The Board of County Commissioners of Indian River County, Florida, met at the Court 1 • House in Vero Beach at 4:00 P. M. Tuesday, December 29, 1942, in special meeting with the following, -members of the Board present: C. S. Miobael, Chairman; Albert 0. Helseth, Frank C. Vickers, W. C. Graves, Jr., and S. F. Glover. Also present were Charles A, Mitchell, Attor- goy to the Board, atm. W. Frick, Sheriff and Douglas Baker, Clerk. The Chairman announced this meeting was called for the purpose of considering a communication from the R. B. Crummer and Company with regards to the. Account of Special Road and Bridge District J4 in Iridian River County. After discussion, on motion made by W. C. Graves, Jr., seconded by Frank C. Vickers and unanimously carried the Board approved payment in the sum of $3,125.00 from the Special vi Road and Bridge District #4 Maintenance fund to R. E. Cromer and Company in full payment and satisfaction of the amount due them as commission or fees in the refunding of Special Road and Bridge District #4 bonds dated January 1, 1941 csee their letter dated December 31, 19421, acknowledging receipt of said payment). C. S. Michael, retiring Chairman and ordered made a part of these minutes. January 4. 1943 Aon. Douglas Baker, Clerk Board of County Commissioners of Indian River County Vero Beach, Florida. Dear "Doug": In one sense I am very happy to be relieved of the responsibility of membership of " the Board of County Commissioners, yet this feeling of relief is tinged with a very deep and sincere regret because it means'the termination of a greatly prized association with the mmem- ber6 of the Board and the Various officials connected with the work of the Board. I am not the type of individual who holds the illusion that he cannot be replaced and in fact I am confident that my successor will be of more value to the Board than I would be if I continued to serve. I have been very closely connected with my successor, Mr. Barkos- kie for many years and I can well say that I know of no more sincere and able -man in the County for the position of County Commissioner*` I feel sure that my opinion of Mr. Barkoskie 't= is also the opinion of the members of the Board and the citizens of the County generally. In the approximate period of five years which I have served on the Board, I have come to have a very high regard and in fact a feeling of personal affection for all members of the Board whom I have served with during this time and the officials and appointees of the Board with whom I have worked. I have greatly appreciated the cooperation all of you have j given me in the performance of my own official duties and it has°been a pleasure to work with men who have so unsparingly given of their time and their best efforts for the interest of the County. In nest referring to the work of this Board during the past five year*, I do so with': the thought that my part in the successful conduct of the County's business has been small but I have a feeling of.pride.in having been a member of the Board during the past five years and by reason of the accomplishments of the Board during that period. Five years ago, due to ad- verse circumstances which had continued over a period of years and whioh.were beyond the oon- trol of any official or official group, we found general conditions of the County gather un- satisfactory. These conditions were not peculiar to Indian River County alone but were faced by counties and public bodies generally throughout the state. In the past five years the finances of the County have been placed on a stable basis. Outstanding .U:ndebtedness of the County has been placed in such condition that the County is entirely current with its obliga- , tions and there should be no reason in the future for this condition to change. For a num- ber of years the County has met its current operating accounts promptly and has been in a position where it could.take advantage of all cash discounts. All phases of County govern- ment have been operated, I believe, efficiently and in such a manner that all requirements have been fully met. In addition to these accomplishments, the tax levies of the County have been reduced to the extent that the average owner of property situated within the County is paying quite a little less in annual taxes than was required to be paid upon the same property° five years ago. The road and bridge system of the County has been satisfactorily, maintained and in fact more work has been done than ever before but actually, at less expense. I could point out accomplishments in every phase of the County operation but you gentlemen are as familiar with these facts as I. 1 know that you gentlemem who have served on the Board of i I- 0 1 • 1 1 0 1 1 �I 0 W1MRES, Honorable Claude S. Michael of Wabasso has faithfully and effeciently Ser- �r ved the people of Indian River County as a member of the Board of County Commissioners of the " County for the past five gears and during the last four years of such period has acted as the Chairman of such Board; and WHERMAS, by reason of the pressure of personal business and affairs Mr. Michael has voluntarily retired from the membership of this Board on this date and to the great regret of G the citizens of this County and the members of this Board who, while recognizing the justice of Mr. Michael's request that he be permitted to give a greater amount of time to his private i business, desired to have the benefit of his able service for as long a time as possible; and - WS, Mr# Michael's public service has been at great personal sacrifice, both of time and money and has been rendered by him unselfishly and without regard to his personal interests; and it I X45, the members of this Board and County Officials and employees engaged in � the conduct of County business hold a high personal affection for Mr. Michael andthecitizena,1 of the County generally recognizing the splendid administration of the County business by Mir. Michael; therefore a BE IT RESOLVED, that the Board of County Commissioners of Indian River County, in, behalf of the members of the Board and the officials and employees of the County and ofthe i i citizenship of the County generally, does herewith express its deep regret at the termination of Mr. Michael's official duties and expresses to him the appreolat on -of the citizens of the County for his public service and extends to him the best wishes of the members of such Board, the officials and employees of the County and the citizens of the County. BE IT FURTHER RESOLVED, that a copy of this Resolution be spread upon the mutes of!,',;! this Board and that a dopy hereof be certified by the Clerk and delivered to Mr. Michael and 1 that a dopy -hereof be forwarded to the 'Deno Beach Press -Journal for publication. � The resolution was duly seconded by Commissioner Helseth'`and upon being put to a vote the same was unanimously adopted. Verdict of Coroners Jury in the matter of the inquest of Council white was received and ordered filed. i' County Commissioners -during this period have been primarily responsible for these results and I point them out to you as evidence of the very definite basis of the congratulations which I • extend to you apon the efforts of your success. I will greatly appreciate your calling this communication to the attention of the members of the Board and also to the attention of all of the officials and employees of this ;i Board and of all of the County officials whose work is in connection and cooperation with their Board. I feel that these various officials and employees have each served well is their var- ious capacities and their cooperation has been of great value to the Board in the suooesslul conduct of its duties. In conclusion, I wish to that I trust that say this severance of my. official relat- ionship with the Board does not mean a severance of the fine friendship -which I have for the individual members of the Board, for my successor Mr. Barkoskie, and for the various officials and employees connected with the Board. Certainly itis my desire to continue these friend- ships which I so highly prize and knowing all of these individuals as I do I am very confident' that the personal relationships tretween us all will continue in the future. If there is any-!, thing that I can do at any time to assist the Board in its official capacity or to gender '! any service to any individual, either Board member, official, or employee, I shall consider it an honor to be advised, and thereby permitted to render any such service to the full ex- tent of my ability. A request for the rental of the County drag line to Mr Lon Rogers was denied for ;several reasons, namely the Drag line beim reated at present to the Navy base for Govern- mental work, second because of O.P.T. requirements and regulations and third same to be needed for County work as soon as goverment work is finished. b The Minutes of the previous meetings were read and approved. Such bills ant accounts being on file in the office of the Clerk of the Circuit Court. The warrants so issued from the respective funds, being listed in the Supplemental Minute Book, as provided by the rules of the State Auditor, reference to such record and the list -so recorded being made a part of these minutes.
