Claud Carroll The several bills and accounts against the County, having been audited, were ex- amined and found correct, were approved and warrants issued in settlement of same. Such bills and accounts being on file in the office of the Clerk of the Circuit Court. The Warrants so issued from the respective funds being listed in the Supplemental Minute Book, as provided by the rules of the State Auditor, reference to such record and the list so re- corded beingmade a '! part of these minutes. The County Depository filed its monthly statement, showing receipts and disburse- i ments of the various funds, which having been audited were found to be correct. There being no further business, on motion made, seconded and carried, the Board then adjourned. The Board of County Commissioners of Indian River County, Florida, met at the Court House in Vero Beach at MOO o'clock A. M. Tuesday, September 1, 1942, in regular meet- ing with the following members of the Board present: Albert 0, Helseth, Chairman Pro Tem; S. E. Glover, Frank C. Vickers and W. C. Graves, Jr. Absent: C. S. Michael. Also present were Sherman N. Smith Jr., Attorney, Tim. W. Frick, Sheriff, and Douglas Baker, Clerk. Verdict of coroners jury in the matter of the inquest on the body of Talmadge Ryall was received and ordered filed. Verdict of coroners jury in the matter of the inquest on the bodies of Willie Lacy st al was teceived and ordered filed. Notary Public Bond for Anne Eokhoff in the sum of $500.00, with. the American Surety Company of New York as surety, was approved. Deputy Sheriff bond for Garner A. Mole in the sum of $100.00 with Geo. Martin and G. L. Harrell as sureties, was approved. On motion made by Commissioner Glover, seconded by Commissioner Vickers the Board approved admission of Francis Lawton Williams to Florida School for the Deaf and.Blind, St. i Augustine, Florida. �r f A bill of costs from the Game & Fish Commission in the case of Lucy Warren, charged �I with possession of undersized bass, was submitted to the Board and upon motion made by Commi.ss inner Craves, seconded by Commissioner Glover the same was disapproved. L� r12 n `v COUNTY'RESOLUTION URGING ADOPTION OF GAS TAX AMENDMENT Commissioner Graves" -introduced thee._:fo�lov#ing resolution, and moved its adoption to - wit: VMREAS, the 1941 Florida Legislature, by Senate Joint Resolution 324, proposed an amendment to the State Constitution authorizing for a period of 50 years beginning January 1, 1943, the distribution -to the several counties of the proceeds of 2 cents per gallon of the present State tag on gasoline and other motor vehicle fuel, pro rated among the counties acc- ording to their respective areas, populations and adounts contributed by them for State road construction, each county's pro rata share of such taxes as they accrue to be used by the State Board of Administration for the retirement (including the setting up of adequate sink - Ing funds) of county and road and bridge district road and bridge bonds, with any surpluses of j. such taxes not required annually for such debt service to be used 80% for the construction of state roads in the county and/or for the freeing of toll bridges in the county, and 20% for the construction and maintenance of county roads; and AREAS, the outstanding county and special road and bridge road bond indebtedness, both principal and interest of Indian river County is the sum of two million three hundred eighty thousand ten ($2,380,010.00, dollars and no cents and during the life of the Constitut- ional Amendment it is estimated there Will accrue to the County the sum of Four million five hundred thirteen thousand five hundred sixty-seven dollars and eighty-three cents (4,513,567.86); and WHEREAS, it is apparent that said amendment provides ample revenue to retire the bonded indebtedness of Indian Rider County, with considerable surpluses over for public road purposes within the County; and SAS, if the amendment it adopted at the General Election held November 3, 1942, said revenues will be irrevocably pledged for the purposes stated, and will result in reliev- Ing the real and personal property taxpayers of the County of road bond debt service levies and will in due time provide large sums for the construction and maintenance of county roads, 'TOW, TREREFuRE, tsg IT RESOLVED by the Board of County Commissioners of Indian=- River County that it is the considered judgment of said Board that it is to the best interests of Indian River County that said Constitutional Amendment be adopted, and it hereby urges the adoption of said Amendment at the General Election in November this year, because it will relieve for a period of 50 years the levy of taxes in Indian River County on real and person- al property for said outstanding county and district road bonds an d w ill provide additional revenues, for county road and bridge construction and maintenance. Said resolution was duly seconded by Commissioner Vickers and upon being put to a vote the same was unanimously adopted. Liquor licence application for David McGill, colored, Fellsmere was received and temporarily passed until all members of the Board are present. Application of Louis Davidson (Blue Front) for a license to sell intoxicating liq- uors, wines and beer was received and after carefully considering the same, on motion made, seconded and carried the same was approved. Miss Leila M. Mothers Pension application for Nora Lee Rogers, 833 19th place, Vero Beach, was approved for the sum of $10.00 per month, until Mr. doe Rogers is phyically able to resume i his work. I If The Chairman announced this meeting was held for the purpose of receiving liquor license applications and such othebusinesa as might be properly brought before this Board. Application Of David McGill, Colored, Fellsmere for license to sell intoxicating i liquor, wines -and beer was received and after carefully considering the same, and upon re- commendation of the City Officials of Fellsmere, on motion made, seconded and carried the same was approved. On motion made by W. C. Graves, Jr. seconded by Albert 0. Helseth and unanimously carried the Board granted the Ration $oaid #32-1, Vero Beach, permission to occupy the two North west rooms upstairs in the County Court House, until further notice.
