the County" offices. The several accounts against the County, having been audited, were examined and approved and warrants issued in settlement of same. the .bills and accounts on file in the Clerk's office being a part of these minutes. The County Depositories of the County filed their monthly statements showing receipts, disbursements and balance on hand, which were found correct,. At a special meeting of the Board of County Commissioners of Indian River County, held in the office of the Clerk of the Circuit Court at Vero Beach, on the 29th day of July 1926, there were present the following County Commissioners: John H.Atkin,Chairrnan; Geo.A.Braddock; J.C.LeBruce and Donald Forbes. The Chairman announced that this special meeting was held for the purpose of con- sidering and acting upon and adopting the estimates of the expenses for the fiscal year commencing with October 1st 1926 and ending September 30th 1927, which were prepared and entered upon the minutes of the meeting of the Board of County Commissioners, held on the 13th day of July 1926, and to fix the rate of taxation for the year 1926. A copy of the advertisement containing the estimates or budget made by the Board of County Commissioners at a meeting held at the Court House on the 13th day of July 1926, with the publisher's affidavit annexed as presented to the Board and ordered spread upon the minutes and is in words and figures as follows:
