The motion for the adoption of the resolution being duly seconded by Commissioner j! Glover, it was declared adopted by the following vote: i Ayes: Graves, Selseth, Glover, Vickers and Barkoskie. Nays: bone. The Board then proceeded with the matter of fixing the rate of taxation for Indian River County for the year 1943 and after careful consideration of the estimated receipts and expenditures the following resolution was introduced by Commissioner Vickers, who moved its J adoption to -wit: fiJ� 3k111ts BE IT.RESCLVED that the rate of Taxation necessary to meet the expenditures of the Board of County Commissioners of Indian River County, Florida, for the fiscal year 1943-1944 pursuant to the budget of said Board as heretofore published and approved, is as hereinafter levied and that the tax rate as hereinafter shown and set forth, be and it is hereby levied on all taxable property in Indian River County, Florida, for the year 1943, with the rate herein- after set out, to -wit: In order to meet the estimated current expenses of the County of Indian River of the sum of $2�,934.50, it is determined and hereby declared that a tax rate of one and three fifth j (1 3/54 mills upon the dollar be levied and is hereby imposed upon all of the property lying s and being in the County of Indian River on the first day of January, 1943, for the GMMRAL RE`'VENUE FOUND. to meet the current expenses of the County and to provide for the expenditures a estimated in the budget hereinbefore set forth. To meet the expenses estimated to be necessary to be paid out of the FM & FQRFEI FO•"P �A � NT) the sum of $11,14$.25, it is determined and hereby declared that a tax rate of three -ft (3/5) mills upon the dollar be levied, assessed, and is hereby imposed upon all the property lying and being in the County of Indian River on the first day of January, 1943, for the Fine & Forfeiture Fund, to meet the current expenses as estimated in the budget. To cover the amount of the estimated expenses for keeping the County Roads in good shape and for the construction and repairing of bridges and other necessary expenses to keep G � the roads of the County in good condition and provide other roads when necessary of $28,728.00,' it is determined and hereby declared that a tax rate of Two and two-fifths (2 2/5) mills upon i the dollar be levied, assessed and is hereby imposed upon all of the property lying and being in the County of Indian River on the first day of January, 1943, to meet the current expenses a of the County as estimated in the budget for the ROAD & BRIDGE FU1VD. it To meet the outstanding indebtedness and interest thereon according to the estimates:, or budget the sum of $5,258.25, it is determined and hereby declared that a tax rate of Three- �I fifths (3/5) mills upon the dollar be levied, assessed, and is hereby imposed upon all the ni `g property in the County of Indian River on the first day of January, 19431 to meet the currenta� t expenses as estimated in the budget, for the OUTSTANDING FUND. To provide a fund for the payment to worthy mothers a pension in order their attend the public schools of the County, the sum of $1,686.25, it is determined and hereby de- elared that a tax rate of one-fifth (1/5) mill upon the dollar be levied, assessed, and is hereby imposed upon all of the property lying and being in the County of Indian River on the first day of January, 19439 to meet the current expenses of the County as estimated in the G budget for the MOTHER'S PENSION FUND. i u 1 0 1 is u 1 • To meet the interest payments and provide a sinking fund Por the ultimate redempt- ion of County Court House bonds, in pursuance of the requirements of the.law the sum. of $5,163.259 it is determined and hereby declared that a tax rate of Three-fifths (3/51 mills p upon the dollar be levied, assessed, and is hereby imposed upon all the property lying and be -i ing in the County of Indian River on the first day of January, 1943, for ,INDIAN RIVERCOUNTY f COURT HOUSE BONDS SINKING FUND. According to the millage so determined, fixed, assessed the total._Millage to -bo entered in the column provided for County taxes in the assessment roll for the year 1943, is q , six (6 mills upon the dollar, to cover a total estimated expenditure of 081,918.50. BE IT FURTHER RESOLVED, that the Tau Assessor in and for Indian River County, Florida; be and he is hereby directed to assess and levy the foregoing taxes as fixed by this Board upon the taxable property in Indian River County subject thereto, and that he extend such taxe, on the valuation of such property according to said millage as fixed, determined and levied by! i this Board as provided by law; that a certified copy of this resolution be furnished to the County Tax Assessor. The motion for the adoption of the said resolution for the levy of taxes was seconded .I by Commissioner Glover and adopted by the following vote: Ayes: Graves, Helseth, Glover, Vickers and Barkoskie. Commissioner Barkoskie introduced the following resolution and moved its adoption, to -wit: WHEREAS, the ]respective boards and taxing districts being authorized to fix and levy) taxes upon property situated within Indian River County, Florida, as provided by law, fixed F such tax levies and have certified the same to this Board and this Board having considered the same and having then found them to be proper, therefore be it resolved that; Estimates having been made by the Board of Commissioners of INDIAN RIVER NOSQUITB CONTROL DISTRICT, and a certified copy of the resolution filed with this Board, as required by'll law, and as estimated by the Board of Commissioners, it is determined and