HomeMy WebLinkAbout7/7/1942REAS, this Board,has moat on this, the sixth day of July, 1942s pursuant to such notice and for the purposes aforesaid;_ and has considered said assessment roll, and has found it unnecessary to increase the value fixed by the County Assessor of Taxes of any real estate or personal property as shown on said roll; therefore, BE IT RESOLVED that the Board of County Commissioners of Indian River County, Flor do hereby approve and confirm said tax assessment roll of said County for the year 1,942 -as and as approved by the Comptroller of the State of. Florida presented by the County Assessor of Taxes and do hereby declarewsaid,assessment'.roll and the assessments shown thereon to have been reviewed andto be equalized, perfected and just. The resolution waw duly seconded by Albert 0. M. Tuesday, 1,U;y 79 s 1942, in regular meeting with the following members of the Board present: C. S. Michael, Chairman; S. E. Glover, Albert 0. Helseth, W. C. Graves, Zr., and Frank C. Vickers. Also present were'ft. W. Frick, Sheriff Charles A. Mitchell, Attorney for the Board, and Douglas Baker, Clerk. The tax books being ready to be returned to the Tax Assessor for the purpose of ex- tending the taxes thereon as provided by law the Board of County Commissioners took up the matter of making an estimate of the'necessary expenses for the fiscal year from October lst,. 1942 to the 30th day of Septembers 1943, and having considered the receipts estimated by tee Clerk and the Tax Assessor having given full consideration to the needs and necessities of the County and the requirements for the different purposes to meet the expenses during the said fiscal year, have determined and do hereby declare the following to be the expenses and all special and extraordinary expenses contemplated for the fiscal year next ensuing and for which the revenue for the year 1942 from ad valorem taxation and the estimated receipts from other sources will be available. Deputy Sheriff Bond for Joel W. Parker in the sum of $1000.00, with A. A. Sullivan and L. Thomson King as sursties, was approved. Depaty Sheriff Bond for Jack Napier Strong in the sum of $1000.00 with Chas. S. Kuster and C. R. McCluer as sureties, was approved. Deputy Sheriff bond for Wilton Roger in the sum of $1000.00 with Chas. S. Buster and C. R. McCluer as sureties was approved. Deputy Sheriff bond for L. Thomson King in the sum of $1000.00 with Joel W. Parker and Milton L. Strickland as sureties, was approved. Notary Public Bond for Ellsworth E. Benjamin in the sum of $500.00 with Glenns Fall Indemnity Company of Glenns Falls -New York, as surety, was approved. Notary Public Bond for Stanley V. Buss in the sum of $500.00, with the American Surety Company of New York, as surety was approved. Notary.'Public Bond for J. A. Harms in the sum of $500.00 with the Mass. Bonding and Insurance Company of Boston, Mass. as surety, was approved. Notdry.Public Bond for F. G. Hamrick in the sum of $500.00 with the American Surety Company of New York, as surety was approved. At the request of Joe. S. Earman, Chairman of the Finance Division of the County Defense Council, Harry Macdonald, Commander of the American Legion and Chas. S. Kuster, of the Defense Council, the Board approved the sum of $1500.00 for Defense work to be included in the 1942-1943 budget and to be used as and if needed. r Mr. W. T. Nettles, District Agent with the.Agricultural Extension Service, Gaines - villa appeared before the Board with regard to the employment of a County Agricultural Agent. On motion made by Albert O; Helseth, Seconded by Frank C. 'Vickers and unanimously carried,". action was postponed for the duration. Mr. Walter Bennett of the Fenole Chemical Company appeared before the Board regard- ing spray material for the Jail. On motion by W. C. Graves Jr., seconded by S. E. Glover and unanimously carried the Board authorized the purchase of.two (2),fifty five (55) gallon drums of spray material for the Jail. It was ordered Amy Newton, (colored) Gifford, Florida, be placed on the pauper's list to.redeive the sum of $6.00 per month until the further orders of the Board. On motion made by S. E. Glover, seconded by W. C., Graves Jr. and unanimously carried Mother's Pension fund application for Dors. Annie Votrobeck, Fellsmere, Florida, was approved for the sum of $10.00 per month, until the further -orders of the. Board. The report of the work of M. H. McEachron,' Agricultural and Industrial census enum- erator for Indian River County, 1942, was examined and approved by the County Commissioners of this County. There were 658 Agrigicultural listings at 30¢, making a total of $197.40. Douglas Baker, Clerk was instructed to issue a grocery order in the sum of $5.00 to Mrs. Nancy Shaw, Winter Beach, F16rida, and advise her that duAto�he County's limited re- sources at this time, it would be impossible for the County to furnish any additional grocery orders or to make any financial contribution. On motion made by W. C. Graves Jr., seconded by Albert 0. Helseth and unanimously carried, the salary of Honorable Cleo. T. Tippin, Supervisor of Registration was increased from $50.00 per month to $52.00,, per month, until the further orders of theBoard. Wm. W. Miss Leila M. Bunkley, County Nurse, appeared before the Board and made a report of her activities for the month of June 1942. The -several bills and accounts against the County, having been audited, were ex- amined and found correct, vare approved andwarrants issued in settlement of same. Such bills and accounts being on File in the office of the Clerk of the Circuit Court. The Warrants so issued from the respective funds being listed, in the Supplemental Minute Book, as provided by the rules of the State Auditor, reference to such record and the list so re- corded being made a part of these minutes. The County Depository filed its monthly statement, showing receipts and disburse - menta of the various funds, which having been audited were found to be correct. Tuesday, July 21, 19429 in special -meeting with"the following mem- bers of the Board present; C. S. Michael, Chairman; S. E. Glover; Albert 0. Helseth and W. C. Graves, Jr. Absent: Frank C. Chairman Michael announced that this meeting was called for the purpose of consider- ing the establishment of a venereal disease control program in Indian River County., Local Doctors presents were McClellan, Kollar and -Harrell. Also present was Miss Leila - M. Bunkley, County Nurse. Dr. J. L. Hundley, Assistant Director, Venereal Disease Control Program, State Board of Health and U. S. Public Service, together with E. S.
