The Board of County Commissioners of Indian River County, Florida, met at the Court-
house in Vero Beach at 10:00 o'clock A. M. Tuesday, April -6, 1943,.in regular meeting with
the following members of the Board present: W. C. Craves, Jr., Chairman; Albert 0. Belseth,
!; S. E. Glover, G. E. Barkoskie and Frank C. Vickers. Also present were C. P. Diamond, Acting
Attorney to the Board, Win. W. Frick, Sheriff and Douglas Baker, Clerk.
Minutes of the previous meeting were read and approved..
Mr. E. G. Thatcher, representing the Recreation Division of the Indian River Defense,
Council appeared before the Board and stated the sum of $50.00 would be needed for the month
of May and $200.00 each Month for June, July, August and September. Be further stated these

amounts would/be needed he grant came through from the Federal Goverxsment.

Commissioner Barkoskie introduced the following resolution and moved its adoption
to -wit:

WHEREAS, Chas. A. Mitchell was appointed by the Board of County Commissioners of
Indian River County, Florida, as attorney for such Board on January 2, 19349 and has been sub-,
sequently re -appointed and has continuously served in such capacity from January 2, 1934s, until
this date; and,
M EREAS, solely as a matter of identification the said Chas. A. Mitchell in such
appointment has at times been referred to as a member of the firm of attorneys of which be is
a member and at times the reference to such attrney has been to and as connected with such
firm or firths of attorneys; therefore,
BE IT RESOLVED That the Board of County Commissioners of Indian River- County, Florid;:►,
does herewith certify that Chas. A. Mitchell has been the sole attorney for said Board at
all times from and after January 2, 1934, to and including the date of the adoption of this
resolution and that throughout such period no firm of attorneys with whom the said Chas. A.
Mitchell has been connected and no other- attorney has been the attorney for said Board and
that any reference to any firm of attorneys has been only in identification of the said
attorney for said Board, namely, Chas. A. Mitchell.
The resolution was duly seconded by Commissioner Glover and upon being put to a
vote the same was unanimously adopted.
Miss Edna Tyner, president of the Indian River County Tuberoulosis Association
appeared before the Board with regard to Aaron Livingston, colored, a patient from Indian
{
River County in the TuberculosisSanatorium at Orlando. Miss Tyler stated that in her
opinion it might be advisable to return Livingston to this County provided further treatment
in the Sanatorium was not advisable and in the event he be return another patient might take

his place. No action was taken by the Board.
E. E. Garter, County Engineer, reported the estimated cost of constructing two
bridges in the Tiger Hammock district at approximately $50.00 to $75.00 by using old
material. It was ordered that the two bridges be constructed at a cost tot. he county not
to exceed $75.00 and any amount over this to be paid by private interested parties. Mr. John
M. Knight, one of the interested parties was present and agreed to the same.
Deputy Sheriff bond for L. B. O'Steen in the sum of $1006,00 with E. T. Christman
and T. A. Vincent as sureties, was approved.

I, Mabel A. Snapp, as executrix of the las�will and testament of C. W. Petty, de-
oeased, �eing the owner of Tax Sale Certificate No. 19 A dated the 2nd.day of ''uly 19349 in
the sum of $25.49 covering the following described property, to -wit:
Begin at the. NE corner of the South half of S. W. of N. W. run West 454.5
feet, Southerly parallel with Dixie Highway 205 feet, East 400•2 feet, North 303.9 feet to

hereby make application t4our honorable Body to issue a duplicate Tax Sale Certificate in
lieu of the original desoribed herein for the following reasons:

(1) That said Tax Sale Certificate was purchased by Co W. Petty, at the regular sale

of 1934 for which I paid the sum of $25.49.
(2) That said Tax Sale Certificate, or.any interest,therein, has not been hypothecat
ed, sold, gesigaed, transferred or delivered by me and I have received no consideration there -1
for,
(3) That said Tag Sale Certificate has been lust or destroyed and that I have made
diligent search and am unable to locate said certificate. -
(4) That if duplicate Certificate is issued in lieu thereof and the original should
at any time be looated, the same will be surrendered to the Clerk of the Circuit Court of
Indian River County for cancellation. a'
(5) That 1, Mabel A. Knapp, as a further consideration aokaowledge myself held and
firmly bound unto Douglas Baker, Clerk of the Circuit Court of Indian lover County, and his
successors in office, in the sum of $50.969 being double the amount of the face value of
said Tax Certificate, for payment whereof well and truly to be made., I #ind myself, heirs,
executors and administrators firmly by these presents should said Certificate be presented by
any person whomsoever, assigned or otherwise, for payment or applioation for Tax Deed thereon. 1,
I solemnly swear, or affirm,' that the statements contained herein in support of my
application for issuance of duplicate Tag Sale Certificate,.are true and correct. Bio help me

The foregoing application coming on to .be heard on this date by the Board of County
Commissioners of Indian River County, and after due oo4sideration, the Board having thoroughly
investigated said matter and being fully satisfied that said claim is a valid one,,
It is condidered and ordered, upon motion duly made, seconded and carried, that the
Clerk of the Circuit Court of Indian River County be and he is hereby instructed to issue a
duplicate Tax Sale Certificate in favor of the above-named applicant in lieu of the Certificate
above described which has been lost or destroyed, and that proper record of same be entered in 'I
the Tax Bale Record in the office of the .said Clerk, as provided in Section Sof Senate Bill,
No. 72, Acts of 1929.

On motion made by Commissioner Bel Seth, seconded by Commissioner Barkoskie and
unanimously carried the Janitors salary was increased $10.00 per month, and the salary of
Hon..George T. Tippin, Supervisor of Registration, was increased $10.00 per month, both
effective April 1, 1943,
A letter was received from. Mr. Joe S. Earman, read and ordered -filed, with regard
to a portion of the County's insurance.
Douglas Baker, Clerk, was Instructed to write all insurance agents residing within
the County requesting them to Furnish bids for workman's compensation insurance on county
employees, also bids on Public Liability and Property Damage Insurance limits of ten and
twenty thousand on the former and Five thousand on the latter, on county trucks.
Mksi Alloe Helleso, Acting County Nurse, appeared before the Board and made a report
of her activities for the month of March, 191.3, as follows, to -wits

6' The several bills and accounts against the County having been audited, were examined'i
and found correct, were approved and warrants issued in settlement -of same. Such bills and
accounts being on file in the office of the Clerk of the Circuit Court. The warrants so issued

from the respective funds, being.listed in the Supplemental Minute Book, as provided by the
rules of the State Auditor, reference to such record 4md the list so recorded being made a
part of these minutes.
The County depository filed its monthly statement, showing receipts and disburse-
tts of -the various funds, which having been audited was found to be correct.
There being no further business, on motion made, seconded and carried the Board
then adjourned.