hereby declared that', 4+ a tax rate of One and two-fifths (1 2/5) mills upon the dollar be levied, and is hereby fixed �I 'I and assessed for the year 1943,,on all of the property in the County of Indian River, lying • and being within the boundaries of said Indian River Mosquito Control District, the boundariesi I of said District being described as follows, to -wit: All of that territory in Indian River j County, Florida, included with the boundaries described as follows, to -wit: I' Begin at a point where the South boundary line of Indian River County, Florida, intersects the! Estimates having been made by the Board of Commissioners of SEBASTIAN INLET DISTRICT, r 62 for the ultimate redemption of bonds, notes, or other obligations outstanding, and to pay in- terest thereon, when due, and for general repairs and additional work to be done, and a cer- tified copy of the resolution filed with this Board, as required by law, and as hereby.deelare&i that a tax rate of One and eleven -twentieth mills upon the dollar be levied, and is hereby fix ed and assessed, for the year 1943, on all of the property in the County of Indian River, lying and being in the boundaries of said Sebastian Inlet District, Four-fifths mill -of which shall !j be used solely for interest payments, when due, and to create a sinking fund for the ultimate redemption of Refunding Bonds of said District dated Zuly 1st, 1936 and three-fourths (3/4) mills of which levy shall be used as a maintenance fund and for the purposes authorized and prescribed in the act creating said district namely Section 15 of Chapter 7976 of the Laws of Florida as amended by Chapter 12259 of the Laws of Florida. To provide Treasury funds for the QUAY BRIDGE DISTRICT in accordance with the laws of, Florida, as amended by the Acts of the 1927 Legislature, it was determined that a tax rate of one-half (J) mill upon the dollar be levied and is hereby fixed and assessed for the year 1943, on all of the property in the County of Indian River, lying and being within the boundaries of said Quay Bridge District for the purpose of properly,,operating the bridge in said District an& the reasonable and usual repairs and maintenance of said Bridge and the approaches thereto the total sum estimated in the budget being $3,261.42. BE IT FURTHER RESOLVED, that the Tax Assessor of Indian River County, Florida, be and; he is hereby directed to assess and levy all the foregoing taxes as fixed and levied by this Board upon the taxable property in Indian River County, Florida, just and due taxation within the respective boundaries upon which such taxes are lsvied;,that a certified copy of this re- solution be furnished to the County Assessor of Taxes. t The motion for adoption was duly seconded by Commissioner Vickers, and adopted by the following vote: Ayes: Graves, Helseth, Glover., Vickers and Barkoskie. Such bills and accounts being on file in the office of the Clerk of the Circuit Court, the Warrants so issued j from the respective funds being listed in the Supplemental Minute Book, as provided by the rules of the State Auditor, reference to such record and the list so recorded being made a parti of these minutes. The County Depository filed its monthly statement, showing receipts and disbursements j, of the various funds, which having been audited were found to be correct. M. Tuesday, September 7, 194.39 in regular meeting with the following members of the Board present: S. E. Glover, Frank C. Vickers, Albert 0. Helseth, and„ j G. E. Barkoskie. Absent: Chairman W. C. Graves, ;r. Also present were 1m. W. Frick, Sheriff, Ik Charles A. Mitchell, Attorney for the Board, and Douglas Baker, Clerk. In the absence of Chairman Graves, S. E. Glover, Chairman Pro Tom, presided. Minutes of the previous meeting were read and approved. It was ordered Arora Rogers be removed from the Mother's Pension list. J. M. Knight, W. S. Buckingham, T. E. Hogan and J. Hubert Graves appeared before the i; jj Board and requested the Board to employ a County Agent and named several reasons for making the'', i' request however, mainly for the purpose of assisting to establish a Foreign Labor Camp. Mr. Knight and Mr. Buckingham spoke for the committee and in so doing, told of a meeting of farmers') and growers which had been held some time prior and at this meeting a Labor Board Committee was Wledted _coasisting of C. Graves Wilhoit, Chairmen, W. S. Beckingham, Secretary, C. C. Bush i L'. X. Knight and ;ohn S. Peters. The committee of might, Graves and Hogan were instructed to j' meet with the Board of County Commissioners with regard to requesting a County Agent and advised i r the Board that the County.would be expected to pay $150.00 per month salary together with offico space and equipment -for the County Agent and that the Government would pay $14.2.00 per month. This information was given to them by Mr. A. P. Spencer, Associate Director of the Agricultural Extension Service of Gainesville. It was pointed out a County Agent would be very valuable at I, i, this time in view of the fact a representative would be needed to give his full time to handle the Labor Camp if one is obtained. After considerable discussion and due consideration, it wast moved by Frank C. Vickers, seconded by Albert 0. Helseth and unanimously carried, a County Agent be employed and that Douglas Baker, Clerk, be instructed to advise Bir. Spencer of Gaines-,, ville to this effect and request him or his agent meet with this Board at an early date. It was ordered W. H. Williams, Winter Beach, Florida, be paid the sum of $12.00 per month from the General Revenue Fund for September, October and November.
