in said county, as Lessor, lease.unto the United States of America, as Lessee, property sit-
uated in Indian River County, Florida, described as follows, for-wit:
Beg. at a point which is 316.9 ft east of the Northwest corner of Government Lot
No. 1, Section 26, Twp. 31 South, Range 39 East, and 25 ft. south of the north line of said
Lot No. 1; thence bast parallel to the North line of Dot No. 19 183.5 ft. to the high water

line of the Atlantic Ocean; thence southerly along said high mater line about 115.4 ft; thenoO
westerly parallel to the north line of said lot No. 1, a distance of about 231.35 ft.; thence
north 105 ft. to the point of beginning containing one half acre; together with riparian
rights appendant or appurtenant thereto.,
for a term beginning October 27, 1942, and ending June 309 1943, with the privilege to the
Lessee of renewal of such lease from year to year with limitation thereon of the period of
the present emergency and sig months thereafter and in no case beyond June 309 1950, and at
an annual rental of 01.00 per year and with the provision that continued occupancy shall con-
stitute a renewal of such lease without written notice and that such lease shall expire whenr
ever the site is aban'donned and no longer required for use as a beach patrol unit and access-

ories thereunto appertaining; and,
WHEREAS, the purpose of such lease is to provide facilities foir the national, de-
fense under the present emergency and the leasing of said property by this Board as provided
by this resolution is a lawful and proper act; therefore,
BE IT RESOLVED, That this Board does herewith agree to execute a lease as above
described and the Chairman or Chairman Pro Tem and the Clerk of this Board are herewith au-
thorized and directed to execute and deliver such lease on behalf of this Board.
The resolution being duly seconded by Commissioner Vickers, and upon being put to
a vote the same was unanimously adopted.
There being no further business, on motion made, seconded and carried the Board

The Board of County Commissioners of Indian River County, Florida, met at the Court
Rouse in Vero Beach at 10:00 o'clock A. M. Tuesday, December 1, 19.29 in regular meeting with
the following members of the Board present: C. S. Michaels Chairman;'W. C. Graves, J'r` Albert
0. Helseth, S.,E. Glover and Frank C. Vickers..Also present were Charles A. Mitchell, Attorney.

Miss Leila M. Bunkley, County Nasse, appeared before the Board and filed a report
of her activities for the month of November 1942 as follows, to -wit:

Ron. W. R. Duncan, Tax Assessor, appeared before the Board and presented a supple-
mental.Intangible Tax Roll for 1942. On motion made by Commissioner Glover, seconded by Com -1
missioner Graves and carried,.. the same was accepted and approved. The sum stated in the
supplemental roll being $3631.05,
A communication from R. E. Crummer and Company, dated November 13, 19.29 request-
ing the Board to sell them a coupon from the Wabasso Bridge District in the sum of $30.00
issue of July 19 1926, in order that an additional refunding bond might be delivered, was
granted and Douglas Baker, Clerk, was instructed to forward said coupon, the same to be sold
at par, and this amount placed in the fund known as ]proceeds Received in ftyment of Bonds and
Coupons Accepted in Payment of Delinquent Taxes. Coupon #16, due July 1, 1934, from Bond #25
dated July 1, 19269 was sold and the funds deposited as heretofore stated.
A request from the City of Vero Beach requesting that approghylaotio station be
set up at the present location of the U.S.V.D. Clinic was approved by the Board.

The several, bills and accounts against the County, having been audited, were es-
jl
amined and found correct, were approved and warrants issued in'settletont of same. Such 1
bilis and accounts being on file in the office of the Clerk of the.Cirauit Court. The warrants
so issued from the respective funds being listed in the Supplemental Minute Book, as provided,,
by the rules of the State Auditor, reference to such record and the list so recorded being
wade a part of these minutes.
The County Depositary filed its monthly statement, showing receipts and disburse -
menta of the various funds, which having been audited were found to be correct.
There -being no further business, on motion made, seconded and carried, the Board
then adjourned until 4:00 Wolouk P. M. Saturday, December 19, 1942.

Hon. A. W. Young, representing the aforementioned citizens, spoke with regard to'

the crisis in our present labor situation, both white and black, and stated the cooperation ofj.,
the Board of County Commissioners, together with the law enforcement officials, was needed to
obtain labor to assist in saving the crops essential to winning the war. He further stated
that the Growers and Packing 'House operators would appreciate it if the Board of County
Commissioners, if they had any power to do so, would see that a special deputy sheriff was
